Monitoring of Single Walled Tanks Automatic Tank Gauge Systems J. Automatic Tank Gauge Checklist 1. System Manufacturer: 2. System Name and Model Number: 3. Correct product level during test within 10% of highest operating level and per manufacturer s specifications 17. Monitoring of Single Walled Tanks Statistical Inventory Reconciliation K. Statistical Inventory Reconciliation Checklist 1. System Manufacturer: 2. System Name and Model Number: 3. Provide tank integrity test every two years as required 4. Identify and repair indicated leak (per SIR and/or tank test results) 5. Provide tank integrity test within 15 calendar days of receipt of two successive reports which are inconclusive or which indicate a possible unauthorized release. 6. Submit required annual written statement indicating the results of the reports for the last 12 months 7. Keep SIR records on-site for at least 3 years as required 8. Repair/calibrate dispenser meters (they must comply with Title 4, Division9 Division of Measurement Standards, Department of Agriculture meters shall be inspected and recalibrated by the County Department of Weights and Measures or a device repair person as defined in Division 5, Chapter 5.5 of the Business and Professions Code.) 9. Reconcile inventory records once per month 10.Utilize industry standard techniques not currently used a. Use gauge with flat ends b. Use product finding paste c. Use Water finding paste d. Date:2/10/2004 Monitoring Requirements for Underground Storage Tank (UST) Piping NOTE: Due to some confusion regarding the wording of the statute and the regulations, some single-walled piping systems installed between 1/1/84 and 7/1/98 have been allowed to remain single-walled. In addition, Article 3 of Title 23, California Code of Regulations, Division 3, Chapter 16 (UST Regulations) which deals with design, construction, and monitoring standards for new UST systems, does not specifically address the monitoring of single-walled suction piping systems which are exempted from the secondary containment requirement. Therefore, Article 4 (Existing UST Monitoring Requirements) of the UST Regulations will be used to establish monitoring requirements for all legally existing single-walled piping. All citations below refer to sections of the UST Regulations. TYPE SINGLE-WALLED PIPING DOUBLE-WALLED PIPING Pressure 2643(c) Option 1 Hourly monitoring at any pressure to detect, within one hour of occurrence, a release rate of 3.0 gph defined at 10 psi. Detection shall result in the restriction or shut off of the flow through the piping or the activation of an audible or visual alarm; AND Monthly testing at any pressure to detect a release rate of 0.2 gph defined at normal operating pressure; OR Option 2 Hourly monitoring at any pressure to detect, within one hour of occurrence, a release rate of 3.0 gph defined at 10 psi. Detection shall result in the restriction or shut off of the flow through the piping or the activation of an audible or visual alarm; AND Annual testing at a pressure designated by the test equipment manufacturer to detect a release rate of 0.1 gph defined at 150% of the normal operating pressure. 2636 (f) Option 1 Continuous monitoring system for secondary containment which meets the requirements of 2643(f) and is connected to an audible and visual alarm; AND Automatic line leak detector (ALLD) to detect within one hour a leak rate of 3.0 gph defined at 10 psi with a 95% or better probability of detection and 5% or less probability of false alarm as certified per 2643(f); AND Annual tightness test at a pressure designated by the test equipment manufacturer to detect a release rate of 0.1 gph defined at 150% of the normal operating pressure with a 95% or better probability of detection and 5% or less probability of false alarm. OR Option 2 Continuous monitoring system for secondary containment which meets the requirements of 2643(f) and shuts down the pump and activates an audible and visual alarm when a release is detected; AND Annual tightness test at a pressure designated by the equipment manufacturer to detect a release rate of 0.1 gph defined at 150% of the normal operating pressure with a 95% or better probability of detection and 5% or less probability of false alarm. OR Option 3 Continuous monitoring system for secondary containment which shuts down the pump and activates an audible and visual alarm when a release is detected and automatically shuts down the pump when the monitoring system fails or is disconnected. (For emergency generators, the shuts down the pump feature may be waived if the monitoring system is checked at least daily.) Suction 2643(d) Testing every three years at a pressure designated by the test equipment manufacturer to detect a release rate of 0.1 gph defined at 40 psi, minimum. If piping cannot be isolated, an approved volumetric tank integrity test is acceptable. Maintain written records of daily visual as described in Appendix II of the UST Regulations. (Monthly visual monitoring is acceptable for emergency generators.) 2636(f) Continuous monitoring system for secondary containment which meets the requirements of 2643(f) and is connected to an audible and visual alarm Gravity 2643(e) Testing at least every two years at a pressure designated by the test equipment manufacturer, to detect a release rate of 0.1 gph defined at 40 psi.
