Section 1 Instructions to Tenderers IMPORTANT INFORMATION 1. Tender process A copy of the tender document can be downloaded from DCC website or a hard copy collected from Machinery Yard, Lifford. Tenderers must read Section 1 - Instructions to Tenderers prior to submitting tender. Section 2 is the detailed LOT catalogue and offers should be entered onto right hand side column and entire catalogue returned with the FORM OF TENDER (Section 3) in a sealed envelope marked Machinery Yard 2012 and submitted to the County Secretary s Office, Donegal County Council, County House, Lifford, Co Donegal no later than 12:00 noon on Friday 21st September and entire catalogue with completed form of tender and as appropriate a copy of Waste Collection Permit granted by Donegal County Council under the Waste Management (Collection Permit) Regulations, 2007 and Waste Management (Collection Permit) (Amendment) Regulations 2008. 2. Tender documents/catalogue can be found on the Donegal County Council website; http://www.donegalcoco.ie, or by calling at the Machinery Yard in Lifford, between 9:00 a.m. and 16:30 p.m. An Open Day will be available for viewing all LOTS on Wednesday 12 th September, between 9:00 a.m. and 16:30 p.m. Please contact by e- mail or phone to arrange viewing times (ronnie.sayers@donegalcoco.ie ph. 0749172383) 3. Where a LOT is declared as scrap, and a scrap value submitted, a copy of a valid Waste Collection Permit must be with the tender for same to be deemed valid. 4. Where a registration is available for a vehicle within the Machinery Yard, the option is available for tenderers to submit an offer for the vehicle as a vehicle purchase. Alternatively, if a scrap value is submitted, a copy of a valid Waste Collection Permit must be with the tender for same to be deemed valid, and the said registration will be surrendered to the Motor Tax Office and the vehicle declared scrapped. 5. Any price offered or accepted is to be in respect of the LOT in its present state including all materials on or in the vehicle the Council will not carry out any further work on the LOT nor will the Council provided any assistance in lifting loading or transporting the LOT once same has been purchased. 6. All accepted tenderers will be notified of award of tender by letter per LOT and all LOTS must be collected by the Tenderer within 10 working days of receipt of same. 7. Method of payment - Payment as per accepted tender price must be made to Donegal County Council Motor Tax Office, LIFFORD, opening hours are from 9.15am - 12.15pm and 1.00pm - 4.00pm, and receipt of payment presented to Machinery Yard at agreed collection time.

Collection of sold LOTS Arrangements for collection (including lifting, loading and transporting of LOTS) will be the sole responsibility of the tenderer arrangements for access to the Machinery Yard to collect LOT items will be set out in the award of tender letter. 9. Insurance Successful tenderers must provide proof of insurance cover for any vehicle/plant used to collect LOT items from the Machinery Yard 10. ped back on the road - If a vehicle which has been declared scrap to Motor Tax prior to the introduction of the End of Life Regulations, and is sold as scrap, is being requested to be put back on the road, the applicant must submit, to the Motor Tax Office, an Insurance Assessors report which conforms to the requirements of the Construction, Equipment and Use Regulations (S.I. 190 of 1963). A valid NCT certificate does not meet the requirements. If the Licensing Certificate/Registration Certificate had been submitted at time of scrapping, the motor tax office will advise Shannon that the vehicle is now back on the road and Shannon will forward the registration certificate to the owner. If the old brown log is with the Motor tax office, the office will hand the log back out to customer. If a refund was processed in respect of this vehicle when it was declared scrapped the owner/new owner may be liable to repay this refund money. Contact your nearest Local Motor Tax Office for further information. Any costs involved in the process of putting the vehicle back on the road must be borne by the purchaser. 11. Tender assessment process once tenders are opened, same will then be assessed on a price only basis. The highest price submitted for each LOT item will be deemed as the successful tenderer for said LOT item, on the condition that the tender is valid. value can only be offered when tenderer has a current and valid Waste Collection Permit granted by Donegal County Council under the Waste Management (Collection Permit) Regulations, 2007 and Waste Management (Collection Permit) (Amendment) Regulations 2008 12. Donegal County Council reserves the right to refuse any or all offers per LOT item without explanation or clarification. 13. All prices will be submitted in EURO and payable in EURO VAT will not be charged on any items, however, VAT on scrap items must be accounted for by the purchaser. 14. Award of tender Formal acceptance of tender will be issued to successful tenderer for each LOT item. Acceptance of any and all tenders will be subject to Manager s Order approval. 15. The Council reserves the right to offer any LOT items not collected, within 10 working days of the successful notice being posted, to the next highest successful tenderer.
