Project Background An Environmental Assessment (EA) was completed for the original SH 249 project design from Beltway 8 to FM 1774. A Finding of No Significant Impact (FONSI) was received from the Federal Highway Administration (FHWA) on October 12, 1990. The original SH 249 project was designed as a non-tolled 6-lane to 8-lane highway facility with two 3-lane frontage roads. The project was re-evaluated for design changes on selected areas of the SH 249 highway facility in 1993, 1996, 1999, 2002 and 2007. The 2007 design changes included a tolled highway facility for the SH 249 main lanes. One segment of the SH 249 highway facility has been completed while one segment is still awaiting approval of the final design prior to construction: Completed SH 249: From Beltway 8 to FM 2920. Construction of this segment is completed as both a non-tolled highway facility (Beltway 8 to Spring-Cypress Road) and a tolled highway facility for the main lanes and a non-tolled roadway facility for the frontage roads (north of Spring-Cypress Road to FM 2920). Proposed SH 249: From FM 2920 to FM 1774 in Pinehurst. This segment would be constructed as a new tolled highway facility for the main lanes and a non-tolled roadway facility for the frontage roads. This segment is currently being re-evaluated for design changes, from FM 2920 to Hardin Store Road, which would include acquisition of approximately 15.8 acres of additional right-of-way. No residential or commercial displacements are anticipated. 4

Proposed Design Changes Changes in ramp configuration. The addition of a continuous overpass from Brown Road to Baker Road and an overpass at Zion Road. These design changes would result in the addition of approximately 0.2 acre of right-of-way. The addition of floodplain mitigation and approximately 5.8 acres of detention in Harris County near Spring Creek. The addition of floodplain mitigation and approximately 9.8 acres of detention in Montgomery County. 5

Need and Purpose Need: Increased congestion due to population and economic growth. Increased congestion due to competing uses (i.e., throughtraffic and local traffic). Increased traffic volumes create safety concerns for the traveling public. Purpose: Improve corridor mobility by reducing traffic congestion, increasing mobility and creating a useable network compatible with growth, development and future traffic demands. Improve safety by upgrading major facilities to current design standards and separating through-traffic and local traffic. 6
