Minimum Specifications for One New 2018-2019 30 Yard Roll-Off Truck Any equipment ordinarily listed as standard equipment will not be removed from new unit unless being replaced by other equipment to meet the specifications. CHASSIS 1. Minimum GVW - 62,000-pounds 2. Wheelbase Dimensions - Cab to CT 174-186-inches or as required for unit being specified. 3. Front axle - 20,000-pounds, 71-inch Kingpin setting. 4. Front springs - 20,000-pounds 5. Axle rear, tandem, single reduction, 46,000-pounds. capacity with lube oil pump. Gear ratio for truck to be determined by successful bidder and Director of Fleet Maintenance. a. Drive axle drain plugs, (2) magnetic. b. Power divider lock, air operated, cab control with indicator light in dash. c. Differential lock on rear differential, control mounted in dash with indicator light to show that is energized. 6. Truck to be delivered with one mounted wheel and tire spare. 14. Wheels -, Hub Piloted, and to be severe service. 8000-pound load rating on drive axles. ENGINE: 1. 8.9-Liter Cummins Engine, diesel, minimum of 310-H.P, 1000-feet/pounds, torque at 1200- RPM, and governed speed at 2100-RPM, wet sleeved, current Emission certification with Selective Catalytic Reduction (SCR) or current Emissions Certified, and on board diagnostics (OBD). a. Cold starting equipment, starter to be 12-volt with over crank protection. Engine block heater to be 115-volt/1000-watt with receptacle mounted below driver s door. Air cleaner to be dual element/dual stage with air cleaner restriction gauge. b. Engine oil drain plug magnetic. c. Road speed with cruise programmed to 65-m.p.h. d. Road speed with accelerator pedal programmed to 70-m.p.h. e. Fuel/water separator heated, and fuel filter in a single assembly with water in fuel sensor and light in instrument panel. Page 2 of 12

f. Anti-freeze to be permanent or long life to -30-degrees Fahrenheit. All coolant hoses to be silicone or blue striped with constant torque clamps. g. Low coolant level sensor with light in dash and audible alarm. h. The urea system should have a gauge in the dash that indicates the level of urea in the reservoir. i. Urea system to have a pump so that when truck is shut off the urea in the lines will be pumped back into the reservoir. i. DEF tank is to be heated using engine coolant through the in-tank header if no pump is required. j. Urea reservoir should be heated. TRANSMISSION: 1. Transmission, Allison 3000 RDS heavy application 6-speed with push button controls, oil level sensor, less retarder with overdrive and PTO provision, and shift energy management. Transmission oil temperature gauge mounted in dash. Transcend automatic transmission fluid and water heat exchange. Also includes new features that monitor the transmission fluid, filter and clutch condition. Will display percent of life remaining for the transmission fluid, filter and clutches on the shift selector. This information may be displayed using to mode and up and down buttons. A wrench icon will also be included to indicate when the transmission fluid, filter and clutches need servicing. Auto neutral activates with parking brake. EXHAUST SYSTEM: 1. Horizontal exhaust with vertical tailpipe, and stack guard. Maximum height is 11-feet 6-inches. ALTERNATOR: 1. 12-Volt, minimum of 160-amp. (Negative ground electrical system). Three (3) heavy duty 12-volt batteries with 2100-CCA total. ENGINE COOLING FAN: 1. Horton clutch fan. 2-Speed fan clutch will be accepted. Page 3 of 12

CAB: 1. Driver seat only and it is to be air-ride, high back, vinyl, black or gray in color with arm rests, and floor covering to be rubber. One floor mat on driver s side. Driver seat to have a safety belt. 2. Vinyl covered non-suspension passenger seat with safety belts. 3. Cab to be Aluminum or Galvanealed Steel, Severe Service with no access to back of the engine from the interior of the cab. 4. Two (2) Sun visors. 5. Exterior sun visor above windshield. 6. Cab grab handles mounted on left and right side of cab for three points of contact upon entering cab. 7. ICC approved turn signals with heavy duty flasher. 8. Circuit breaker to be auto reset which replaces all fuses except 5-amp. All in-line fuses or circuit breakers must be identified and clearly marked and location of fuse or circuit breaker noted in wiring diagrams. 9. D.C. power port for accessory power. 10. Seat belts to be 3-points, lap and shoulder harness type. 11. AM/FM radio with two coaxial speakers and antenna. 12. Dealer shall furnish, install and program VHF 2-way radio and 3dB gain antenna that is narrow band capable, 45-watt, Motorola XPR 5350 Digital (or approved equal) with one (1) channel programmed. This radio must be securely dash mounted due to a lot of vibration 13. Heater - High output with low, medium and high control. 14. Factory installed air conditioning. 15. Steering column to be tilt and telescoping with power steering. Dual power steering gear boxes. 16. Tinted glass (all glass) and cab must have rear window. 17. 16-inches x 7-inches West Coast Style Mirrors with 6-inches convex mirrors mounted underneath. All to be heated and motorized. No plastic frame. a. Mirror housing can be plastic. 18. Dual air horns mounted on top of cab and also an electric horn. Back up alarm (electric) with 102-DBA. Page 4 of 12

19. 70-degree tilt front hood with gas struts or springs to keep hood from slamming shut. 20. OEM shall provide PTO switch and light in dash to be used by builders of roll-off equipment installed on chassis. 21. Heavy-Duty automotive style door hinges that are spring loaded. Dual door stops if available. Steel full length door hinges preferred. 22. Back up sensor installed to alert driver there is something behind them. GAUGES, BUZZERS, AND WARNING LIGHTS: 1. Engine oil pressure gauge, fuel level gauge, primary and secondary air pressure gauges, speedometer which includes odometer, trip odometer, engine hour meter, tachometer, voltmeter and water temperature gauge. 2. Warning buzzer for low oil pressure, low air pressure and high-water temperature. 3. Warning lights for low oil pressure, low air pressure, high water temperature, parking brake and axles differential lock out. LIGHTS: 1. Marker lights, tail lights, turn signals, and stop lights all to be LED and flush mounted with sealed electrical connections. All turn signal or marker lights flush mounted in front fenders must have dielectric grease on light connections and must have a sealed connector. These lights must also have guards installed on the inside of the fender over the light socket or connection to keep road grime from entering light connection and socket. 2. Headlights to have high and low beam. LED will not be accepted PAINT: 1. White cab clear coated, and wheels to be white. Frame to be painted black. 2. Front bumper to be painted black, with orange marker poles mounted on both ends. SAFETY EQUIPMENT: 1. 10-pound Fire extinguisher, (A, B, C type mounted in cab before delivery. 2. Emergency warning triangle kit mounted in cab before delivery. 3. First aid kit mounted in cab before delivery. Page 5 of 12

ELECTRONIC PROGRAMMING FOR ENGINE & TRANSMISSION: 1. Engine Regeneration for exhaust emissions. a. Engine should regen at idle. b. Engine should regen in PTO mode. c. Engine should be programmed for in town driving operation. d. Engine must be programmed to operate correctly at City of Cheyenne, Wyoming altitude. 2. PTO operations: a. Over speed protection - PTO should be programmed to disengage above normal PTO operation which will be set by OEM or Body manufacturer. b. PTO should be programmed to disengage above 5 miles per hour. 3. Updates for engine and transmission. a. All current updates should be completed before vehicle is delivered. b. Any new updates after delivery must be done free of charge while unit is covered under warranty. MISCELLANEOUS: 1. Mounting and installing of Panasonic Toughpad. Please contact Dennis Pino at 307/637-6440 for the mounting and installing of the Panasonic Toughpad. Dennis has all the mounting brackets and wiring that will be needed. Switch to be mounted in dash. 37. Double-acting hydraulic line to rear. 38. Double-acting hydraulic line to side. a. Note: 37 & 38 are separate lines. This is to hook up the compactor. Minimum Specifications for Roll-Off Hoist Tarp System For a truck-mounted roll-off container tarp system designed to accommodate containers with up to 24-feet X 8-feet 6-inches base platform. MOUNTING: 1. The tarp system shall be mounted to the chassis and hoist body. The mounting shall be 3-inches x 3/16-inches tubing. 9-inches behind cab. 2. The slide tubes for the tarp arm pivots shall be 2 ½-inches x 1 ½-inches x 3/16-inches tubing. 3. The gantry shall be mounted to the chassis by formed angles of 3/8-inches plate per side. GANTRY: 1. The gantry shall be capable of being extended 48-inches vertically by a 2-inches x 48-inches double acting hydraulic cylinder. 2. The gantry extension tubes shall be 2 ½-inches x 1 ½-inches x 3/16-inches tube housed in a 4- inches x 4-inches x 3/16-inches tube. TARP: 1. The tarp shall be heavy nylon mesh with a solid 18-oounce vinyl reinforcement on all sides. A full width reinforcement of 54-inches across the front and 72-inches across the rear to protect the tarp from wear. TARP ARMS: 1. Pivoting arms shall be of a one-piece design for strength. 2. Arms shall be constructed of 1 ½-inches x 3-inches x 3/16-inches tubing with a second 1 ½- inches x 3-inches x 3/16-inches tube from the pivot to the cylinder mount. 3. The arms shall be pivoted by one cylinder per side. The cylinders shall be re-phasing cylinders in a master and slave configuration so both arms are synchronized on operation. 4. The master cylinder shall be 3-inches diameter x 42-inches stroke. The slave cylinder shall be 2 ½-inches diameter x 42-inches stroke. Page 9 of 12

TARP ADJUSTMENT FOR CONTAINER: 1. The cover shall be adjusted for the container length by moving the pivot for the arms on a slide tube. 2. The mounts shall be slid by one cylinder per side. This will be done with re-phasing cylinders in a master and slave configuration so that both sides move the same distance. 3. The master cylinder shall be 3-inches diameter x 42-inches stroke. The slave cylinder shall be 2 ½-inches diameter x 42-inches stroke. HYDRAULIC SYSTEMS: 1. Hydraulic power shall be by a 3-g.p.m priority flow divider valve plumbed into the hydraulic system for the roll-off hoist. 2. The three-spool control valve shall have a 5-g.p.m capacity bypass pressure relief valve, factory set at 2500-PSI. 3. Hydraulic hoses shall be abrasion resistant material 4. Controls for the valve shall be located street-side adjacent to the driver s door, and also in cab mounted in between driver s seat and utility box, on a pedestal mounted to the floor. PAINT FINISH: 1. Complete unit shall be cleaned with all weld slag removed. Cleaning shall be in keeping with good and accepted industry practices. 2. The finish coat color shall be standard factory black to match the truck frame. MOUNTING: 1. All tarper installation shall be done by either the manufacturer at said manufacturer s place of business or at an authorized dealer s location. 2. Mounting shall be to chassis and tilt frame manufacturer s engineering specifications. MANUALS: All to be a complete set, in book form, for the make/model/year of vehicle/equipment being bid and delivered with vehicle. Successful bidder at time of delivery of vehicle must furnish all equipment to include software, modem, cables, adapter, and harnesses needed to troubleshoot and diagnose engine, transmission, air conditioning, ABS brakes, and body control module of vehicle being proposed and training of the use of the computer module of vehicle being proposed and training of the use of the computer program and software.
