That based on Report CS-12-59 dated May 2, 2012, Traffic By-law 79-99, as amended, be further amended to implement a 'No Parking Anytime' restriction on the north side of Lviv Boulevard between Simcoe Street South and Albert Street; and, 2. Report to the Community Item: CS-12-59 Services Committee (Continued) -2- Meeting Date: May 10, 2012 4.2 Auditor General ~ The Auditor General does not comment on reports of this nature. 5.0 ANALYSIS 5.1 Residential Concerns ~ An area resident has requested that parking be restricted along one side of Lviv Boulevard between Simcoe Street South and Albert Street to improve traffic access. 5.2 Lviv Boulevard - Characteristics ~ Lviv Boulevard is classified as a local road with a pavement width of 8.5 metres. It has a posted speed limit of 50 km/h. ~ There are sidewalks on the north side of Lviv Boulevard..~ Currently parking is permitted on both sides of Lviv Boulevard. 'No Parking Anytime' restrictions exist at the intersections of Lviv Boulevard and Simcoe Street South, and LvivBoulevard and Albert Street. ~ See map appended as Attachment 1. 5.3 Parking Regulations ~ A review by City staff found that when vehicles are parked along both sides of Lviv Boulevard, the street can become restricted to one travel lane making it difficult for vehicles to pass. ~ In the past 5 years there have been 2 collisions involving parked vehicles being hit by a moving vehicle. Restricted travel lanes caused by on-street parking could be a factor in these collisions. ~. St. George's Catholic Church Ukrainian Heritage Centre (Lviv Pavilion) is located on this block of Lviv Boulevard and can generate significant traffic during special events. ~ St. George's Catholic Church is located on Albert Street, opposite Lviv Boulevard, which also generates parking demand. ~ The south side of Lviv Boulevard has more on-street parking availability due to the absence of driveways on this side of the street. Removing parking from the north side of the street would remove approximately 7 on-street parking spaces. 3
Report to the Community Item: CS-12-59 Services Committee (Continued) -3- Meeting Date: May 10, 2012 ~ The removal of parking from the north side of the street would improve traffic access and increase safety on Lviv Boulevard, 5.4 Notice for Residents of Lviv Boulevard ~ In March 2012, a notice was distributed to all properties on Lviv Boulevard from, Simcoe Street South to Albert Street. ~ The' notice explained that City staff would be considering the removal of parking on the north side of Lviv Boulevard and requested residents to contact City staff with any questions or comments.. 0 ~ Only one property contacted City staff opposing the proposed 'No Parking Anytime' restriction. The resident would prefer to keep parking on the north. side of Lyiv Boulevard. ~ Therefore, to improve traffic access and safety on Lviv Boulevard it is recommended that parking be restricted along the north side of Lviv Boulevard between Simcoe Street South and Albert Street. 6.0 FINANCIAL IMPLICATIONS ~ The estimated cost to install the signs is $500. I shall not be able to attend the scheduled meeting on Thursday, May 10 th at 2:30 pm due to professional obligations. I am subn:lltting the Parish Council's reasons to not place signs there for the following reasons: 1. We have not received a great number of complaints regarding the current signage and parking conditions, 2, \Y!e feel that most 0 the time, tl1ereare no vehicles parked dlcre, except when ther.eare events at LVIV HaH. which. occur mostly on Ftiday evenings, Saturdays and Saturday evenings, Sundays, and Sunday evenings. I believe that 7 parking spots would be lost and that they are almost always used only when our large parking lot is full, which happens only infrequently: Most people attend1ngare elderly and if they are forced to park further away, it would be a good distance to walk from other locations. 3. \1{!hen both sides of the street have patked CRts, there is adequate room for emergency vehicles such as fire trucks and ambulances to get through, and we believe there is not a hazardous situation, and we have not been illformed by the emergency departments that it is otherwise. If patrons park inappropriate1y,announcements are made to ask people to park or move vehicles as necessary. 4. We are the mgestptoperty owners Oil LVIV Blvd, and we see no need to change the parking regulations as they are at present as we feel that it is not a great inconvenience or hazard for anyone at the present time.
