Political incentives Danish Registration Tax, example Exemption from registration tax until 2016 Exemption from annual tax until 2016 EV operators to be exempt from tax on electricity 13 cents pr. kwh The situation from 2016 still awaited 70.000 60.000 50.000 40.000 30.000 20.000 VAT Tax Price Free parking in some cities on the way 10.000 - Support programmes for EV partnerships and EV tests Volvo S60 Kinetic D2

Regional initiative

The Capital Region of Denmark 29 municipalities 31% of all inhabitants in Denmark (1.72 million) 27% of all light duty vehicles (LDV) in Denmark (~ 800.000) 70% of all commuters live in detached houses 90.000 households have two cars With an EV range of 100 km: 85% of all commuters can use EV 95% with workplace charging

EV ambitions To be a leading electric vehicle region in Europe Climate benefits Noise reduction Reduced air pollution Business development Taking into account, making: No competition to public transportation No competition to bikes No extra congestion (in some cases less)

Copenhagen Electric - The regional EV secretariat Inspiration from Amsterdam, Berlin etc. Working practically not politically

Purpose of the EV secretariat is to promote market uptake of EVs Main activities of the EV secretariat are: Establishing EV partnerships Initiating EV projects Fundraising Networking Target groups: Public institutions Companies Private households Advisory Board Municipalities, companies, universities, NGO s etc.

Activities

Activity model (Tax) (Parking) (Car prices) Chargers at hospitals Eco Friendly Highway Fleet analysis / task force Company information Employe information - ie. at hospitals Other information activities Co-operation EVs becomes more attractive More people get interested in EVs Meet the EV - Municip., Region Meet the EV - Companies Open EV car sharing EV car sharing by public transp. EV car sharing at hospitals More people try EVs Partnership 1.0 + 2.0 Procurement programmes More people buy an EV

EV partnerships Partnership with municipalities, and companies Coordinating purchase of 511 EVs in 2014 and 2015. Low unit prices due to large volume of EVs and charging stations Synergies, e.g. shared charging infrastructure, shared vehicles and information activities 18 municipalities (+ The Capital Region and The Danish Defence, Acquisition and Logistics Organization) and 11 companies (including Car sharing companies and the Postal Service). Similar in Jutland. New partnerships currently being formed.

Fleet analysis and potential of substitution with EVs in public fleets Task force visiting municipalities, the Region and public hospitals Identification of fossil fuel cars (incl. taxi and private use of cars) Analyses of TCO and CO 2 -reduction potential Development of plans for replacement of fossil fuel cars with EVs Organizational support for deployment of EVs

Fleet analysis 1 year of activities 20 out af 29 municipalities are in progress 2 said no thanks (due to existing resembling activities) 10 action plans are done Cars that are unsuitable: Cars with a hanger (that needs to pull a load) Lift for handicaped Crane Special adjustments

Results of fleet analysis Up to 75 % of the cars are technically feasible for replacement Up to 50 % of the cars are cheaper as EV on a TCO-calculation 5-40 % have been recommended replacement in the reports

Demonstration of EVs for municipalities and companies Offers visit to 20 municipalities and 25 larger companies by 4 EVs in two weeks Companies have to pay 400 Euro All 8 companies that have tried EVs have decided to buy! The task force tells that it is very different to talk with municipalities who have tried and who haven t tried EVs.

Information activities for companies Direct contact, combined with patience and EVs for testing seems to be the way.

Information activities to employees/public Demonstration of EVs to employees at arrangements, competitions, postcards, offers In one company 60 employees wanted to rent an EV for a week

The Capital Region as organisation The Capital Region council has recently decided that all (possible) vehicles should be EVs or other environmentally friendly vehicles. The Municipality of Copenhagen and Odense have made a similar decision. Establishment of public charging facilities at hospitals. EV car sharing at hospitals Information activities towards employees

E-taxi E-taxi project Many people can try an EV Difficult because of tax-system

Eco Friendly Highway Working with corridor activities. Electricity, hydrogen, biogas, biofuel. STRING forum:
