Carden, Chief Operating Officer Section 21 Wellfield Electrical Components - Project No. 07530 Award Construction Contract No. 2014-045 to the lowest, responsive, responsible bidder, Lavandera Electrical Company - Approve SUMMARY: The Section 21 Wellfield Electrical Improvements Project includes the replacement of the motor control panels with electronic soft start motor controllers at five of the facility s well houses. RECOMMENDATION: Approve Contract No. 2014-045 with Lavandera Electrical Company in the amount of $314,700 for construction of Project No. 07530. COST/FUNDING SOURCE: $314,700 / Capital Improvement Funds DISCUSSION: The Section 21 Wellfield Electrical Improvements project includes the replacement of the motor control panels with electronic soft start motor controllers at five of the facility s well houses. This project has been designed by Tampa Bay Water engineering staff. Contract No. 2014-045 was advertised beginning on Friday, February 14, 2014, on the Onvia DemandStar website and on Tampa Bay Water s website. A mandatory pre-bid conference was conducted on February 25, 2014 at 9:00 a.m., with approximately 9 contractors in attendance. On Tuesday, March 18, 2014 at 1:30 p.m., bids were received from five contractors and publicly opened with the following results: BIDDER TOTAL BID Himes Electric Company, Inc. $250,080 (non-responsive) Southeast Drilling Services, Inc. $292,000 (non-responsive) Lavandera Electrical Company $314,700 B. L. Smith Electric, Inc. $360,600 Electrical Engineering Enterprises, Inc. $405,206 Tampa Bay Water s Staff Engineer reviewed and evaluated the bids and determined that Lavandera Electric Company is the lowest responsive, responsible bidder (Attachment A, bid schedule). Both Himes Electric Company, Inc. and Southeast Drilling Services, Inc. were deemed non-responsive (Attachment B, Engineer s Recommendation). Staff requests the Board approve Contract No. 2014-045 with Lavandera Electrical Company in the amount of $314,700 for construction of Project No. 07530.

BACKGROUND: The Section 21 WF Electrical Improvements project has been identified in Tampa Bay Water s FYs 2014-2018 Capital Improvement Program. DATE: April 25, 2014 TO: FROM: Teresa Collins, Purchasing Manager Luis Rodriguez, P.E., Electrical Engineer SUBJECT: Section 21 Electrical Improvements Project No. 07530 Contract No. 2014-045 Low Bidder Acceptance The major electrical equipment listed in specification section 01720 are; RV Solid State Motor Controller (Soft Starter), Generator Receptacle, Main Overcurrent Protection Device (Circuit Breaker), Control Panel, Manual Transfer Switch. The RV Solid State Motor Controller (Soft Starter) (specification section 16485) and the Main Overcurrent Protection Device (Circuit Breaker- specification section 16050) are the two major equipment components for which we listed acceptable manufacturers. The acceptable manufacturers for RV Solid State Motor Controllers (Soft Starters) are: Eaton / Cutler Hammer, General Electric and Rockwell Automation /Allen-Bradley. The acceptable manufacturers for Main Overcurrent Protection Device (Main Circuit Breakers) are: Eaton / Cutler Hammer, General Electric and Siemens. Attachment V required Bidders to identify manufacturers they proposed to use for major equipment. A review of Himes Electric, Inc. Bid documents, Attachment V, indicate that Squared D is the sole manufacturer for the electrical equipment specified in the technical specifications. Square D is not a specified acceptable manufacturer for either the RV Solid State Motor Controllers or the Main Overcurrent Protective Device. Therefore, Himes Electrical Inc. is found to be non-responsive. A review of SE Drilling, Inc. Bid documents, Attachment V, did not submit a manufacturer for the Main Overcurrent Protective Device one of the equipment specified in the technical specifications. Therefore, SE Drilling Inc. is found to be non-responsive. A review of Lavandera Electric, Inc. Bid documents submitted show Eaton/Cutler-Hammer as the manufacturer for both of the major electrical equipment specified in the technical specifications. Therefore, Lavandera Electric Inc. is found to be the lowest cost Bidder to be responsive. A Summary Table of Bidders Major Equipment Manufacturers Listing (Attachment V in Bid Documents) follows.
