Energy Policy Act Update: Fluorescent Ballast Requirements and Efficacy factor Increases A new ruling by the Department of Energy was finalized already to reduce energy emissions and provide significant energy savings. The commercial and industrial lighting sectors will be subject to new energyefficient lighting regulations beginning April 1, 2005. Under these regulations OEMs (Original Equipment Manufacturers) can no longer use ballasts in new lighting fixtures, from ballast manufacturers, unless the ballasts meet the new minimum BEF (Ballast Efficacy Factor) requirements. The new regulations target ballasts that operate T12 fluorescent lamps. There is a differentiation in the effective date for these ballasts in regards to installation into new fixtures vs. the replacement of ballasts in the field and/or the sale of replacement ballasts. Based on existing technologies today, only the electronic ballasts comply with these new DOE guidelines. A summary of the new regulation, effective dates, and exemptions are listed below: BALLAST REGULATIONS: Effective Dates: April 1, 2005 - Ballast manufacturers can no longer produce ballast that do not meet the minimum efficiency requirements that are intended for sale to OEM s. Production of these products for replacement use is still allowed but the products must be marked for replacement use only and incorporate short lead wires. July 1, 2005 - Ballast manufacturers can no longer sell ballasts that do not meet the minimum efficiency requirements to OEM s for installation into new luminaires. April 1, 2006 - Lighting fixture manufacturers can no longer incorporate ballasts that do not meet the new BEF requirements in new fixtures. July 1, 2010 - Ballasts manufacturers can no longer sell ballasts that do not meet the minimum efficiency requirements for replacement. BEF Requirements: Application Ballast Voltage BEF Requirement One F40T12 Lamp 120 or 277 2.29 Two F40T12 Lamps 120 or 277 1.17 Two F96T12 Lamps 120 or 277 0.63 Two F96T12HO Lamps 120 or 27 0.39 Minimum requirements have to be set for T8 lamps, since there are few applications where electronic ballasts would not be used and the low frequency magnetic ballasts would be necessary. T12 Magnetic Ballasts: T12 magnetic ballasts, for REPLACEMENT purposes, in existing installations can be manufactured until June 30, 2010, but MUST meet the following requirements: Ballast label must state For Replacement Use Only Ballast leads shall be shorter than the length of lamps (intended) to operate Ballasts shipped in packages not exceeding 10 units Meet existing T12 magnetic BEF criteria Exceptions: T12 dimming ballasts that dim to 50% or less Two lamp F96T12HO ballasts designed for -20F operation and used in an outdoor sign Magnetic ballasts with PF less than 0.90 designed and labeled for residential applications Ballast Specification Guide 25

Ballast Specification Guide 32 Glossary of Terms ANSI (American National Standards Institute): Non-profit organization that generates voluntary product performance standards for many U.S. industries. ANSI Standard C82.1 applies to electromagnetic ballast; ANSI Standard C82.11 applies to electronic ballast. Auto-Restart Capability: Eliminates the need to reset main power after failed lamps are replaced. Burned out lamps can be replaced without disconnection power to the ballast. Ballast Cycling: Undesirable condition under which the ballast turns lamps on and off (cycles) due to the overheating of the thermal switch inside the ballast. This may be due to incorrect lamps, improper voltage being supplied, high ambient temperature around the fixture, or the early stage of ballast failure. Ballast Efficacy Factor (BEF): Value used to evaluate various lighting systems based upon light output and power input. Mathematical formula: Ballast Efficacy Factor equals Ballast Factor (percent value) divided by ballast Input Power (watts). Ballast Factor (BF): Measure of light output from lamp operated by commercial ballast, as compared to laboratory standard reference ballast. Ballast factor.90 means ballast produces 90% of light produced by ANSI C82.2 reference ballast operating same lamps. Canadian Standards Association (CSA): Group that generates product performance and/or safety standards for many Canadian Industries. Crest Factor (Lamp Current Crest Factor): Ratio of peak lamp current to RMS or average lamp operating current. This measurement measures how perfect the sinusoid is. Example if the peak current divided by RMS current will equal 1.414 for a perfect sin wave current without any peaks or imperfections. ANSI requires that the lamp current CF must be less than 1.7. Efficacy: Lumen output per unit of power supplied to ballast (lumens per watt). EMI (Electromagnetic Interference): Electrical interference ( noise ) generated by electrical and electronic devices. Levels generated by high frequency electronic devices are subject to regulation by Federal Communications Commission (FCC). Electrical Testing Laboratory (ETL): Independent electrical testing laboratory that performs ballast tests and certifies accuracy of performance data. EOL End of Life Shutdown Circuitry: As the lamp ages the cathodes of the lamp will degrade based upon chemical and/or electrical actions within the lamp and the lamp itself. This may cause excessive heat within the lamp with could result in rupturing the glass. T5 and smaller diameter lamps require EOL circuitry as a function of the ballast. FCC Regulations: Legally enforceable U.S. government standards for EMI and FRI that must be met by high frequency electronic devices used in U.S. for Class A (industrial) and Class B (residential) applications. Frequency: Rate of alternation in an AC current. Expressed in cycles per second or Hertz (Hz). Harmonic Distortion: Distortion of an AC waveform caused by multiples of the fundamental frequency (harmonics). Odd triplet harmonics (thirds, ninths, etc.) may result in large currents on the neutral line in a four-wire Wye threephase system. Harmonics: Refers to components of the overall frequency, an integral multiple of the fundamental sine wave frequency. Hertz (Hz): Unit used to measure frequency (cycles per second) of alternating current or voltage. Input Voltage: Voltage, provided by a power line or power supply, to the ballast or driver. Input watts total power input to the ballast that includes lamp watts and ballast losses. Inrush Current: A transient condition that occurs during ballast start-up. Instant Start: Lamp starting method in which lamps are started by high voltage input with no preheating of lamp cathodes. Lamp Flicker: Rapid visible light change occurring in fluorescent lighting systems. Parallel Lamp Circuit: Ballast circuit in which the lamps connected to one ballast operate independently of one another if one lamp fails, the rest remain lit. Potting: Material used to fill the cases of electromagnetic and electronic ballasts to dampen sound, protect from moisture, improve head removal and increase reliability. Power Factor PF: A measurement of how efficiently an electrical device uses power supplied by the power lines. PF Watts / (volts x Amps). Programmed Start Ballast: An electronic lighting circuit similar to rapid start that provides precise heating of the lamp filaments and tightly controlling the preheat duration before applying starting voltage to ignite the lamp. NOM (Normas Oficial Mexicana): Laboratory that sets safety standards for building materials, electrical appliances and other products for Mexico. Series Circuit: Ballast circuit in which the lamps connected to one ballast operate as a group. If one lamp fails or is removed, then all lamps in the circuit turn off. Series-Parallel Circuit: Ballast circuit in which the lamps connected to one ballast operate both as a group and independently. If one lamp fails or is removed in the series connected section, then all lamps in that section will turn off, but the lamps in the parallel circuit remain on. Universal Voltage (UNV): Provides the most cost effective options when reviewing total cost of material management. You are assured to have the correct voltage for any of the most common commercial voltages used in the United States. Ballast instantly identify the supply voltage, and then adjusts the starting and operation mode to accommodate. Voltage ranges from 108~305 volt are all easily and instantly accommodated. UL (Underwriters Laboratories, Inc.): A non profit organization in the US that generates product performance and safety standards for electrical equipment, building materials, and other products. End use products such as lighting fixtures, fully encased ballast, and home appliances are examples of UL Listed products and bear the UL Logo.
