What is? EVE: Basque Country Energy Board (Ente Vasco de la Energía) Founded in early 1980s to lay the foundations for an energy policy for the Basque Country. Energy efficiency. Diversification of energy sources. Promotion of renewable energy sources. 3
s mission: To propose energy strategies for the Basque Country, using criteria of supply security, cost competitiveness and sustainability. To take part in developing these strategies and contribute to meeting their targets. How we get it: Providing service to the Basque Government s Department of Industry. EV in the Basque Country (I) General objective To promote introduction of electric vehicles in the Basque Country as a means of improving energy efficiency in transport and encouraging new business opportunities in the Basque industrial sector. By 2020, 10% of the vehicles sold will be electric (pure or plug-in hybrids! 12
EV in the Basque Country (II) INFRASTRUCTURE To create a network of charging points in the Basque Country. Specific goals: INDUSTRY To support the Basque electrical and electronic equipment industry in developing industrial and technological skills in the area of the EV. AUTOMOTIVE INDUSTRY To support the Basque automotive industry in developing systems and components for the EV. CRITICAL MASS To facilitate the purchase of EV. REGULATORY FRAMEWORK To encourage development of a legal framework to favour the introduction of the EV. 13
EV in the Basque Country (III) Agreement: Basque Government and Mercedes-Benz Mercedes-Benz commitments: To adapt Vitoria-Gasteiz facility (Basque Country) and begin manufacturing the E-Vito electric vehicle from 2010. To carry out key common projects with the Basque automotive industry, oriented towards developing components for use in electric vehicles. Availability of Vito E-Cell and Smart ED for Basque fleets, selected by EVE, and including monitoring and data analysis. 14

EV charging network managing company Recently created figure in Spanish law (Royal Decree-Law 6/2010) Aims To lead public charging points implementation in the Basque Country. Biofuels in the Basque Country (V) Vehicle purchasing subsidies (2.200 per vehicle): Flexible-fuel vehicles, designed to run on any proportion up to 85% of ethanol (E85). Diesel vehicles capable of running on blends of at least 30% of biodiesel (B30). Trade barrier: Manufacturers don t offer their flexible fuel vehicles in the Spanish market. Technological barrier: Manufacturers don t guarantee their diesel vehicles to run on B30. 21
Other alternative fuels and technologies EVE keeps subsidy-programs for: LPG vehicles and stations. 4 public suppliers in the Basque Country. Natural gas vehicles and stations (compressed and liquefied). Hydrogen fuel cell vehicles and stations. 1 public supplier in the Basque Country. Electric hybrid vehicles. 22
