TERMS OF SALE The following terms shall be adhered to without exception: 1. Condition of Vehicles & Equipment: LaSalle County Highway Department shall offer the vehicles and equipment for sale on as As Is condition basis. No warranty or guarantee of vehicle or equipment condition will be offered and no additional repair work will be performed. 2. Special Equipment: Any special equipment (snow plows, salt spreaders, salt hoppers, etc.) offered for sale with a vehicle must be sold with that particular vehicle. The County will not remove any special equipment for any reason, nor will the County offer for sale any additional equipment that is not originally offered with the vehicle. Each item is sold as a complete unit. There will be no bids accepted for individual units within an Item. 3. Minimum Bid Price: A minimum bid price has been established for each sale item and is stated on the attached description sheets. In cases where the minimum bid is not received, the LaSalle County Highway Committee may elect to take the next highest bid. The minimum bid price includes any special equipment offered with the item. 4. Payment for Items Purchased: The LaSalle County Highway Department will notify each successful bidder of the items purchased, and will request payment of the items purchased. The purchaser will be required to make full payment within ten (10) days of notification. Payment for the purchased item is to be submitted in the form of cash, a check drawn on a local unit of government s checking account, or certified check made payable to LaSalle County Highway Department. 5. Release of Items: Upon receipt of the purchase amount due, LaSalle County Highway Department will issue a receipt and release the item and title.

6. Removal of Items: Removal of purchased items from the facility of the County Highway Department is the sole responsibility of the purchaser. B. INSPECTION OF SALE ITEMS The items may be inspected prior to bidding at the LaSalle County Highway Department, 1400 N.27 th Road, Ottawa, Illinois 61350. Inspection times and procedures shall be as follows: The inspection period shall be from 8:00 a.m. through 3:00 p.m. Monday through Friday, beginning September 4, 2007 through September 21, 2007. Inspection of items will include starting and operating the sale items at the inspection location only. Under no circumstances may any of the vehicles be operated outside LaSalle County Highway Department property during the inspection period. C. BIDDING INSTRUCTIONS Bidding shall be performed by a sealed bid process. Prices bid must be equal to or exceed the minimum bid amount as stated. In cases where the minimum bid is not received, the LaSalle County Highway Committee may elect to take the next highest bid. All bids must be submitted in compliance with the following: 1. Due Date: All bids are due no later than 9:15 a.m. on September 24, 2007, at the LaSalle County Highway Department, 1400 N.27 th Road, Ottawa, IL 61350. Any bid received after this time will not be considered. TIE BIDS In the case of a tie bid, LaSalle County Highway Department will conduct a lottery to break the tie. The lottery will be conducted at the bid opening meeting by the LaSalle County Highway Committee. E.
