Aircraft Safety EASA already exercises full and exclusive responsibility on European aircraft (products) ensuring safety of EU passengers in Europe and worldwide EASA certifies the initial safety compatibility and continuously ensures the appropiate safety level during the life cycle of the aircraft 03 September 2014 EP TRAN Committee Meeting - Exchange of views on Air Safety 4
Aircraft Safety EASA has in place a system to collect + analyse safety information and to timely respond to related risks and unsafe conditions when necessary When justified by the risk level, EASA mandates corrective actions called Airworthiness Directives (ADs) to the EU-EASA Member States (MS) + regulated organisations. EASA issued 382 ADs in 2013. Air Traffic Management EASA has a shared responsibility with the Member States EASA disseminates ATM safety information that it receives, using Safety Information Bulletins (SIBs) SIBs contain non-mandatory safety recommendations addressed to the aviation community EASA has issued SIBs on the Ukraine case and other armed conflicts (Israel, Libya, Syria, Iraq, Afghanistan) regarding the safe use of airspaces 03 September 2014 EP TRAN Committee Meeting - Exchange of views on Air Safety 6
Access to ATM related information Member States are sometimes reluctant to provide EASA with safety information in this domain The information does not reach EASA in all cases in a timely manner, like in the Ukraine case Recent information on conflict zones came exclusively from the US Federal Aviation Administration 03 September 2014 EP TRAN Committee Meeting - Exchange of views on Air Safety 7
Way forward EASA proposes that the EU put in place an alert system covering all components of the aviation system This system should ensure the timely consolidation, processing and distribution of the appropriate safety information to all stakeholders The system should include an adequate involvement of military intelligence and the Network Manager regarding the operational aspects 03 September 2014 EP TRAN Committee Meeting - Exchange of views on Air Safety 8
Way forward Being the centrepiece of the European aviation safety system and based on its experience gained in the past 10 years, EASA is in a privileged position to conduct such alert system EASA has already in place a distribution mechanism for its ADs and SIBs which ensures dissemination to all stakeholders 03 September 2014 EP TRAN Committee Meeting - Exchange of views on Air Safety 9
Final considerations By its nature, EASA is prepared to assume the leading role in the coordination and dissemination of safety information in the ATM domain Nevertheless, this requires a solid system in place allowing EASA to have access to reliable information The EU Institutions could give EASA the appropriate impulse in that direction 03 September 2014 EP TRAN Committee Meeting - Exchange of views on Air Safety 10
