Box 770000 San Francisco, CA 94177 Fax: 415-973-3582 March 2, 2018 Advice 3948-G (Pacific Gas and Electric Company ID U 39 G) Public Utilities Commission of the State of California Subject: Revisions to Appendix F to the 1997 California Production Interconnection and Operating Agreement Purpose Pacific Gas and Electric Company (PG&E) hereby submits for filing revisions to the pro forma Appendix F to the current California Production Interconnection and Operating Agreement which was prepared in 1997 (1997 CPIOA). The proposed revisions are listed on the enclosed Attachment 1 (2018 Appendix F Sheet 2). Background PG&E provides open access to its gas system at various receipt points in Northern and Central California that accept California Production gas 1 for transportation on the PG&E system. Producers construct gas delivery facilities and request to connect such facilities to the PG&E gas pipeline system. On August 1, 1997, PG&E filed Gas Advice Letter 2030-G requesting approval of a standardized cost structure for recovery of start-up costs associated with the construction of interconnection facilities requested by producers in order to accept California Production gas into the PG&E system. Advice Letter 2030-G also requested approval of a pro forma Appendix F, Sheets 1 and 2, of the relevant appendices to the interconnection agreement that PG&E uses to receive California Production gas. Appendix F Sheet 1 details the current producer application fee assessed if new PG&E facilities are required to connect a production well at the request of a producer. Appendix F Sheet 2 details the PG&E positions and hourly rates schedule for well connections and to perform work at the request of a producer. Advice Letter 2030-G was approved by Commission Resolution G-3233 dated October 22, 1997. 1 California Production is defined in PG&E s Gas Rule No. 1.

Advice 3948-G - 2 - March 2, 2018 PG&E is submitting this request to update the Appendix F Sheet 2 (Attachment 1) to reflect that it will use California Public Utilities Commission (CPUC)-approved costs for fully loaded labor rates when connecting wells and preparing estimates to perform work at the request of a producer. PG&E is also requesting authority to update Appendix F in the future when the CPUC approves revised costs. PG&E s costs are periodically updated and approved by the CPUC in rate case proceedings. PG&E then uses these approved costs to determine its labor rates. PG&E is proposing in this advice letter that it not be required to file a new advice letter with the revised labor rates each time the CPUC approves revised costs. Instead, PG&E will simply update Appendix F to reflect the new labor rates and will use the updated rates going forward. By approving PG&E s use of the then currentlyapproved costs, it will alleviate any administrative burden of submitting an advice letter with an updated Appendix F as rates change over time. Concurrent with this filing, PG&E is submitting to the Commission an updated CPIOA that is substantially different from the 1997 CPIOA. The updated CPIOA does not include an Appendix F and addresses costs and fees separately. Thus, this revision to Appendix F will only be applicable to existing 1997 CPIOA agreements that remain in place. It will not apply to the updated CPIOA. The filing would not increase any current rate or charge, cause the withdrawal of service, or conflict with any rate schedule or rule.
