DPW Monthly Report September Statistics. Podvoyski noted that the Wastewater Treatment Plant (WWTP) was in compliance for the month of September. A sludge haul has been scheduled for later this month. Podvoyski stated that due to a buildup of duck weed there were a number of problems with the aerators at the Portage-Base Lake WWTP. Podvoyski noted that due to the issues at Portage that the manhole inspection program had slowed down but the DPW staff is now completing inspections again and have completed more this week. All of the manholes look pretty good so far with the main issue being closed air relief valves. Those have been opened and are now functioning properly. Hohl noted that he has been working with Verizon Wireless in regards to putting a cell phone tower on the WWTP property. The cell tower lease will be the standard $18,000.00 per year agreement. Campbell explained that the DPW staff has identified the a few grinder pump stations that need to be replaced as soon as possible. Campbell is in the process of securing easements from the homeowners on Cowell Road. Easement grants have already been secured for the other 2 properties. The Contractor, C & E Construction Company has provided a price for the replacements at $4,450.00 per unit which reflects a slight increase in the charge from the electrician. The Contractor will complete the work this fall. MOTION BY HOHL, SUPPORTED BY MENZIES TO DIRECT THE UTILITIES COORDINATOR TO DRAFT THE NOTICE TO PROCEED FOR THE SUPERVISOR AND CONTRACTOR S SIGNATURES APPROVING THE FOUR (4) GRINDER PUMP REPLACEMENTS AT THE PRICE OF $4,450.00 EACH AND TO SCHEDULE THE WORK TO BE COMPLETED WITHIN ONE (1) MONTH OF THE DATE OF ISSUANCE OF THE NOTICE. Gary Sewer Construction Cost Review and Refund Request 10098 Imus Rd. Reason for MUC Review: Pursuant to the Policies and Procedures for Sewer Connection, Ronald and Rebecca Gary deposited $14,394.90 with Hamburg Township on March 15, 2016 to cover the sewer installation and connection costs for their new home constructed at 10098 Imus Road. A request for bid was sent out for completion of the sewer installation. The property owners selected the lowest bidder, C & E Construction Co., Inc., to complete the sewer construction work. The sewer installation work was started on Wednesday, October 5, 2016 and completed on Thursday, October 6, 2016. The home now has a fully functioning sanitary sewer connection. Actual Construction Charges: The estimated construction charges under the bid proposal were $3,950.00. The actual construction charges were $3,950.00 leaving an excess balance of $0.00 a total wash of fees. As, a result no refund or invoice is due to the property owner. Campbell, Utilities Coordinator Date: October 19 th, 2016 Re: REU Review/Additional Tap Fee Issue 10184 Industrial Drive --------------------------------------------------------------------------------------------------------------------------------- Mr. Sean Cummins purchased the property at 10184 Industrial Drive on September 27, 2011 through an unrecorded Land Contract. The property identified as Parcel #15-25-200-067 was formerly Gil Tool. Mr. Cummins has requested a Land Use Permit to allow for auto sales and currently uses the property as an auto repair/collision body shop. A Land Use Permit was not acquired when the property was converted by Mr. Cummins into the auto repair/collision body shop. Gil Tool, when the Village sewer district was established in 1988, was assigned one (1) sewer tap: Pursuant to Appendix 1 of the Table of Unit Factors of Ordinance No. 69F, the Wastewater and Administration Ordinance, the tenant must complete an REU Review for the Change of Use. Mr. Cummins feels he has not changed the use of the property even though it is now used as an Auto Repair/Collision Body Shop plus the request to add Auto Sales. Gil Tool was not assessed for either of these uses. Based on the change of use the property would be assessed 1.00 REUs for the premise plus 0.40 REUS per 1,000 square feet. The building is 3,200 sq. ft. (A 1,000 sq. ft. trailer currently on the property was not included in the calculation as it is not connected to the sewer system). This use should be assessed as follows: Auto Repair/Collision Body Shop plus Auto Sales 1.00/premise + (3,200 sf/1000 sf) X 0.40 REU = 2.28 REUs The property is already assessed for 1.0 REU so the difference would be 1.28 REUs at an additional cost of $5,760.00 (1.28 x $4,500/REU). Mr. Cummins objects to paying any additional tap fees. No application for REU Review has been filed by the tenant due to his claim he has not changed use of the property and shouldn t have to pay any tap fees. He was then told to attend the next MUC meeting to discuss his dispute.

Campbell, Utilities Coordinator Date: November 3 rd, 2016 Re: Grinder Pump Replacement Recommendation - 8128 Halfway Drive --------------------------------------------------------------------------------------------------------------------------------- On October 28 th, 2016 the DPW staff had to run a new power cable to an old 200 grinder can at 8128 Halfway Drive in the Ore lake sewer district. Dave Podvoyski, the DPW Field Superintendent, has confirmed the can is in bad shape and recommends that the grinder pump be replaced. I am working to secure an easement grant from the property owner prior to the grinder pump replacement. The Township can proceed with these grinder pump replacements as soon as the easement is granted. Greg Harris with C & E Construction Company has provided a price of $4,450.00 per grinder pump replacement. Mr. Harris should be able to complete the grinder pump replacement this fall. Upon approval of the Committee, the Utilities Coordinator should draft the Notice to Proceed for the Supervisor and Contractor s signature to approve the grinder pump replacement and schedule the work to be completed within one (1) month from the date of issuance of the Notice.
