PRESS RELEASE FOR IMMEDIATE RELEASE 23 June 2016 Contact: Ms Ai Lin Leaw Tel: +603-5569 7366 Email: ailin.leaw@benalec.com.my Benalec Secures DOE Approval for All 3 Phases of its Tanjung Piai Project KUALA LUMPUR, 23 June 2016 Benalec Holdings Berhad ( Benalec ) announced today that the Detailed Environment Impact Assessement ( DEIA ) submitted jointly by its 70% owned subsidiary, Spektrum Kukuh Sdn Bhd ( SKSB ) and Perbadanan Setiausaha Kerajaan Johor; has obtained approval from the Department of Environment, Ministry of Natural Resources And Environment ( DOE ) for Phase 2 and Phase 3 of its Tanjung Piai Integrated Petroleum & Petrochemical Hub and Maritime Industrial Park ( TPMIP ) Project in Johor. The DEIA study pertains to the reclamation works for Benalec s TPMIP project which comprises a man-made island to be sited off the south-western coast of Johor. Benalec had previously on 23 rd January 2015 obtained DOE approval for Phase 1 amounting to 1,080 acres. Phase 2 consists of 1,008 acres while Phase 3 consists of a reclamation area of 1,399 acres with a total area of 3,487 acres (1,411 hectares) for all 3 Phases. The DOE approval encompasses the reclamation construction for all 3 Phases of TPMIP, oil storage terminals and related marine facilities which will be capable of accommodating vessels up to 350,000 DWT. The approval also includes infrastructure components on TPMIP such as jetties, land bridge connecting TPMIP to the mainland of Tanjung Piai, and drainage channel dredging activities in the waters of Tanjung Piai, Johor. Benalec s TPMIP project will create a 7 kilometer stretch of valuable seafront land which has access to the Straits of Malacca, one of the world s busiest shipping lanes, and natural water depths of up to 30m, enabling it to handle Very Large Crude Carriers (VLCC), Ultra Large Crude Carriers (ULCC) and even ValeMax Bulk Carriers. Located within Platts FOB Straits and in close proximity to the regional trading hub in Singapore, Benalec s TPMIP is poised to capture the spillover demand for oil, gas and petrochemical storage as well as other downstream service activities from many MNCs currently operating in Singapore. The rise of Johor as a complement to Singapore s Jurong Petrochemical Hub will also help to further place Malaysia on the international oil and gas map, reinforcing the idea that Singapore-Malaysia-Indonesia could be the South East Asia s equivalent to Amsterdam-Rotterdam- Antwerp (ARA). Despite the current volatile market backdrop, Dato Vincent Leaw Seng Hai, the Group Managing Director and Chief Executive Officer of Benalec Holdings Berhad, is optimistic about the prospects for its TPMIP project. We have been seeing very positive response from the market in terms of investment demand due to the unique selling points of our land. This is the most opportune time for investments as raw material prices are at their lowest, therefore we hope to secure some interests very soon, he said. Dato Leaw also added that reclamation works at Tanjung Piai have commenced for Phase 1 since December last year following the Phase 1 approvals obtained from DOE and the relevant government authorities. To-date Benalec has seen the formation of land covering more than 100 acres at TPMIP. This is proof of Benalec s confidence and belief in the potential of Tanjung Piai in becoming an international oil and gas storage and distribution hub in the Asia Pacific region, serving to complement and extend existing facilities in Singapore. Separately, within the same announcement, Benalec has also confirmed that in relation to its reclamation and development works for its Pengerang Maritime Industrial Park ( PMIP ) at Teluk Ramunia, Johor, measuring 1,672.8 acres, it has now secured the Development Order and Earthwork
Plan approvals from Jabatan Perancangan Pembangunan & Lanskap and Jabatan Kejuruteraan respectively. These approvals are amongst the conditions of the DEIA which was previously submitted jointly by Benalec s 70% owned subsidiary, Spektrum Budi Sdn Bhd, and Perbadanan Setiausaha Kerajaan Johor, and approved by the DOE on 7 th January 2016. Following that, Benalec will be able to commence its reclamation works at PMIP and is targeting to kick start by July 2016.
