CHAPTER I: OVERALL REQUIREMENTS. SCOPE This part applies to the gaseous ad particulate pollutat from all motor vehicles equipped with compressio igitio egies ad to the gaseous pollutat from all motor vehicles equipped with positive igitio egies fuelled with atural gas or LPG, with the exceptio of those vehicles of category M, with a techically permissible maximum lade mass less tha or equal to 3,500 kg ad the vehicles of category N, N 2 ad M 2 for which type-approval has bee grated uder Part XI of MoRTH / CMVR / TAP 5-6 uder CMVR Rules,5-4C. 2. DEFINITIONS AND ABBREVIATIONS For the purposes of this Documet: 2. "Test Cycle" meas a sequece of test poits each with a defied speed ad torque to be followed by the egie uder steady state (ESC test) or trasiet operatig coditios (ETC, ELR test); 2.2. "Approval of a egie" meas the approval of a egie type with regard to the level of the emissio of gaseous ad particulate pollutats; 2.3. "Diesel egie" meas a egie which works o the compressio-igitio priciple; "Gas egie" meas a egie which is fuelled with atural gas (NG) or liquid petroleum gas (LPG); 2.4. "Egie type" meas a category of egies which do ot differ i such essetial respects as egie characteristics as defied i Chapter 2 to this Documet; 2.5. "Gaseous pollutats" meas carbo mooxide, hydrocarbos (assumig a ratio of CH.85 for diesel, CH 2.525 for LPG ad CH 2.93 for NG (NMHC)), methae (assumig a ratio of CH4 for NG) ad oxides of itroge, the last-amed beig expressed i itroge dioxide (NO 2 ) equivalet; "Particulate pollutats" meas ay material collected o a specified filter medium after dilutig the exhaust with clea filtered air so that the temperature does ot exceed 325 K (52 C); 2.6. "Net power" meas the power i kw obtaied o the test bech at the ed of the crakshaft, or its equivalet, measured i accordace with the method of measurig power as set out i part IV of MoRTH /CMVR/TAP-5/6; 2.8. "Declared maximum power (P max )" meas the maximum power i kw (et power) as declared by the maufacturer i his applicatio for type-approval; 2.9. "Per cet load" meas the fractio of the maximum available torque at a egie speed; 2.0. "ESC test" meas a test cycle cosistig of 3 steady state modes to be applied i accordace with sectio 6.2 of this Chapter; 2. "ELR test" meas a test cycle cosistig of a sequece of load steps at costat egie speeds to be applied i accordace with sectio 6.2 of this Chapter 2.2. "ETC test" meas a test cycle cosistig of 800 secod-by-secod trasiet modes to be applied i accordace with sectio 6.2 of this Chapter.; 2.3. "Egie operatig speed rage" meas the egie speed rage, most frequetly used durig egie field operatio, which lies betwee the low ad high speeds, as set out i Chapter 3 to this Documet; 2.4. "Low speed ( lo )" meas the lowest egie speed where 50 % of the declared maximum power occurs; 2.5. "High speed ( hi )" meas the highest egie speed where 70 % of the declared maximum power occurs i case of diesel egies ad i case of gas egies if the egie speed wherever highest 70% of the declared max. Power occurs, is ot possible to measure the high speed is take as rated speed as declared by the maufacturer or max. Power speed whichever is higher. 2.6. "Egie speeds A, B ad C" meas the test speeds withi the egie operatig speed rage to be used for the ESC test ad the ELR test, as set out i Chapter 3, Appedix to this Documet; 2.7. Such a device will ot be regarded as a defeat device if: - the eed for the device is justified temporarily to protect the egie agaist itermittet operatig coditios that could lead to damage or failure ad o other measures are applicable for the same purpose which do ot reduce the effectiveess of the emissio cotrol system; - the device operates oly whe eeded durig egie startig ad/or warmigup ad o other measures are applicable for the same purpose which do ot reduce the effectiveess of the emissio cotrol system. APPLICATION FOR TYPE-APPROVAL 3.. As per AIS 007 Revisio-02 to be submitted to Test Agecies. 4. TYPE-APPROVAL 4.. Gratig of a uiversal fuel type-approval A uiversal fuel type-approval is grated subject to the followig requiremets: 4.. I the case of diesel fuel, the paret egie meets the requiremets of part or the referece fuel specified i Aexure IV-F of CMVR rule. 4..2. I the case of atural gas, the paret egie demostrates its capability to adapt to ay fuel compositio that may occur across the market. I the case of atural gas there are geerally two types of fuel, high calorific fuel (H-gas) ad low calorific fuel (L-gas), but with a sigificat spread withi both rages; they differ sigificatly i their eergy cotet expressed by the Wobbe Idex ad i their shift factor (Sλ). The compositio of the referece fuels reflects the variatios of those parameters The paret egie shall meet the requiremets of the part of the referece fuels G20 ad G25 as specified i Aexure IV-I of CMVR rule, without ay readjustmet to the fuellig betwee the two tests. 4..3. I the case of a egie fuelled with atural gas which is self-adaptive for the rage of H-gases o the oe had ad the rage of L-gases o the other had, ad which switches betwee the H-rage ad the L-rage by meas of a switch, the paret egie shall be tested o the two relevat referece fuels as specified i Aex IV for each rage, at each positio of the switch. The fuels are G20 (fuel ) ad G23 (fuel 2) for the H-rage of gases, G23 (fuel ) ad G25 (fuel 2) for the L-rage of gases. The paret egie shall meet the requiremets of this Directive at both positios of the switch without ay readjustmet to the fuellig betwee the two tests at each positio of the switch. However, oe adaptatio ru over oe ESC cycle without measuremet is permitted after the chage of the fuel. 4..3..O the maufacturer's request the egie may be tested o a third fuel (fuel 3) if the shift factor (Sλ) lies betwee those of the fuels G20 ad G25, e.g. whe fuel MoRTH / CMVR / TAP-5/6 (Issue 4) Page 69

3 is a market fuel. The results of this test may be used as a basis for the evaluatio of the coformity of the productio. 4..3.2. These variatios are reflected i the referece fuels. The paret egie should meet the emissio requiremets o the referece fuels A ad B as specified i Aex IV-H of CMVR rules without ay readjustmet to the fuellig betwee the two tests. However, oe adaptatio ru over oe ESC cycle without measuremet is permitted after the chage of the fuel. 4..4.. The ratio of emissio results "r" shall be determied for each pollutat as follows: r = emissio result o referece fuel 2 emissio result o referece fuel 4.2. Gratig of a fuel rage restricted type-approval At the preset state of techology it is ot yet possible to make leabur atural gas egies self-adaptive. Yet these egies offer a advatage i efficiecy ad CO 2 emissio. If a user has the guaratee of a supply of fuel of uiform compositio, he may opt for a lea bur egie. Such a egie could be give a fuel restricted approval. I the iterest of iteratioal harmoisatio it is regarded desirable that a specime of such a egie is grated iteratioal approval. Fuel restricted variats would the eed to be idetical except for the cotets of the database of the ECU of the fuellig system, ad such parts of the fuellig system (such as ijector ozzles) that eed to be adapted to the differet fuel flow. Exhaust emissios approval of a egie ruig o atural gas ad laid out for operatio o either the rage of H-gases or o the rage of L-gases The paret egie shall be tested o the two relevat referece fuels as specified i Aex IV-I of CMVR rules for the relevat rage. The fuels are G20 (fuel ) ad G23 (fuel 2) for the H-rage of gases, G23 (fuel ) ad G25 (fuel 2) for the L-rage of gases. The paret egie shall meet the emissio requiremets without ay readjustmet to the fuellig betwee the two tests. However, oe adaptatio ru over oe ESC cycle without measuremet is permitted after the chage of the fuel. 4.2... This fie-tuig will cosist of a recalibratio of the fuellig database, without ay alteratio to either the basic cotrol strategy or the basic structure of the database. Upo delivery to the customer the egie shall bear a label (see paragraph 5..5) statig for which fuel compositio the egie has bee calibrated. 4.2.3 Util availability of referece LPG (fuel A & Fuel B), CNG (G20, G23, G25) as per otificatio, CNG/LPG egies will be tested as per commercially available CNG or LPG fuels as per guidelies give by GOI. 5. ENGINE MARKINGS 5.. The egie approved as a techical uit must bear: 5... The trademark or trade ame of the maufacturer of the egie; 5..2. The maufacturer's commercial descriptio; 5..3. Declared maximum power 5..4. SPECIFICATIONS AND TESTS 6.. Geeral The compoets liable to affect the emissio of gaseous ad particulate pollutats from diesel egies ad the emissio of gaseous pollutats from gas egies shall be so desiged, costructed ad assembled as to eable the egie, i ormal use, to comply with the provisios of this Documet. 6... The use of a defeat device ad/or irratioal emissios cotrol strategy is forbidde. If the type-approval authority suspects that a vehicle type utilises defeat device(s) ad/or ay irratioal emissio cotrol strategy uder certai operatig coditios, upo request the maufacturer has to provide iformatio o the operatio ad effect o emissios of the use of such devices ad/or cotrol strategy. Such iformatio shall iclude a descriptio of all emissio cotrol compoets, fuel cotrol system logic icludig timig strategies ad switch poits durig all modes of operatio. These iformatios should remai strictly cofidetial ad ot be attached to the documetatio required i Chapter I, sectio 3. 6.2. Specificatios Cocerig the Emissio of Gaseous ad Particulate Pollutats ad Smoke For type approval to B.S. III, the emissio shall be determied o the ESC ad ELR tests with covetioal diesel egies icludig those fitted with electroic fuel ijectio equipmet, exhaust gas re-circulatio (EGR), ad/or oxidatio catalysts. Diesel egies fitted with advaced exhaust after treatmet systems icludig the NOx catalysts ad/or particulate traps, shall additioally be tested o the ETC test. For gas egies, the gaseous emissio shall be determied oly o ESC test. The ESC & ELR test procedures are described i Chapter III, Appedix. The ETC test procedure i Chapter III, Appedix 2 & 3. The emissios of gaseous pollutats ad particulate pollutats, if applicable, ad smoke, if applicable, by the egie submitted for testig shall be measured by the methods described i Chapter III, Appedix 4. Chapter V describes the recommeded aalytical systems for the gaseous pollutats, the recommeded particulate samplig systems, ad the recommeded smoke measuremet system. Other systems or aalysers may be approved by the Techical Service if it is foud that they yield equivalet results o the respective test cycle. For particulate emissios oly the full flow dilutio system is recogised as the referece system. "Results" refer to the specific cycle emissios value. Hydrocarbo measuremet for diesel fuelled egies 6.2.2.. A maufacturer may choose to measure the mass of total hydrocarbos (THC) o the ETC test istead of measurig the mass of o-methae hydrocarbos. I this case, the limit for the mass of total hydrocarbos is the same as show i table 2 for the mass of o-methae hydrocarbos. 6.2.3. Specific requiremets for diesel egies 6.2.3.. The specific mass of the oxides of itroge measured at the radom check poits withi the cotrol area of the ESC test must ot exceed by more tha 0 per cet the values iterpolated from the adjacet test modes (referece Chapter III, Appedix sectios 4.6.2 ad 4.6.3). 6.2.3.2. The smoke value o the radom test speed of the ELR must ot exceed the highest smoke value of the two adjacet test speeds by more tha 20 per cet, or by more tha 5 per cet of the limit value, whichever is greater. 7. INSTALLATION ON THE VEHICLE 7.. The egie istallatio o the vehicle shall comply with the followig characteristics i respect to the type-approval of the egie: 7... PRODUCTION CONFORMITY 9.. Measures to esure productio coformity must be take i accordace with the provisios as per Part VI of MoRTH /CMVR/TAP5/6. 9... If emissios of pollutats are to be measured ad a egie type-approval has had oe or several extesios, the tests will be carried out o the egie(s) described i the iformatio package relatig to the relevat extesio. 9... Coformity of the egie subjected to a pollutat test: After submissio of the egie to the authorities, the maufacturer shall ot carry out ay adjustmet to the egies selected. 9... Three egies are radomly take i the series. Egies that are subject to testig oly o the ESC ad ELR tests (for Diesel Egies) or oly o the ESC test (for Gaseous Egies) for the checkig of productio coformity. The limit values are give i sectio 6.2. of this Chapter. 9...2. The tests are carried out accordig to Appedix to this Chapter. OR At the maufacturer's request, the tests may be carried out i accordace with Appedix 2 to this Chapter. 9...3. O the basis of a test of the egie by samplig, the productio of a series is regarded as coformig where a pass decisio is reached for all the pollutats ad o coformig where a fail decisio is reached for oe pollutat, i accordace with the test criteria applied i the Appedix. Whe a pass decisio has bee reached for oe pollutat, this decisio may ot be chaged by ay additioal tests made i order to reach a decisio for the other pollutats. If o pass decisio is reached for all the pollutats ad if o fail decisio is reached for oe pollutat, a test is carried out o aother egie (see Figure 2). If o decisio is reached, the maufacturer may at ay time decide to stop testig. I that case a fail decisio is recorded. 9...2. The tests will be carried out o ewly maufactured egies. 9...2.. this case, the ruig-i procedure will be coducted by the maufacturer who shall udertake ot to make ay adjustmets to those egies. 9...2.2. Whe the maufacturer asks to coduct a ruig-i procedure i accordace with sectio 9...2., it may be carried out o: - all the egies that are tested, or, - the first egie tested, with the determiatio of a evolutio coefficiet as follows: - the pollutat emissios will be measured at zero ad at "x" hours o the first egie tested, - the evolutio coefficiet of the emissios betwee zero ad "x" hours will be calculated for each pollutat: It may be less tha oe. Emissios ' x' hours Emissioszerohours The subsequet test egies will ot be subjected to the ruig-i procedure, but their zero hour emissios will be modified by the evolutio coefficiet. I this case, the values to be take will be: - the values at "x" hours for the first egie, - the values at zero hour multiplied by the evolutio coefficiet for the other egies. 9...2.3. For diesel ad LPG fuelled egies, all these tests may be coducted with commercial fuel. However, at the maufacturer's request, the referece fuels described i Aexure IV(F&H) of CMVR rules respectively may be used. This implies tests, as described i sectio 4 of this Chapter, with at least two of the referece fuels for each gas egie. 9...2.4. For NG fuelled egies, all these tests may be coducted with commercial fuel i the followig way: - for H marked egies with a commercial fuel withi the H rage; - for L marked egies with a commercial fuel withi the L rage; - for HL marked egies with a commercial fuel withi the H or the L rage. However, at the maufacturer's request, the referece fuels described i Aexure IV-I of CMVR rules may be used. This implies tests, as described i sectio 4 of this Chapter, with at least two of the referece fuels for each gas egie. 9...2.5. I the case of dispute caused by the o-compliace of gas fuelled egies whe usig a commercial fuel, the tests shall be performed with a referece fuel o which the paret egie has bee tested, or with the possible additioal fuel 3 MoRTH / CMVR / TAP-5/6 (Issue 4) Page 628

as referred to i paragraphs 4..3. ad 4.2.. o which the paret egie may have bee tested. If r, ra or rb are less tha oe o correctio shall take place. The measured results ad the calculated results must demostrate that the egie meets the limit values with all relevat fuels (fuels, 2 ad, if applicable, fuel 3). 9...2.6. Tests for coformity of productio of a gas fuelled egie laid out for operatio o oe specific fuel compositio shall be performed o the fuel for which the egie has bee calibrated. Appedix PROCEDURE FOR PRODUCTION CONFORMITY TESTING. This Appedix describes the procedure to be used to verify productio coformity for the emissios of pollutats. 2. Appedix 2 PROCEDURE FOR PRODUCTION CONFORMITY TESTING AT MANUFACTURER'S REQUEST. This Appedix describes the procedure to be used to verify, at the maufacturer's request, productio coformity for the emissios of pollutats. 2. With a miimum sample size of three egies the samplig procedure is set so that the probability of a lot passig a test with 30 % of the egies defective is 0,90 (producer's risk = 0 %) while the probability of a lot beig accepted with 65 % of the egies defective is 0,0 (cosumer's risk = 0 %). 3.
