Brief History For 66 years, exclusive trash service provider. - Early 90 s, successfully transitioned to 1 day/week trash service and 1 day/week yard waste collection. - 1990 s to present, development of waste reduction and recycling opportunities. - Recent success, trash cart implementation.
High Satisfaction Rate 2011 City of Lawrence DirectionFinder Survey completed by ETC Institute results: - 93% of residents surveyed were satisfied with residential trash service. Even with a very high satisfaction rate, comprehensive solid waste management service in Lawrence can improve.
SWTF Recycling Goal The City s Solid Waste Task Force (SWTF) recommended a community goal of 50% recycling rate by volume by 2020. To achieve this goal they recommended implementing a city-wide, single-stream residential curbside recycling program, if fiscally prudent and sustainable.
City s Proposal City-wide recycling collection service will be accomplished in a cost-effective and efficient manner by: - transitioning residential trash collection service, - utilizing current vehicles and personnel, and - purchasing the highest level of automation for new collection vehicles.
Collection Schedule Transition Transition to 4 days/week collection (Tuesday - Friday). Recycling collection service matched up with customer s trash day. Yard waste collection service on Mondays.
Utilizing Current Vehicles Once trash collection transitions to a 4 days/week service, 3 rear load trucks and 3-person crew assigned to those trucks transition from trash to recycling routes. Standby vehicles (trash/recycling). All fleet vehicles (trash/recycling) will be same blue color. Utilizing magnets for ID.
Highest Level of Automation The City proposes the highest level of automation for new vehicles purchased for recycling collection. - Fully automated side load truck for carts. - Front load truck for dumpsters, where feasible.
Small, Local Recycling Haulers Incorporate 5 small, local curbside recycling haulers into City s recycling collection service, to minimize their displacement and economic impact. - Definition of small, local recycling hauler. - Met with each recycling hauler (5) to discuss proposal. Also met with 1 business operating trash/recycling valet service for 1 apartment.
Small, Local Recycling Haulers Residential customer list (October 2012). Hauler may continue to provide service to these customers once the city-wide curbside recycling collection service starts. Hauler will no longer invoice customers; instead will invoice the City. (Does not affect commercial customers.)
City s Current Recycling Services Drop-off recycling bins: - Newspaper and Mixed Paper: many locations will be eliminated (residential areas). - Cardboard: keep locations; hard to place boxes in carts; move-outs/move-ins; used by businesses. - Glass: keep if single-stream curbside recycling does not include glass.
Proposed Collection Service Single-Family Dwelling: Estimated 28,500 Single-Family Dwelling customers. Recycling collection service matched to type of trash service for each customer. Recyclables collected, collection method, and frequency of service.
Proposed Collection Service Multi-Family Dwelling: Estimated 524 Multi-Family Dwelling accounts with approximately 5,000 units. Recycling collection service matched to type of trash service for each customer. Recyclables collected, collection method, and frequency of service (move-outs).
Publicity, Promotion, Education Fundamental part of a successful recycling program. Development of a comprehensive outreach and education program. Resources include: city newsletter, utility billing insert, news releases, social media, paid advertisements, and presentations to community groups.

Minimum Specifications RFP Allocating $30,000 to recycling collection services provided at City Hall and other municipal buildings and public spaces (e.g. downtown Lawrence). Recycling bins available for organizations or individuals to borrow for community events.
Minimum Specifications RFP Records and reports (monthly & annual). If desired, City staff will prepare a presentation for the City Commission to serve as the annual performance review meeting to: - review annual recycling report, - review performance based on feedback, and - review recommendations for improvement.
