Mandatory inspections, modifications and/or other technical directives and their relative time limits are laid down in the pertinent Airworthiness Directives. SERVICE BULLETIN No. 115 ENAC Approval No. 2003-1815/SVNA/ES dated 10/04/2003 This document is the English translation of the ENAC approved Italian original. INFORMATION SUBJECT: INSTALLATION OF PASSENGER INERTIAL SAFETY BELTS P/N NOR7.229-1/-2. 1. GENERAL 1.1 AIRCRAFT AFFECTED All P68 Series aircraft up to and including S/N 389 without passenger inertial safety belt attachments. 1.2 PURPOSE The purpose of this Service Bulletin is to inform owners/operators of P68 aircraft that Kit Numbers SB115/1, SB115/2 and SB115/3 for the installation of inertial safety belts on the passenger seats are now available. 1.3 DESCRIPTION Instructions are provided herein for the installation of passenger Inertial Safety Belts P/N NOR7.229-1/-2 using Kits SB115/1 or SB115/2 which include the ventral safety belts P/N NOR7.229-2, or with Kit SB115/3 which does not include the ventral safety belts because they are already installed on the aircraft. 1.4 COMPLIANCE At owner's discretion. 1. GENERAL (Cont.) 1.5 TIME REQUIRED The time necessary for the application of this Service Bulletin, including the time required to access the parts and to return the aircraft to an airworthy condition is estimated as being the following: - 6 man-hours for installation of Kits SB115/1 or SB115/2; - 4 man-hours for installation of Kit SB115/3. 1.6 SPECIAL TOOLS No special tools are required. 1.7 VARIATION IN WEIGHT & BALANCE Not Applicable. 1.8 ELECTRICAL SYSTEM LOAD Not Applicable. 1.9 REFERENCE DOCUMENTS Applicable Parts Catalogue for Aircraft Type. 1.10 PUBLICATIONS AFFECTED - Applicable Maintenance Manual for Aircraft Type; - Applicable Parts Catalogue for Aircraft Type. 1.11 APPLICATION TO BE CARRIED OUT BY Certified Maintenance Facility. 2. WORK PROCEDURE 1. Gain access to frame Nos. 8 and 9 of the fuselage by removing the internal upholstery panels in the area concerned with the modification; 2. With reference to the dimensions of 740 mm for frame No. 8 and 750 mm for frame No. 9 for the positioning of the passenger inertial safety belt attachments, as per Figures 1, 2 and 3, make a 12 x 32 mm slot on the LH and RH reinforcement strips on fuselage frame Nos. 8 and No. 9 respectively as indicated in figures 2 and 3; NOTE: For correct installation, the centre of the slots must be positioned in the middle of the two existing rivets as indicated in Figures 2 and 3. 3. Unrivet the four corner rivets around the slots; 4. Position the Attachment Plates P/N R.0387-1 and P/N R.0387-2 on the fuselage frame No. 8 and No. 9 respectively, as indicated in Figures 2 and 3; First Issue dated 03/03/2003 Page 2 of 9
2. WORK PROCEDURE (Cont.) 5. Drill 5/32 diameter holes in the attachment plates and the frame reinforcement strips copying the four external holes from the existing holes on the frames and the two central holes from the existing pilot holes on the attachment plates; 6. Brush all reworked surfaces with Alodine 1200 (MIL-C-5541) and then with Epoxy Primer (MIL-P-23377); 7. Install the Inertial Safety Belt Attachment Plates using MS20470AD5-8 rivets as indicated in figures 2 and 3; 8. Drill a 12 mm diameter hole in the cabin internal upholstery panel, aligned with attachment hole of each Inertial Safety Belt as shown in figs. 2 and 3; 9. Re-install all internal upholstery panels previously removed; 10. Install the Inertial Safety Belts P/N NOR7.229-1 on frame Nos. 8 and 9 using the bushings P/N NOR7.551-2, the bolts AN4-7A and washers NAS1149F0463P as indicated in figures 2 and 3. Torque to 74-82 in-lbs; 11. Replace the passenger ventral safety belts with new safety belts P/N NOR7.229-2 included in the Kits SB115/1 and SB115/2, unless already installed. Install the new safety belts replacing the existing bushings P/N 8.1045-2 with the new bushings P/N NOR7.551-2 included in the Kit SB115/1 when the existing attachment bolts are of ¼ diameter, or the new bushings P/N 8.1045-3 included in the Kit SB115/2 when the existing attachment bolts are of 6 mm diameter, as indicated in figures 4 and 5. To order the required Kit, it is necessary to check the diameter size of the existing safety belt attachment bolts using a suitable measuring tool. Both diameter sizes ¼ or 6 mm (metric thread) of the ventral safety belt attachment bolts must be torqued to 74-82 in-lbs; NOTE 1: Pay attention during the installation of the ventral safety belts since for the RH seats, the hook for the inertial safety belts must be positioned on the right hand side, while for the LH seats, the hook for the inertial safety belts must be positioned on the left hand side. Figure 4 refers. NOTE 2: The configuration of aircraft modified as per this Service Bulletin does not take into account aircraft certified with 7 seats, therefore the third ventral safety belts installed in the central position of the bench must be removed. Refer to Figure 5 for the installation of the ventral safety belts on the bench (5 th and 6 th seat). The kits SB115/1 and SB115/2 also include all fixture elements shown in detail D of Figure 5. 12. Insert the Figs. 1, 2, 3, 4 and 5 of this Service bulletin in the Aircraft Illustrated Parts Catalogue and in the Aircraft Maintenance Manual and retain until incorporated in the next revision issued by Vulcanair; 13. Record compliance with this Service Bulletin in the aircraft Log-Book specifying the P/N of the embodied Kit. First Issue dated 03/03/2003 Page 3 of 9
