M2. Primary seat belt laws allow law enforcement officers to ticket a driver for not wearing a seat belt, without any other traffic offense taking place. Would you expanding the nighttime restriction for drivers under the age of 18 to 11:30 p.m. to 5:00 a.m.? M6.
