SERVICE BULLETIN No. 178 Design Organisation Approval No. AS-SB/13/005 dated 21 March 2013 INFORMATION SUBJECT: INSTALLATION OF LOW PRESSURE FUEL FILTER STEVE S AIRCRAFT P/N SA3-00-BS (VULCANAIR P/N NV ) 1. GENERAL 1.1 AIRCRAFT AFFECTED P.68 aircraft variants from s/n 133 up to s/n 451, except s/n PURPOSE The purpose of this Service Bulletin is to supply information for installing the new fuel filter p/n NV as spare part for replacement of the existing one p/n NOR no longer available. 1.3 DESCRIPTION The new fuel filter p/n NV is fully interchangeable with the previous one p/n NOR , then the modification consists in a simple replacement of the old item with the new one, installing the kit SB178/A or Kit SB178/B, as applicable, in accordance with the instructions explained in the paragraph 2 hereunder. Refer to paragraph 3 for the applicability of the above mentioned kits. CAUTION The compliance with this Service Bulletin requires the replacement of both LH and RH fuel filters. No hybrid configuration is permitted. The instructions for continued airworthiness of the new fuel filter are laid out in Maintenance Manual Supplement p/n NOR , latest applicable revision. GENERAL (Cont.) 1.4 COMPLIANCE At owner s discretion or in the case of replacement of not more airworthy fuel filter. 1.5 MANHOURS The time necessary for the application of this Service Bulletin is estimated as being 4 manhours, which includes the time required to access the parts and to return the aircraft to an airworthy condition. 1.6 SPECIAL TOOLS No special tool is required. 1.7 VARIATION IN WEIGHT & BALANCE Negligible. 1.8 ELECTRICAL SYSTEM LOAD Not Applicable. 1.9 REFERENCE DOCUMENTS Applicable Parts Catalogue for aircraft variant; Applicable Maintenance Manual for aircraft variant PUBLICATIONS AFFECTED None MODIFICATION TO BE CARRIED OUT BY Vulcanair Part 145 or other Certified Maintenance Facility. 3 2. WORK PROCEDURE The following instructions are applicable for the replacement of both LH and RH fuel filters. SAFETY PRACTICES In addition to specific local requirements, the following safety precautions are recommended while carrying out the modification: a) Put in place the aircraft in a designated area for the work to be carried out; b) Turn all the electrical switches OFF; c) Disconnect external power. Remove baggage bulkhead and disconnect the battery (negative terminal first); d) All the maintenance equipment must be grounded and bonded to the aircraft. As bonding point use the muffler tube protruding from the engine cowlings for aircraft equipped with normally aspirated engines or the turbocharger exhaust tube protruding from the engine cowlings for aircraft equipped with turbocharged engines; e) Fire fighting equipment must be readily available; f) To avoid generating static electricity or causing sparks, do not wear nylon or synthetic fabrics, and/or shoes with metal heel taps; g) If artificial lighting is necessary, use only hermetically sealed lights; h) Do not operate any avionics or electrical equipment on the aircraft; i) Do not smoke or use a naked flame in the vicinity of the aircraft while fuelling. INSTALLATION INSTRUCTIONS (refer to Figures 1 and 2) 1. Turn the fuel selector control knobs in the cockpit to ENG. SHUT-OFF position; 2. Only for aircraft equipped with normally aspirated engines, remove the lower and lateral outboard engine cowlings to gain access to the fuel filter installation area, while for aircraft equipped with turbocharged engines, remove the concerned inspection hatch panel under the outboard wing leading edge; 3. Disconnect the fuel lines from the existing fuel filter, then plug temporarily the fuel lines, to avoid their contamination; 4. For a correct installation of the new fuel filter, referring to markings on the existing fuel filter cap, annotate the flow direction of the fuel filter as installed; 5. Only for aircraft equipped with normally aspirated engines, cut and remove the stainless steel wire securing the drain hose of the electric fuel pump to the fuel filter shield; 6. Only for aircraft equipped with normally aspirated engines, supporting the existing fuel filter and its shield, remove the two bolts, washers and spacers securing them to the provided bracket on the wing structure, then remove the fuel filter p/n NOR and its shield. For a correct installation of new line fittings on the new fuel filter, at this time do not discard the removed fuel filter. Also recover the filter shield since it has to be reinstalled on the new fuel filter; 7. Only for aircraft equipped with turbocharged engines, supporting the fuel filter remove the attaching parts and spacers securing it to the provided bracket on the wing structure, then remove the fuel filter p/n NOR For a correct installation of new line fittings on the new fuel filter, at this time do not discard the removed fuel filter; First Issue dated 20 March 2013 Page 3 of 7

Referring to Figure 1, only for aircraft equipped with normally aspirated engines, on work bench, install the two elbows p/n NOR on the inlet and outlet ports of the new fuel filter p/n NV interposing the locking nut p/n AN6289-6D, the gasket p/n AN and the O-Ring p/n AN Adjust the angular orientation of the elbows as per the previous fuel filter installation; 9. Referring to Figure 2, only for aircraft equipped with TO-360-C1A6D turbocharged engines, on work bench, install the two elbows p/n NOR on the inlet and outlet ports of the new fuel filter p/n NV interposing the locking nut p/n AN6289-6D, the gasket p/n AN and the O-Ring p/n AN Adjust the angular orientation of the elbows as per the previous fuel filter installation; 10. Referring to Figure 2, only for aircraft equipped with TIO-360-C1A6D turbocharged engines, on work bench, install the elbow p/n NOR on the inlet port of the new fuel filter p/n NV interposing the locking nut p/n AN6289-6D, the gasket p/n AN and the O-Ring p/n AN Adjust the angular orientation of the elbow as per the previous fuel filter installation. In addition install the union p/n NOR on the outlet port of the fuel filter, interposing the O-Ring p/n AN6290-6; 11. Referring to markings on the fuel filter cap indicating the flow direction, position the new fuel filter p/n NV previously assembled with line fittings, in place on the provided support observing the proper direction as per the previous installation, then install it using the previously removed attaching parts. Only for aircraft equipped with normally aspirated engines, install the previously removed filter shield together with the new fuel filter and secure the drain hose of the electric fuel pump to the fuel filter shield using 0.8 mm diameter stainless steel wire, as previously; 12. Restore all the fuel line connections to the new fuel filter as previously. If necessary smaller adjustments can be carried out on the elbows angular orientation to assure a correct fuel line connection. Secure all the elbows by tightening the locking nuts; 13. Ensure that there is enough fuel in the tanks to guarantee at least 30 (thirty) minutes of continuous engine operation; 14. Turn the fuel selector control knobs in the cockpit to NORMAL ON position and check for leaks in the fuel filter line connections. Eliminate any leakages if found; 15. Apply safety red markings on all the bolted couplings and fuel line/fitting connections; 16. Only for aircraft equipped with normally aspirated engines, reinstall the previously removed engine cowlings, while reinstall the inspection hatch panel under the outboard wing leading edge for aircraft equipped with turbocharged engines; 17. Reconnect the battery (positive terminal first), and reinstall the baggage bulkhead; 18. Start the engines in accordance with the procedure laid out in the applicable Aircraft Flight Manual and check that the engines run normally (check green arc); 19. Stop the engines, then remove the lateral engine cowling for aircraft equipped with normally aspirated engines or the concerned inspection hatch panel under the outboard wing leading edge for aircraft equipped with turbocharged engines, and check for leaks in the fuel filter connections. Eliminate any leakages if found and reapply safety red markings on the eventual restored line connections; 20. Reinstall the lateral outboard engine cowling or the inspection hatch panel under the outboard wing leading edge, as applicable; 21. Record compliance with this Service Bulletin in the aircraft Log-Book. First Issue dated 20 March 2013 Page 4 of 7
