RULE 68. FUEL-BURNING EQUIPMENT - OXIDES OF NITROGEN (Effective 7/1/71: Rev. Effective 9/20/94) (a) APPLICABILITY Except as provided i Sectio (b), this rule is applicable to ay o-vehicular, fuelburig equipmet which has a maximum heat iput ratig of 50 millio British Thermal Uits (Btu) (12.6 x 10 6 kcal) per hour (gross) or more. (b) EXEMPTIONS The provisios of this rule shall ot apply to: (1) Ay article, machie, equipmet, facility, or other cotrivace used exclusively for the testig of turbie egies or their compoets. (2) Ay equipmet or other cotrivace used exclusively for the processig ad combustio of muicipal solid waste provided that emissios of itroge oxides (NOx), calculated as itroge dioxide (NO2) at three percet oxyge (O2) o a dry basis, meet the requiremets of Lowest Achievable Emissio Rate (LAER) as defied i Rule 20.1. (3) Turbie egies durig a cotiuous 30-miute period for startup, a cotiuous 30-miute period for shutdow ad a cotiuous 30-miute period durig a fuel chage. (4) Diesel-fired iteral combustio egies at uclear geeratig statios whe used oly for safety compliace testig of emergecy electrical power geeratio as required by the Nuclear Regulatory Commissio. (5) Boiler-steam turbie geerator sets istalled prior to Jauary 1, 1966, with a maximum heat iput of 2200 millio Btu per hour or less, durig startup, fuel chage, low load, or pre- or post-overhaul tests, provided that their operatio coforms to a operatig coditio described i Table 1 ad that NOx emissios cocetratio does ot exceed a applicable exemptio limit specified i Table 1. Compliace with exemptio limits specified i Table 1 shall be determied by the method described i Sectio (g). (c) DEFINITIONS For the purposes of this rule, the followig defiitios shall apply: (1) "Boiler" meas ay combustio equipmet, excludig gas turbies, fired with liquid, gaseous ad/or solid fuel ad used to produce steam or to heat water. A duct burer/heat exchager combiatio istalled i the exhaust duct of a gas turbie or iteral combustio egie shall ot be cosidered a boiler. (2) Boiler Steam-Turbie Geerator Set meas ay combiatio of equipmet cosistig of a boiler used to produce steam to be expaded i a turbie geerator for the geeratio of electric power. (3) "Clock-Hour" meas every 60-miute period startig o the hour. (4) "Cold Startup" meas that, i a boiler-steam turbie geerator set, the iitial steam turbie metal temperature is less tha 300 F (149 C). (5) "Cool Startup" meas that i a boiler-steam turbie geerator set, the iitial steam turbie metal temperature is greater tha 300 F (149 C). (6) "Exemptio Limit" meas the maximum, allowable cocetratio of oxides of itroge, by volume, specified i Table 1, ad expressed as itroge dioxide, calculated at three percet oxyge o a dry basis. (7) "Exceedace" meas a occurrece whe the average clock-hour NOx emissios cocetratio is greater tha a NOx emissios limit specified i Sectio (d). Such a exceedace may qualify for compliace with the exemptio limits specified i Subsectio (b)(5). (8) "Fuel Chage" meas a trasitory period whe a switch occurs betwee oil, gas or ay combiatio of liquid or gaseous fuels. (9) "Hot Startup" meas that, i a boiler-steam geerator turbie geerator set, the iitial steam turbie metal temperature is greater tha 800 F (427 C). (10) "Low Load" meas boiler operatio at less tha 25 percet of rated capacity, whe ot performig a overhaul test. (11) "Muicipal Solid Waste" meas solid waste disposable i a Class II ladfill pursuat to Sectio 2520 of Title 23 of the Califoria Code of Regulatios. (12) "Overhaul Test" meas testig of turbie cotrol ad protective devices, which are coducted at varyig load coditios. Nothig i this rule shall be costrued to limit the umber, type or load coditios of overhaul tests coducted i compliace with the emissio limits of Sectio (d). (13) "Warm Startup" meas that, i a boiler-steam turbie geerator set, the iitial steam turbie metal temperature is greater tha 600 F (316 C). (d) STANDARDS Emissios of itroge oxides, from ay o-vehicular fuel burig equipmet subject to this rule, calculated as itroge dioxide at three percet oxyge o a dry basis, shall ot exceed the followig levels: Nitroge Oxides, Cocetratio Volume Mass Type of Fuel (parts per millio [ppm]) (mg/m 3, at [20 C]) (i) Gaseous 125 240 (ii) Liquid or Solid 225 430 Whe more tha oe type of fuel is used, the allowable NOx cocetratio shall be determied by proportioig the gross heat iput for each fuel to its respective allowable cocetratio. (e) RECORDKEEPING REQUIREMENTS (1) Whe cotiuous emissio moitors are istalled o equipmet subject to the provisios of this rule, pursuat to Rule 19.2, the operator shall record, at a miimum, the followig iformatio: (i) (ii) (iii) Uit idetificatio Time of measuremet Fuel type bured (iv) Measured oxyge level (%) (v) level (vi) Ucorrected NOx emissio cocetratio (ppm) at the measured oxyge Corrected NOx emissio cocetratio (ppm) at 3% O2 (2) Notwithstadig provisios of subsectio (e)(1), fuel-burig equipmet subject to the requiremets of 40 CFR 75 (Cotiuous Emissio Moitorig) shall comply with all applicable provisios of that regulatio. (5) The ower or operator of ay uit subject to this rule shall maitai all records required by Sectio (e) for a miimum of three years. These records shall be maitaied o the premises ad made available to the District upo request. (f) TEST METHODS (1) Measuremet of the average NOx emissios cocetratio subject to Sectio (d) shall be coducted i accordace with District Method 7 or 20, as approved by EPA, or ARB Method 100, as approved by EPA, or with cotiuous emissio moitors which are istalled o equipmet pursuat to District Rule 19.2, or to 40 CFR 75, as applicable. A exceedace detected by ay of the methods described above shall be cosidered a violatio of this rule. (2) Whe District Method 7 or 20, or ARB Test Method 100 is used to determie compliace with Sectio (d), the averagig period to calculate the average NOx emissios cocetratio shall be ay sixty cosecutive miute period. (3) Whe cotiuous emissios moitors are istalled o equipmet pursuat to Rule 19.2 or to 40 CFR 75, as applicable, ad are used to determie compliace with Sectio (d), the averagig period to calculate the average NOx emissios cocetratio shall be every clock-hour. The average NOx emissios cocetratio shall be computed from four or more data poits equally spaced over the clock-hour. (4) Measuremets of emissios cocetratios shall ot iclude calibratio or spa check measuremets of the emissios testig equipmet. (5) As specified i Subsectio (b)(5) ad defied i Sectio (c), startup coditios shall be determied by usig pre-calibrated thermocouples to measure the iitial steam turbie metal temperature at the first stage of the steam turbie. this temperature ca be used provided that they are approved i advace by the Air Pollutio Cotrol Officer ad the Evirometal Protectio Agecy. (6) A source test protocol shall be submitted prior to testig, ad approved i writig by the Air Pollutio Cotrol Officer. (g) PROCEDURE FOR COMPLIANCE DETERMINATION WITH THE EXEMPTION LIMITS IN TABLE 1 The followig procedure shall be used to determie compliace with the exemptio limits specified i Subsectio (b)(5), Table 1: (1) Determie if boiler-steam turbie geerator set operatio coforms to a operatig coditio specified i Table 1.
