B SCOPE OF THIRD PARTY INSPECTION AGENCY GNFC will appoint Third Party Inspection agency (TPIA). Exact scope will be case specific; however, in general, the scope of the TPIA will be as follows. - 12 -
1. Static Equipment Approval of Design Calculations Approval of Drawings Approval of QA Plan. Approval of welder, WPS, PQR, etc. Review of MTC for all Materials Material Identification & stamping transfer Inspect Fit Up & release for welding Witness all other tests specified in Order. Witness hydro test. TPIA will stamp at a visible place on the Static Equipment before issuing Inspection Release Note. A Rubout of the stamping will be taken which will be a part of the documentation. Issue inspection release note after checking for painting, drying, packing, etc. TPIA will also release spares ordered along with the Equipment. TPIA will certify the Final Documentation. This includes whether the documentation for IBR equipment is in line with the IBR requirement or not. 2 Machinery All machines will be constructed under the Inspection of TPIA. All sub components of the machine viz. coolers, dampeners, filters, etc. will also be constructed und the inspection of the TPIA. Final Hydro Test, Mechanical run test, Performance Test, NPSH Test, etc. will also be witnessed by TPIA. TPIA will stamp at a visible place on the Static Equipment before issuing Inspection Release Note. Verification of Castings, pipings, plates, forgings, tubings, flanges, etc. for material against the relevant test certificates will also be in the scope of the TPIA. After witness of the tests, final Inspection release note will be issued to them. TPIA will also release spares ordered along with the Equipment. TPIA will certify the Final Documentation. 3. PIPING TPIA will approve QA Plan. Identification of raw materials will be done by TPIA. This includes mother tubes for pipes, pipes for fittings, plates for welded pipes & fittings, forgings for valves & flanges, castings for Valves, etc. Final Inspection & review of the TCs will be carried out by TPIA. This also includes review of the Heat Treatments & witnessing Lab Test of samples per heat. After final inspection, 100 % fittings & test certificates will be stamped by TPIA & Inspection Release note will be issued. TPIA will certify whether the documentation for IBR material is in line with the IBR requirement or not. 4 SITE ACTIVITIES - 13 -
The Construction Activity will be carried out under the Inspection of TPIA. All necessary documentation such as test packs, RT reports, HT reports, DP Reports, etc, will be reviewed by TPIA. Approval of Welders, WPS, PQR, etc. wil also be done by the appointed TPIA. C DOCUMENTATION Guidelines for the preparation of the Final Documentation for Static Equipment is given in Annexure 4.9 & for machinery, in annexure 4.2. Details of the Documentation to be prepared for Site activity is given in Annexure 4.5. The intent of this specification is to elaborate on the Documentation required during the Bid Evaluation, Project Execution & for other requirements. ALONG WITH BID A) 3 Copies of the Data sheet for all Process Equipment. B) These data sheets shall be preferably in API format, wherever equipment / machine falls under API. C) Proposed PFD / P & Ids for the complete Project. D) Plant Layout of the plant showing internal roads, equipment layout showing major section, like main process area, product area, loading station, storage section, cooling tower, if application, control room, ub station etc.. E) Piping Materials Specification. SUCCESSFUL BIDDER WILL ISSUE: FOR BOUGHT OUT ITEMS: A) 4 Copies of Enquiry for all items - for Approval of GNFC. B) 4 copies of offers - for comments.
