1. Summary 1.1 LED Accelerator Program The Energy Solutions LED Accelerator Program (LEDA) is a Third Party program funded through the Pacific Gas and Electric Company (PG&E) which serves large multisite commercial businesses receiving electric service from PG&E, with a particular emphasis on retail, grocery, restaurants and museums/art galleries. 1.2 Measures LEDA incents high performance light emitting diode (LED) retrofit installations for the following measures: MR Lamps PAR Lamps A-19 Lamps Downlights Display Case Lights Track Mono-Point 1X4 Troffers, including retrofit kits 2X2 Troffers, including retrofit kits 2X4 Troffers, including retrofit kits Linear Ambient Direct, including retrofit kits Linear Ambient Direct/Indirect, including retrofit kits Linear Ambient Indirect/Direct, including retrofit kits Linear Ambient Indirect, including retrofit kits Lowbays, including retrofit kits Highbays, including retrofit kits Highbay Aisle, including retrofit kits Parking Garage Controls * Exterior, parking garage and lighting control measures are only eligible if installed in conjunction with equal or more interior Tier 1 or Tier 2 lighting. If parking garage is enclosed and is affiliated with retail stores it is an eligible measure. 1.3 Incentive Calculations LEDA provides incentives for LED retrofits based on first-year kilowatt-hour (kwh) savings associated with the eligible retrofit measures. The kwh savings are calculated by taking the difference between wattages of the existing fixtures or lamps and their LED replacements. For retrofits of products that are not on during peak hours (connected load), incentives are provided at a reduced level based on off-peak demand reduction. 3

Table 1 LEDA Incentive Levels Note: Exterior lighting, multiple controls and Energy Star or DesignLights Consortium certified LEDS are limited and must be implemented in conjunction with interior retail lighting and Tier 1 and Tier 2 LED products with the majority of the retrofit utilizing Tier 1 and Tier 2 products. These products will be incentivized at the PG&E nonresidential calculated incentive currently at $0.08/kWh saved plus $100/kW saved. 2. Product Requirements for Eligible Measures/ Hardware 1. Products must meet or exceed ENERGY STAR standards when applicable, unless otherwise specified. 2. Products must meet or exceed standards established by PG&E and/ or the Design Lights Consortium if no Energy Star standard currently exists, unless otherwise specified. 3. All product specifications must be verified by an accredited lab from the following list of ENERGY STAR qualifying certified laboratories: https://www.energystar.gov/index.cfm?fuseaction=recognized_bodies_list.show_rcb_search_results. 4. When submitting more than one version of a product, all versions must fall within ENERGY STAR product grouping allowances. 1 The representative model shall be the variation expected to have the greatest difficulty meeting the performance requirements outlined in this specification. 5. Product qualification in LEDA program is in no way a representation by LEDA or PG&E as to the economic or technical feasibility or performance, operational capability, or reliability of such products. 6. If MR16s are low voltage or less than 5 watts, no power factor or THD requirement, consistent with ENERGY STAR. 2. THD current should be measured at full luminaire output across specified voltage range. THD lamp requirements in accordance with ANSI C82.77-2002. 3. At this time PG&E is not giving incentives or rebates for integrated LED tube lights in any of their programs, including LEDA. PG&E may allow LED tubes with separate drivers mid 2014 but until PG&E lists them in PG&E's Appendix F, Table of Pre-Qualified Integral LED Lamps & Qualification Process, we will not offer incentives on these products. 4. Exterior lighting retrofits are limited and must be implemented in conjunction with Tier 1 or Tier 2 interior retail lighting. 5. Retrofit kits are eligible and must meet the same performance requirements as similar non-retrofit kits listed above, e.g. a 2x4 LED troffer retrofit kit has the same performance requirements as the 2x4 troffer in the above table. Manufacturers must submit the same documents on the LEDA checklist (http://www.ledaccelerator.com/docs/2013_qualification_checklist.pdf) for retrofit kits. LM79 and in-situ temperature tests must be performed in specified fixtures listed on the DLC retrofit kit webpage or a LM79 test and an in-situ temperature test can be conducted with the retrofit kit installed in the fixture that will be installed for the project. Retrofit kits must remove the existing ballast and tombstones and new source components be assembled in the housing. 6

4. Table 3 - General Product Criteria General Product Criteria All LEDA Tiers 1. Allowable Lamp Bases Must be a lamp base listed by ANSI, if applicable 2. Color Maintenance The change of chromaticity over the minimum lumen maintenance test period (6000 hours) shall be within 0.007 on the CIE 1976 (u,v ) diagram. 3. Color Spatial Uniformity The variation of chromaticity in different directions (i.e., with a change in viewing angle) shall be within 0.006 from the weighted average point on the CIE 1976 (u,v ) diagram. 4. Color Rendering Index CRI (Ra) greater than 80. Also R9 value must be greater than 0. 5. Dimming Product packaging must clearly indicate whether the lamp is dimmable or not dimmable. Manufacturers qualifying dimmable products must maintain a Web page providing dimmer compatibility information. efficacy, light output, CCT, CRI and power factor of dimmable lamps will be confirmed with the lamp operated at full power. The luminaire and its components shall provide continuous dimming from 100% to 20% of total light output. Step dimming, if employed, shall provide at least two discrete light output levels 20% of total light output and not including 100% output. 6. Electromagnetic and Radio Frequency Interference 7. Incompatibility and Application Exceptions Must meet FCC 47 CFR Part 15 (remote) or 18 (integral) emission limits Must clearly state any known incompatibility with photo controls, occupancy sensors, or timing devices. In addition, packaging should state specific application exceptions, such as totally enclosed fixtures, insulated air-tight (ICAT) recessed downlights, damp locations, and any other application restrictions. 8. Low-Voltage Compatibility Products intended for use on low-voltage circuits must state compatibility with low-voltage transformers. 9. Maximum Off-State Power 0 W Exception - luminaires with integral occupancy, motion, photo-controls or individually addressable fixtures with external control: 0.5 W 10. Operating Temperature -20 C 11. Noise Class A sound rating 12. Operating Voltage Must operate at rated nominal voltage of 120, 240 or 277 VAC, or at 12 or 24 VAC or VDC. 13. Output Operating Frequency 120 Hz 14. Physical Size Not to exceed target dimensions as per applicable ANSI specifications. 15. Thermal Management Shall adhere to device manufacturer guidelines, certification programs, and test procedures for thermal management. 16. Total Harmonic Distortion (amperage) < 20% for fixtures, <80% for Tier 1 MR and PAR lamps, <50% for Tier 2 MR and PAR lamps per ANSI C82.77-2002 17. Transient Protection Must comply with IEEE C.62.41-1991, Class A operation 18. Toxic Reduction Requirements Luminaires and lamps shall not exceed hazardous substance concentrations set for in the European Union s (EU) Restriction of the Use of Certain Hazardous Substances (RoHS) Directive, 2003. 7

5. Product Specification Background 5.1 Luminaire Efficacy Luminaire efficacy requirements are based on 2012/2013 Energy Star and DesignLights Consortium qualified products database. Tier 1 efficacy requirement was set at the 50 th percentile of Energy Star or DesignLights Consortium efficacy levels and Tier 2 was set at the 75 th percentile. The average trend line was projected to the end of 2014 and adjusted for rounding, quantity of products able to meet projected levels and easing of PAR and MR lamps to increase the uptake of the LED lamp market sector. 5.2 Potential Effective Useful Life Two methods are accepted for the calculation of L70 lifetime: calculations based component-level performance or calculations based on luminaire-level performance. 2 1. OPTION 1 Component performance: The following documentation must be provided: a) IES LM-80 test report for LED package, array, or module; minimally including light output measured every 1,000 hours and recorded for a minimum of 6,000 hours at 55 C, 85 C and a third temperature at the discretion of the manufacturer. b) In-Situ Temperature Measurement Test report indicating the temperature of both the highest temperature LED and the power supply at thermal equilibrium in accordance with ANSI/UL 1598-04 (hardwired) or ANSI/UL 153-05 (corded). 2. OPTION 2 Luminaire performance: Provide IES LM- 79 test results for entire luminaire at 0 hours, and at 6000 hours after continuous operation in the appropriate UL1598/153 environment. Lumen maintenance life projection claims in excess of 35,000 hours shall be substantiated with a TM-21 lumen maintenance life projection report. 5.3 Product Warranty Product warranties must guarantee proper operation for designated period of time under normal use, up to and including at least the actual hours of operation. A warranty must be provided for lamps or luminaires, covering material repair or replacement for a minimum of five (5) years from the date of purchase. The lumens over the five year warranty period must be maintained to 70% or higher than the initial lumens. 9
