ADDENDUM NUMBER 2 (DATED May 7, 2012) TO THE CONTRACT DOCUMENTS AND CONSTRUCTION SPECIFICATIONS FOR WINDSOR CRUDE OIL TERMINAL From: Michael Brake, JR Engineering To: All Plan holders and/or Prospective Bidders. The following revisions, additions and/or deletions are hereby made a part of the Contract Documents and plans for the above referenced project as fully and completely as if the same were fully set forth therein: BIDDING REQUIREMENTS Bidders are required to acknowledge receipt of this Addendum by replying to the notification email. RESPONSES TO BIDDER QUESTIONS 1. Information from SafeRack says there will be (5) safety showers installed at ground level, however they are not shown on the drawings. Do we include pricing for the installation and connections? Do we use the water lines from above to make the connections? Include pricing for installation and connection of five (5) showers per the SafeRack drawings. Use the potable water service line under the rack to make the connections. 2. DWG 45 of 47 shows vapor connections on top of 4 strainer on details A&B. What sizes are these lines, how do we connect to the vapor lines? The detail is revised to show the connections. 3. DWG 45 of 47 in reference to the 4 flex product hoses. Detail says qty of 24 however there are only 12 shown on drawings 40 & 41 and the bid schedule only calls for 12. Where do the other 12 go? Are they spares? The Crude and Condensate lines each have 12 product hose assemblies. 4. DWG 45 of 47, Where do the 2 flex recovery hoses get installed? The 2 flex recovery hoses connect to the return line under the rack. 5. What supports are required for the vapor line VP-04 None are shown on DWG S-11. Detail 4/S16 may be used for support of vapor line VP-04, modified with a 3-0 concrete pier depth. 6. Please furnish vapor line drop detail at truck unloading area. A Detail has been provided on sheet 45. 7. Connections to the existing tanks. Are the connections on the tank existing? If not, are we installing the nozzles on the tanks and are the tanks cleaned and ready? Connections are existing and are cleaned and ready. 8. DWG 45 of 47 No meter prover connections shown. 9. DWG 45 of 47 No pressure gauges shown. There are no pressure gauges on connecting lines, only on pump skids. 10. Do we figure garlock or flexitalic gaskets? Garlock Gylon Style 3500 or equivalent are acceptable. 11. DWG 17 of 47 Please confirm the track pans all connect to each other and have one drain at the end of the run. Who provides and installs the track pans? We have experienced numerous issues with these pans due to them having multiple connections which fail over time. Is the owner open to alternates in lieu of the Ultra track pans? Alternate manufacturers of the rail car spill containment pans will be considered on a case-by-case basis provided the proposed pans meet SPCC regulations. The general concept of spill containment will remain the same. The track pans will need to be connected and drain to a common discharge point and go to the containment tank. 12. S12 and S13 of 16 Vapor line supports. The 4 vapor line is shown to be supported by supports up to 49 tall and made from pipe sizes 8 up to 20. Is the owner willing to drop the vapor line down to ground level and use a blower system? No, the elevated vapor line will be used. 13. Are catwalks for LACT tanks furnished by the owner with the owner furnished tanks? If not please provide drawings for the catwalk structure. The catwalk structure is provided by the owner and is supported from the L.A.C.T. tanks. Details will be provided by the owner. Provide a concrete pad at the bottom of the stairs as indicated for the SafeRack stairs (detail shown on sheet S3). All parts are bolted connections. Kicker plates are bolted to the tanks. The manufacturer will forward the required ½ bolts and nuts for assembly in the field. A materials list for assembly will be provided as soon as it is available. 14. What foundations are required for the LACT tank catwalk? See response to Question 13. 15. Reference bid schedule # 72 Concrete column stubs : 76 are at the Saferack foundation cap beams. Where are the other 12 located? The count on Concrete Column Stubs and SafeRack Base Plates should be 76. 16. Do the vapor line foundations get screw piles as well? The screw piles are being utilized at the SafeRack foundation to control settlement. The vapor line structure can tolerate more settlement, therefore screw piles are not required at the vapor line support structure. 17. Who is supplying the flare and the knockout pots? Owner 18. Who furnishes the propane tank for the flare gas assist? Owner 19. Does the propane tank get a heater for winter operations? Not at this time 20. Does any of the piping and valves need to be furnished per cold weather specifications? Yes. All materials need to be rated to -30 F. Page 2
21. Can you please provide cut sheets for the crude loading skids and the LACT skids? Sheets for the crude loading skid is not yet available. Sheets for the LACT Skids are attached.
