Paquette) SUMMARY Small flameless lighters containing a lithium battery are being carried by passengers and crew. They are designed to bee charged via a USB cable and store energy to be released throughh a heating coil to ignite cigarettes or cigars. There is some confusion as to whether these small flameless lighters should be considered a portable electronic device containing a lithium battery or a lighter under the Part 8 provisions. Action by the DGP-WG: The DGP is invited to consider revising the provisions for lighters in Table 8-1 to include small flameless lighters containing a lithium battery. 1. INTRODUCTION 1.1 Small flameless lighters containing a lithium battery are designed to be charged via a USB cable and store energy to be released through a heating coil to ignite cigarettes or cigars in a similar way as a car lighter. 1.2 We have received reports of situations where small flameless lighters were removed at security screening points at airports as the staff could not decide whether these were to be considered as a lighter or a portable electronic device containing a lithium battery. - 3 - DGP-WG/15-WP/20 1.3 Considering the main purpose of these lighters (lighting up cigarettes) and their potential fire hazard, we believe that these lighters should be captured under Item 15) of Table 8-1. We also believe that the fire hazard would be mitigated by limiting these articles to one per person and requiring that they be carried on the person as is done for small cigarette lighters. 1.4 In order to be consistent, the restriction found for other articles containing lithium batteries specifying that the lithium batteries and cells are of a type which meets the requirements of each test in the UN Manual of Tests and Criteria, Part III, sub-section 38.3 was included. 2. ACTION BY THE DGP-WG 2.1 The DGP-WG is invited to consider revising the provisions for lighters in Table 8-1 to include flameless electronic lighters containing a lithium battery.
