ANCHORING PCP IN THE AUSTRIAN R&I POLICY CONTEXT - March 2011: concept of "innovation promoting public procurement" (IÖB) - The move towards implementation was prepared through a combination of measures at the strategic, operational, legal, monitoring and benchmarking level.
