Grandfathered custmers are subject t the same charges under the Standard Service and OU Rate ptins, including the mnthly Custmer Charge, applicable t nn-g custmers. OFF-PAK WAR HAING RIR his rider is clsed t all new service applicatins. his rider is available fr dmestic electric water heating service (swimming pl water heating, and water heating utilized fr space heating excluded). he service shall be metered n a circuit which shall include nly water heating elements and exclude all ther services. Service under this rider shall be limited t water heaters f thirty (30) gallns r mre capacity. LOW INCOM RIR Upn qualificatin under the belw defined Lw Incme Rider ("LlR") criteria, the Custmer Charge will nt be applicable t the Residential Custmer's mnthly billing. All ther prvisins f this rate schedule remain unchanged. 1. he LlR is available t qualified residential custmers identified by the exas Health and Human Services Cmmissin ("HHSC") client database as authrized t receive Supplemental Nutritin Assistance Prgram ("SNAP") benefits fr a perid f time pursuant t the eligibility and assistance requirements f the SNAP prgram. 2. On a mnthly basis, the Cmpany will cmpare the names and addresses in its exas residential custmer database with thse in the HHSC client database. he HHSC client must be the Cmpany custmer f recrd at his r her residential address. All matching custmers will be certified t receive the LlR thrugh the time perid in which they are authrized fr SNAP assistance, r fr twelve (12) mnths, whichever is greater. Hwever, a Custmer's eligibility fr the LI R will terminate if the Custmer is remved frm the HHSC database when HHSC annually purges its client database and remves the client, r if the Custmer changes his r her service address and the address n lnger matches the HHSC database. he Cmpany may extend the LlR t a Custmer when the Custmer's SNAP assistance is re-authrized r extended by HHSC fr an additinal perid f time. 3. he LlR is als available t qualified residential custmers identified by a Cmpanyrecgnized public assistance agency ("Agency") perating in I Pas, Hudspeth, and Culbersn cunties as meeting the Agency's assistance requirements. he Agency r the Custmer must prvide the Cmpany dcumentatin f Agency eligibility. Qualifying Custmers will receive the LlR fr the authrized assistance time perid r, if the Agency des nt state an authrized time perid, fr twelve (12) mnths. he Cmpany may extend the LlR t a Custmer when the Custmer is re-authrized r extended by the Agency fr an additinal perid f time. If a separate meter and service are prvided fr nn-residential service, including but nt limited t, garages, barns and similar structures, and/r water wells and swimming pls, even thugh their use may be in cnnectin with the residence. 2. When it is evident, either visually and/r electrically, that activity f a business r prfessinal character is being cnducted in the residence. Service t a cmbinatin residential and cmmercial establishment will be supplied under the apprpriate cmmercial service rate, but the prtin used as living quarters may be wired and metered separately and served n the Residential Service Rate. 3. When service in the primary residence is resld r shared with ne r mre ther family residences. Fr example, a garage apartment r separate living quarters cnnected t the main residence electric service, r a duplex with ne meter are nt eligible fr service under this rate schedule. he additinal residence r separate living quarters may be placed n the residential rate if lcal zning rdinances permit such use and the additinal residence is served and metered separately. 4. When the Custmer perates devices which cause undue fluctuatin f vltage. Service may be limited at the Cmpany's discretin when the Custmer has an abnrmally large cnnected lad r kw demand. 5.
