Worden Managing Director, State Regulatory Operations September 21, 2016 ADVICE 3477-E (U 338-E) PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA ENERGY DIVISION SUBJECT: Implementation of the New Solar Homes Partnership Program Rate Change Pursuant to Decision Effective October 1, 2016 Southern California Edison Company (SCE) hereby submits for approval by the California Public Utilities Commission (Commission) the following changes to its tariffs. The revised tariffs are listed on Attachment A and are attached hereto. PURPOSE In compliance with Commission Decision (D.) , this advice letter implements an increase in the Public Purpose Programs Charge (PPPC) to collect SCE s share of the total authorized Investor Owned Utility (IOU) New Solar Homes Partnership (NSHP) Program funding amount of $ million over a 12-month period commencing October 1, DISCUSSION On June 9, 2016, the Commission issued D (the Decision) authorizing funding of $ million to provide for continuing financial incentives for homeowners, builders, and developers to install solar energy systems on new, energy efficient residential dwellings under provisions of the NSHP Program. Pursuant to Ordering Paragraph (OP) 1 of the Decision, the authorized funding will be collected through the Public Purpose Programs (PPP) rates from electric retail distribution customers of Pacific Gas and Electric Company (PG&E), SCE and San Diego Gas & Electric Company (SDG&E). The Decision also designates the California Energy Commission (CEC) to continue as the administrator of the NSHP Program. Finally, the Decision 1 SCE s share is 41.1 percent, or $45.95 million, increased for Franchise Fees and Uncollectibles (FF&U) expense, for a total revenue requirement change of $ million. P.O. 3 ADVICE 3477-E (U 338-E) September 21, 2016 establishes administrative and oversight-related requirements for the NSHP Program, as warranted, to promote efficient and cost-effective use of the authorized funds. In Advice 3425-E filed on June 29, 2016, SCE implemented the directives stated in OP 1 and 4 of the Decision by proposing modifications to its electric preliminary statements to establish the cost recovery mechanism for continued funding of the NSHP Program. 2 SCE s NSHP Program balancing account will record the difference between the authorized funding amount and disbursements of those funds transferred to the CEC or the applicants. SCE also modified Preliminary Statement Part FF, Public Purpose Programs Adjustment Mechanism (PPPAM), to enable the recovery of the NSHP Program authorized funding through the PPPC to be collected from all distribution customers. 3 Through the operation of the PPPAM account, SCE trues-up recorded revenues received from customers through the PPPC to authorized funding amounts. Any NSHP Program funds collected but not encumbered by June 1, 2018 or spent by December 31, 2021 shall be returned to customers. In this advice filing, and pursuant to OP 1.b. of the Decision, SCE modifies the PPPC effective October 1, 2016 (SCE s next regularly scheduled rate change date) to collect SCE s share of the total authorized IOU funding amount of $ million (SCE s share is 41.1%, or $ million including FF&U expense) over a 12-month period ending September 30, 2017 based on the most recently approved 12-month retail sales forecast. 2 Advice 3425-E was approved by letter from the Director of the Energy Division dated July 29, 2016 and made effective June 29, In addition, PG&E, on behalf of SCE and San Diego Gas & Electric Company (SDG&E), filed Advice 3441-E on July 25, 2016 describing the invoicing and payment process for disbursements of funds transferred to the CEC or the applicants. Advice 3441-E has been suspended by the Energy Division since Staff Review is required. 3 The Decision, at page 1, states that the authorized funding shall be collected in the distribution rates of electric retail distribution customers. However, it is clear from the language in OP 1 that this decision language meant to state that the authorized funding shall be collected in the PPP rates of electric retail distribution customers.

6 ADVICE 3477-E (U 338-E) September 21, 2016 PPPC RATE CHANGE AND TARIFF CHANGES As discussed above and pursuant to OP 1 of D , in this advice filing SCE modifies the PPPC to collect SCE s share of the total authorized SCE funding in the amount of $ million (includes FF&U expense) over a 12-month period commencing October 1, OP 1 also states that the NSHP Program funding shall apply on an equal cents per kwh basis. The PPPC Revenue Requirement is currently allocated based on each rate group s percentage share of system revenues for bundled service, DA and CCA customers, with generation revenues for DA and CCA customers imputed as if they were bundled service customers as adopted in the 2015 GRC Phase 2 Marginal Cost and Revenue Allocation Settlement Agreement (D ). In order to adhere to the Settlement Agreement, SCE first removes the NSHP Program revenue requirement of $ million from the total PPPC revenue requirement, then allocates the remainder of the PPPC revenue requirement using the allocator established in D , then adds the equal cent per kwh NSHP Program charge to all rate groups PPPC component. The NSHP Program funding charge is set at $ per kwh, calculated by taking the $ million divided by the most recently approved total retail sales forecast (85,565 GWh). The annualized PPPC revenue increase of $ million ($45.95 million in funding increased for FF&U) resulting from the implementation of the NSHP Program revenue requirement in rates will result in a system average rate increase for bundled customers of approximately 0.3% relative to rates in effect as of June 1, 2016 as shown in the table below.
