2000 PACIFICORP PAGE 21 MONTPELIER STUDY FINDINGS AREA ENGINEER - MARK ADAMS Completed by Carlton Jones
2000 PACIFICORP PAGE 22 Montpelier Study Area Ovid & Montpelier in north 69 kv loop around Mud Lake Intersection of three state borders Naughton in south 46 kv system from Sage
2000 PACIFICORP PAGE 23 Montpelier Study Info Five residential load centers: Montpelier, Cokeville, Garden City, St. Charles, & Bear River Remaining substations are agricultural Four transmission substations: Ovid, Sage, Naughton* & Oneida* Transmission Voltages:138, 69, & 46 kv Distribution Voltages: 12.47, 7.2, & 2.4 kv No appreciable generation Substation equipment bus fault duty: within guidelines No transmission capacitors *Naughton & Oneida are outside this study, but are sources for the area.

2000 PACIFICORP PAGE 25 46 kv System North & south from Sage service to Cokeville, Randolph, Woodruff Can be backfed by installing 138-46 kv mobile at Railroad Substations: o One transmission o Five distribution
2000 PACIFICORP PAGE 26 Load & Growth Base System Loads o o Summer 2016: 33.4 MVA Winter 2015-16: 23.8 MVA Growth o Summer: 2.3% o Winter: 1.2% Projected System Loads o o Summer 2020: 38.2 MVA Winter 2020-2021: 25.3 MVA Distribution Capacity: 65 MVA (Summer)
2000 PACIFICORP PAGE 27 N-0 System Improvements (2016-17) The Garden City area is prone to low voltages. Switching Lifton s feed to the Ovid-Naughton 69 kv line solves the low voltage problem. A tap change at Sage reduces the likelihood of low voltages on the Sage 46 kv system that may be increased by the above Lifton change. Regulators at St. Charles are undersized. They need to be replaced with 3-200 kva units.
2000 PACIFICORP PAGE 28 N-1 System Improvements Outages involving Naughton & Ovid sources are difficult to mitigate & may require dropping load. The line between Ovid & Sage can only be opened with circuit breakers. Installing two loop-opening switches, i.e. with bottles, one on either side of Indian Creek tap will help reduce switching outages. Note: Unplanned transmission outages are uncommon in the area.
2000 PACIFICORP PAGE 29 Construction Schedule Summary Construction Schedule Summary 2016 Construction Move Lifton's source to Ovid-Sage line. Change Sage O&M no-load tap to #3 from #1 prior to transfer St. Charles ~ Increase capacity: Replace existing $ 260,000 regulators with 250 kva units 2017 Construction New 69kV LO/LD switch between Lifton & Indian Creek $ 62,000 2018 Construction No work required 2019 Construction No work required 2020 Construction No work required Total: $ 322,000
