FROM: NANCY RODRIGUEZ DATE: AUGUST 11, 2016 TO: SUBJECT: PROSPECTIVE BIDDERS DYED ULTRA LOW SULFUR DIESEL FUEL, B-99 BIODIESEL AND 87 OCTANE UNLEADED GASOLINE The following questions and clarifications were received. Please see the response listed below for each question. Question 1 Does the vendor have to have all of the products in the above solicitation or can we bid on just a portion of it for a specific product? LYNX Response 1 No. Prospective bidders may bid on a single fuel type or multiple fuel types. Question 2 There is no OPIS listing in Orlando for B-99 Biodiesel, nor, as far as we can tell, has there ever been one. Probably not enough suppliers or call for the product there for OPIS to set that up. Can you clarify what we are to price this on? LYNX Response 2 B99 OPIS price per gallon is based on B99 biodiesel product. Question 3 AST tanks are note to be Above Ground with pumps to off load fuel, so for clarification, this means that the pumps are currently in place and a pump truck will not be needed? LYNX Response 3 LYNX delivery sites do have their own pumps, and generally do not require that trucks be equipped with their own. However, should LYNX pumps be in-operable for any reason, LYNX would require that trucks be able to pump fuel. In this instance, LYNX staff would notify the vendor of the requirement when placing the delivery order Page 1 of 3
Question 4 87 Octane Unleaded Gasoline for the LOC and Paratransit locations can be 87 octane with 10% ethanol? LYNX Response 4 Yes, 10% ethanol would be the maximum acceptable. Question 5 Page 2 states that he pricing for ULSD should be based off of US Gulf Coast pipeline daily rack average, determined by the close of business on the date of delivery. Platts is typically based off of previous day, so would this mean that it would be based off of the prior day of the delivery date? LYNX Response 5 No, the Platts pricing would be at the close of the business day on the day of delivery. Question 6 Page 2 states that the ULSD will be dyed, but the exhibit just lists ULSD, is the ULSD listed in the exhibit dyed or clear? LYNX Response 6. Dyed Question 7 Is there a specific feed stock that you are requesting for the bio diesel? LYNX Response 7 See technical data per page 3 exhibit B, #2 ASTM Standard D 6751-08. Question 8 On Page 1 on the Exhibit B, under General it states that the bidder shall submit technical data on the type of fuel they are supplying, would this requirement be met using an MSDS sheet? LYNX Response 8 Yes, a Material Safety and Data Sheet (MSDS), or a Safety Data Sheet (SDS) is acceptable for all fuels except Biodiesel which specifications state the following requirements on page 3 of exhibit B, table 1 according to ASTM standard D 6751-08. Question 9 On Page 1 on the Exhibit B, under Delivery, it states that in case of an emergency contractor shall make best efforts to deliver fuel as soon as possible, in this fuel pricing would be based off of cost + instead of contracted pricing? LYNX Response 9 The contractor shall be liable for any cost difference in the price of procurements, unless the cause for failure to deliver is a result of war, strikes or natural disaster. Question 10 I have received the following bid, and wanted to see if I could send you a couple of questions regarding it! LYNX Response 10 Yes.
