2. Air & Oil receiver and oil separator 3. Oil strainer/filter 4. Minimum pressure valve with non return valve. 5. Instrument panel with necessary instruments. 6. Radiator type cooler of adequate size, cooled by an engine driven fan. 7. Direction of rotation should be clearly marked / engraved on the air end. Capacity of the compressor: a) Free air delivery 350 CFM (Approx) b) Delivery pressure 14 Kg/cm2 c) Noise level : Less than 90dBA Adequate safety system against over heating, high pressure etc to be provided in the air end. 4.2 DIESEL ENGINE :( CONFORMING REQUIREMENT OF IS: 10002) Make : Preferably Kirloskar / Cummins /Greaves Diesel engine shall be suitably rated to suit the requirement of the air end. Diesel engine shall be supplied with all standard components and accessories as per manufacturer's standard design practice including but not limiting to the following 4.2.1 Type of cooling: water cooled 4.2.2 Specific fuel consumption at rated load and speed should be as per IS 10002 4.2.3 Two (2) stage heavy duty (dry or oil bath) air cleaners,, electrical self starter complete with batteries of suitable capacity (lead acid maintenance free type),dynamo/battery charger, lube oil and fuel oil filters, hydro-mechanical governor/speed control mechanism, flexible fuel piping, flexible and removable heat shielded exhaust connections, silencer or muffler with spark arrester, corrosion resistor for cooling system, engine mounted gauges for lube oil pressure, cooling water temp and speed indication. Safety protections shall be provided for low lube oil pressure, high water temperature and engine over-speed. The diesel engine shall be provided with an integrated (on skid) diesel tank with adequate capacity to run the engine for 6 to 8 hours. 4.3 MINIMUM CONTROLS All the controls shall be positioned in well protected and easy to operate control panel comprises but not limiting to the following:- Engine start push button, Engine stop lever All controls of Diesel engine and the Air End including the indicator gauges for
various operating parameters should be mounted on the front panel of the canopy well protected by a lockable hinged lid. 4.4 SKID (UNDER CARRIAGE): Complete unit including Diesel Engine, Air End, Fuel Tank, Control Panel etc. shall be mounted on a skid made up of sturdy steel construction. With suitably placed lifting eye for easy lift by crane for transport. The skid should be provided with a suitable sheet metal canopy with hinged lockable doors to protect the equipments from unfavorable weather conditions. Vendor to ensure that the vibration is within the acceptable limit. 4.5 ACCESSORIES: The complete package shall include the following accessories 12 V batteries (lead acid maintenance free type) for starting, Tool kit including any special tool (if required) for maintenance (standard make). 4.6 MOUNTING AND SKID: Both Diesel Engine and the Air End shall be directly coupled through a flexible coupling with guard. Air End shall be provided flange adaptor directly bolted to SAE bell housing of Engine for misalignment and coupling failure. Diesel Engine and the Air End shall be mounted on a steel construction skid with anti vibration rubber mountings. 5.0 MATERIAL:- Material employed in Air End, Diesel Engine, Skid shall be as per relevant Indian standard. 6.0 NAME PLATE DETAILS:- Following information shall be legibly stamped/engraved on the name plate 6.1 AIR END:- Make, Model, & Serial No Year of manufacturer, Maximum pressure, Flow rate at maximum pressure Weight (kg). 6.2 DIESEL ENGINE:- Make, Model, & Serial Number Year of manufacture, Rated hp and speed Weight (kg). 7.0 DOCUMENTATION:-
Documentation includes schematic drawings for air end and diesel engine, operational and maintenance manuals, spare parts list with part number and indicating exploded view of all assemblies/disassembles, wiring diagram and system layout details for control panel. Complete package layout (air end, diesel engine, control panel and skid) with dimension and weight. 8.0 INSPECTION AND TESTING:- Inspection and testing of complete unit i. e. air end, diesel engine and skid/under carriage shall be as per relevant standards and clauses as below: 8.1 INSPECTION PROCEDURE FOR MOBILE DIESEL ENGINE DRIVEN AIR COMPRESSOR Inspection Shall Be Carried Out in Conformity with the Ordered Specification, and Other Relevant Standards as per the Following Procedure:- I. INSTRUMENT PANEL, SAFETY PROTECTION DEVICES BB. ENGINE 1. MAKE, MODEL, S.NO. & YEAR OF MANUFACTURE 2. HORSE POWER & RPM 3. STARTING SYSTEM, INSTRUMENT & CONTROL, SAFETY DEVICES II. Special Notes: BID REJECTION CRITERIA (BRC) A. TECHNICAL Bid should be complete in all aspects covering entire scope of job / supply and should conform to the technical specifications indicated in the bid document, duly supported with technical catalogues / literatures, wherever applicable. Incomplete and non-conforming bids will be rejected outright. B.1.2 Manufacturer's experience:- In case the bidder is an assembler of the Diesel Engine driven screw air compressor or manufacturer of engine or compressor he should satisfy the following with documentary evidence which should be enclosed along with the techno- commercial bid. a) Minimum THREE (03) years of experience of assembling diesel engine driven screw air compressor. [For this purpose the period reckoned shall be the period prior to the date of opening of the techno-commercial bid.] b) Should have assembled and supplied minimum 01(one) numbers of diesel engine driven screw air compressor of minimum capacity of 300 CFM at 10 Kg to various companies during the last 03 years. Documentary evidence in respect of the above should be submitted in the form of copies of relevant Purchase Orders along with copies of any of the documents in respect of satisfactory execution of each of those Purchase Orders, such as (i) Satisfactory supply completion/installation report(or)(ii) any other documentary evidence that can substantiate the satisfactory execution of each of the Purchase orders cited above. B.1.2.1 In case the bidder is not a manufacturer, then the bidder is required to submit documentary evidence in respect of the above B.1.2 (a) & B.1.2(b) of the concerned manufacturer (having supplied such items either by manufacturer himself or his distributor),and submit the same along with the technocommercial bid. B.1.3 Bidders should have the required facilities for testing the quoted equipment/ material as per International standards at their premises and also agree to third party inspection by OIL's approved Third Party Inspection Agency at no extra cost implication to OIL. The bidder should include TPI charges in their quote itself.
In case the bidder is not the manufacturer, a certificate from the manufacturer in original to the effect that the manufacturer possesses the required facilities and agrees for testing the quoted equipment / item should be enclosed along with the techno-commercial bid. The third party inspection report must be submitted by bidder along with the shipping/ dispatch documents. However, OIL would have a right for inspection/testing of the material at destination. B.1.4 (a) Bidder must furnish the following undertakings from the Original Equipment Manufacturer(s), along with his bid: (i) The OEM shall provide the maintenance /service/calibration facilities in India, for all the equipments to be supplied under the contract, if awarded to him by OIL. (ii) The bidder shall indicate the source of their bought out items and also the names of the original equipment/ materials manufacturer for their major components. The OEM shall guarantee the "lifetime supply" (i.e. 7 years in case of electronic equipment/ items and 10 years in case of mechanical equipment/ items) of spares for all the equipments to be supplied under the contract. If awarded to him by OIL. B. COMMERCIAL CLAUSES 1.0.B: COMMERCIAL i) The prices offered will have to be firm through delivery and not subject to variation on any account. A bid submitted with an adjustable price will be treated as non-responsive and rejected. ii) Bids received after the bid closing date and time will be rejected. Similarly, modifications to bids received after the bid closing date & time will not be considered. iii) Validity of the bid shall be minimum 75 days from the bid closing date. Bids with lesser validity will be rejected. iv) Bids containing incorrect statement will be rejected. Note: If any of the clauses in the BRC contradicts with other clauses of bidding document elsewhere, then the clauses in the BRC shall prevail. 2.0 BID EVALUATION CRITERIA (BEC): A. TECHNICAL:
The bids conforming to the technical specifications, terms and conditions stipulated in the bidding document and considered to be responsive after subjecting to Bid Rejection Criteria (BRC) will be considered for further evaluation as per the Bid Evaluation Criteria given Below. i) In the event of computational error between unit rate and total price, the unit rate as quoted by the bidder shall prevail. ii) Similarly in the event of discrepancy between words and quoted figure, words will prevail. iii) Evaluation will be done on 'total contract cost' basis to ascertain the lowest bid. B. COMMERCIAL: i) To evaluate the inter-se-ranking of the offers, Assam entry tax on purchase value will be loaded as per prevailing Govt. of Assam guidelines as applicable on bid closing date. Bidders may check this with the appropriate authority while submitting their offer. ii) To ascertain the substantial responsiveness of the bid OIL reserves the right to ask the bidder for clarification in respect of clauses covered under BRC also and such clarification fulfilling the BRC clauses in to must be received on or before the dead line given by the company, failing which the offer will be summarily rejected.
