Electromobility standards & regulations CARS 21 WG 1 14 February 2012 Thomas Spoormans Policy Officer - Automotive Industry CARS 21 WG1 meeting on Biofuels & Electromobility 14 February 2012 1
Today s discussion Objective: Verify public policy priorities for rollout of electromobility until 2020 Outline of presentation: EV regulations EV standards Questions CARS 21 WG1 meeting on Biofuels & Electromobility 14 February 2012 2
EV regulations Completion of type-approval framework for EVs: UN Regulation No 100 (functional safety at vehicle level) Adaptation of UN Regulations No 94 and 95 (crash safety). Specific battery requirements under development (RESS) CARS 21 WG1 meeting on Biofuels & Electromobility 14 February 2012 3
EV regulations New global EV initiative in UNECE Develop GTR for EVs & batteries (based on RESS input) Cover regulatory part of recharging interface Converge on approach for EVs in environmental regulations Environmental aspects measurement of driving range consumption of PHEV (specific group in WLTP) CARS 21 WG1 meeting on Biofuels & Electromobility 14 February 2012 4
EV standards mandate to ESOs CEN-CENELEC mandate: June 2010: mandate 468 Initial timeline: until end 2011 Council requested mid 2011 Work started in Focus Group «interoperability and connectivity between vehicle and electricity supply point» CARS 21 WG1 meeting on Biofuels & Electromobility 14 February 2012 5
EV standards Focus Group Report published in June 2011: Type 2 and/or type 3 for AC charging CHAdeMO and/or Combo for DC charging Issue of national wiring rules Mode 3 (dedicated sockets) recommended for standard charging (domestic & public infrastructure) CARS 21 WG1 meeting on Biofuels & Electromobility 14 February 2012 6
EV standards Plug producers Further discussions among main plug producing companies: Sept 2011 meeting organised by VP Tajani Focus on interoperable solutions (e.g. exchangeable head plug) between type 2 & 3 (more by Orgalime) CARS 21 WG1 meeting on Biofuels & Electromobility 14 February 2012 7
EV standards OEM agreements ACEA position (Sept 2011): Type 2 Type 2 combo for AC- DC charging, for vehicle & infrastructure (2017) Agreement between EU-US OEMs (Oct 2011) on fast charging (more by ACEA) CARS 21 WG1 meeting on Biofuels & Electromobility 14 February 2012 8
Questions Which priority measures should be undertaken by public authorities in order to remove entry barriers for the deployment of electrically rechargeable vehicles in the coming years, in particular concerning standardisation, regulation and recharging infrastructure? Taking into account recent and current regulatory developments on vehicle and battery safety (see above), what actions should be taken concerning electric vehicle regulations? With respect to standards for the recharging interface, what actions are needed to ensure satisfactory solutions are found, for AC and DC charging, for the EU? How do they link in to international developments? CARS 21 WG1 meeting on Biofuels & Electromobility 14 February 2012 9
Questions Taking into account market developments, what is the degree of urgency, for AC and DC charging, to come towards a broadly supported solution, practical for customers and industry? Should efforts concentrate on a single plug in the EU or also evaluate interoperable solutions? Do you think legislation on the recharging interface is required and which are the options to do so? Which elements of the interface should be covered and should vehicle requirements be integrated in type-approval legislation? Is there a need to increase the coordination at EU level of the roll-out by national and local authorities of electromobility infrastructure? What recommendations can be made about the need for different types of recharging infrastructure and modes? CARS 21 WG1 meeting on Biofuels & Electromobility 14 February 2012 10
