CITY OF CHARLEVOIX REQUEST FOR BIDS WESTENBROEK SUBSTATION 48VDC BATTERY BANK The City of Charlevoix is requesting bids for the furnishing and delivery (F.O.B. project material site, Charlevoix, Michigan) of a 48VDC battery bank with two tier rack and spill containment meeting the criteria of the attached specifications. The quantity and rated amp hours of the bank are eight (8) batteries, three (3) cells per jar, two (2) volts per jar, and 150 amp-hours. Bids must include unit cost, extended cost, and delivery schedule. The City of Charlevoix is a political subdivision (municipality) of the State of Michigan and is exempt from state sales taxes and will provide appropriate exemption certificate upon acceptance of the bid. Following acceptance by the City of Charlevoix a Purchase Order will be issued to the successful vendor. Sealed bids must be submitted to the Office of the City Clerk, City of Charlevoix, 210 State Street, Charlevoix, MI 49720 no later than 2:00pm, Tuesday, July 12, 2016. Electronic copies will NOT be accepted. Bids shall remain effective for 60 days after the bid opening. Proposals shall be in a sealed envelope with the words 48VDC Battery Bid written on the outside. The City of Charlevoix reserves the right to accept or reject any bid, waive technicalities, and to accept the bid deemed to be in the best interest of the City of Charlevoix. SHIPMENT AND DELIVERY Equipment may be delivered in either an enclosed or an open deck trailer. All deliveries in an enclosed trailer must provide for unloading from the rear of the trailer. The City of Charlevoix will not be responsible for moving goods inside enclosed trailers. All items covered in this request for bid must be delivered F.O.B. destination with freight prepaid and allowed to the following location. Acceptance of the equipment will be at delivery time following an inspection by the City of Charlevoix. Provide notice of delivery to the City of Charlevoix at least 24 hours ahead of the delivery. Delivery will be accepted only between the hours of 8AM to 3:00PM, local time. Failure to give advance delivery notification may result in delayed unloading of the equipment. 1.0 SCOPE 1.1 This specification is for a 48VDC battery bank including accessory devices, instruction books, equipment, spare parts, and processing equipment as described herein: 1.2 There are to be three (3) cells per jar. Each cell shall have a voltage of 2Vdc 1.3 Vented Lead Acid Batter, lead-calcium type 1.4 150 amp hour rating. 1.5 Two tier battery rack with spill containment. 1.5 IEEE Standard 485-2010 Standard for sizing lead-acid batteries for stationary applications. 1.6 IEEE Standard 450-1995 Practice for Maintenance, testing, and replacement of vented lead batteries for stationary applications. 1.7 NFPA 70 National Electrical Code. 2.0 PROPOSAL 2.1 Furnish electrical and mechanical data sheets, in duplicate, giving all pertinent information for the batteries offered, together with descriptive literature covering the general description of the batteries. 2.2 State time and method of delivery, equipment must be delivered by September 1, 2016. 2.3 Furnish a listing of all tests to be performed on the batteries prior to shipment. 2.4 Indicate which items, if any are shipped unassembled and require assembly by the customer. 2.5 If special maintenance devices, handling devices or assembly and maintenance tools are required, furnish a description and a separate price for such devices and tools. 2.6 All exceptions to these specifications shall be listed under "Exceptions to the Specifications". 13-0564.01 48VDC Battery Bank - 2 6/21/2016
2.7 Bids must be submitted with itemized and extended costs for the quantity stated herein. Proposals shall be in a sealed envelope with the words 48VDC Battery Bid written on the outside. 2.9 The City of Charlevoix reserves the right to accept the quote deemed to be in their best interest. 3.0 MATERIALS 3.1 Provide new materials, free from defects, in full conformance with the written specifications of this contract; and with all necessary auxiliary items required for a complete workable electrical system in accordance with the intent of these specifications. 3.2 All equipment furnished shall be manufactured by the Seller at his own plants, except for minor auxiliary items and shall be factory assembled to fullest extent for minimum field re-assembly. 3.3 Use materials suitable for their application and for the mechanical and electrical stresses to which they will be subjected. 3.4 All hardware required to interconnect the batteries shall be supplied. 4.0 BATTERY DESIGN 4.1 Shall be impact and vibration resistant. 4.2 Serial and Model numbers shall be permanently and legibly illustrated on each individual cell. 4.3 All cells shall have individual identification numbers permanently stamped into all battery posts. 4.4 Polarity shall be permanently marked on or adjacent to each terminal. 4.5 Acid resistant cell identification label shall be supplied for each cell. 4.6 Battery bank shall be able to recover from a full discharge. 13-0564.01 48VDC Battery Bank - 3 6/21/2016
