TENDER SPECIFICATION FOR SUPPLY OF MATERIALS TO IB THERMAL POWER STATION OPGC Ltd. is a leading dividend paying profitable power generating company in the state of Orissa operating 2x210 MW, Ib Thermal Power Station at Dist. Jharsuguda. The plant site is about 17 kms. from Belpahar Railway Station and 40 Kms. from Jharsuguda Rly. Station on S.E.Rly. of the Mumbai-Howrah line. Sealed tenders are invited from the reputed manufacturers only in their own letterheads for supply, erection & commissioning of Plante Type Battery as per detail specification & qty. given in the Annexure-I enclosed herewith. INSTRUCTION TO BIDDERS The bidders have to submit Techno-commercial bid (Part-I) & price bid (Part-II) in separately sealed envelope, super scribing as Techno-commercial bid & price bid as the case may be and enclosed in third sealed envelope super scribing Tender No./date for supply, erection & commissioning of Plante Type Battery due on 18/05/2006. Your offer should reach this office on or before 15.30 hrs of 18/05/2006. Part-I (Techno commercial bid) shall be opened on the same day at 16.00 hours in presence of the bidder or their authorised representative (if any). Price bids of the successful bidders shall be opened on a subsequent date in presence of the bidder or their authorised representative (if any), for which the venue & time of opening of the price bid shall be communicated to the respective agencies. Offer received late due to postal or courier delay shall not be entertained. The bidders at their own interest may ensure timely receipt of their bid at our end. Offer through Fax or telegram or e-mail shall not be entertained. M/s OPGC Ltd. reserves the right to split the contract among the bidders. M/s OPGC Ltd. reserves the right to accept or reject any/all offer(s) without assigning any reason thereof. The tenderer must submit relevant credentials in support of their claim of being manufacturer and copies of purchase orders in support of supply of said items to other concerns of repute along with their offer. The bidders shall have to submit their offer in two parts. Part-I (Techno commercial Bid) The part-i shall accompany the following documents & clarifications: 1) The Bidders shall have to submit their credentials in support of their experience & Banker's certificate in support of financial capability along with a statement of Asset & Liability. They must submit requisite EMD mentioned above in shape of DD payable on State Bank of India (Code No. 9510)/Central Bank of India, Ib Thermal Power Station, Banharpali, in favour of Orissa Power Generation Corporation Limited. Xerox copy of latest STCC shall be enclosed. 2) Your product specification to our item in the annexure-1 is to be mentioned enclosing your technical catalogue with detail drawing in the techno commercial bid otherwise no technical evaluation shall be made. The bidder has to mention the make, imported, indigenous, brand of their product of each item otherwise the offer shall not be considered. 3) You shall have to fill up our requirement mentioned at Sl. No. 1 to 48 of the Annexure-I & enclose in the techno commercial bid for both item separately. 4) The bidder has to enclose the supply order copies of the offered item to M/s BHEL, M/s NTPC & other reputed PSUs alognwith performance feed back certificate. The bidder has to enclose the BIS/ISO Certificates etc. The bidder has to enclose the list of their testing equipments in their workshop. 5) The delivery shall be within 4 week of receipt of LOI/PO. 6) 100% payment shall be released after receipt, commissioning & acceptance of material within 30 days against submission of 10% bank guarantee valid for 18 months from the date of commissioning. 7) The life period of your offered battery shall be mentioned in the techno commercial bid. Terms & Conditions 1) Price: The basic price shall be firm. Excise duty, sales tax, packing, forwarding, freight, insurance & entry tax etc shall be separately mentioned. 2) Despatch: The consignments shall be despatched to Ib Thermal Power Station to the consignee on door delivery and freight paid basis. 3) Standard: The materials to be supplied shall be strictly as per relevant IS. 4) Inspection/Testing: Inspection & testing shall be carried out by Engineer after receipt of materials at our site. Your representative may remain present. 5) Guarantee: The merchantability, fitness & quality of the materials should be guaranteed against any manufacturing defect or bad workmanship for a period of 18 months from the date of use or 24 months from the date of supply whichever is earlier. 6) STCC: Bidders shall be required to furnish the Photocopy of valid STCC for the current financial year. 7) Delay in delivery: The failure of the vendor to deliver the materials within stipulated time, the vendor is liable to pay penalty at the rate of 0.5% of the cost of undelivered materials per week of delay or part thereof subject to maximum 5% of the cost of the undelivered materials. If the delay is beyond 10 weeks or less depending on the requirement of the materials, the buyer reserves the right to canceling the P.O. & collect the materials from any other source at the risk of the original supplier without making any reference to him.
