Background Information UCI Certification Program In November 2011, the City of VA Beach became the first locality certified under the UCI Certification Program Previous Tri-Annual Meeting presentations regarding the UCI Certification Program evaluation, scoring and lessons learned by VDOT and the City of VA Beach Since certification, we have been further defining the project development requirements under certification 3

VDOT Steps Since Certification Continued communication with various VDOT Central Office Divisions and District Offices LAD met with the following Divisions to further define the project development submittal requirements; Civil Rights Right of Way Programming Scheduling and Contract Division Environmental Working with City to transition responsibility of Civil Rights and Environmental project deliverables 4

VDOT Next Steps Draft detailed project development requirements and documentation and further define the six project development VDOT oversight touch points The six VDOT touch points include; PE Authorization NEPA R/W Authorization VDOT concurrence of sole source or proprietary CN/ Advertisement Authorization Final voucher and acceptance 5
