2 Detailed descriptin f the activity/practice What were the initial bjectives? The prgram "Mbility in Cmpanies" is funded n the city cuncil's mbility strategy, adpted in May 2001; the partial strategy f mbility cnsulting is aimed at prmting crprate mbility management. A licentiate dissertatin written at the University f Berne's faculty f ecnmics and scial sciences revealed the ptential crprate demand fr mbility cnsulting in the spring f 2003. The city participated in the pilt prject Energy Switzerland during 2003/04, advising six pilt crpratins in Zurich. May 2004: The city cuncil appints the Civil Engineering Authrity t push ahead with the prject. A cperatin agreement with the cantnal Traffic Authrity was undersigned in August 2005. Crprate mbility advice is a cmpnent f the cllective reginal traffic cncepts within the framewrk f the cantnal agglmeratin prgram. Since 2008 the prgram "Mbility in Cmpanies" is expanding t ther larger cmmunities especially in the Agglmeratin f Zurich. Mbility cnsulting is als anchred in the cmmunal spatial plan fr traffic. The city cuncil has incrprated the further develpment f the service in its legislative bjectives and its lng-term strategy 2025. Zurich is als bearer f the Energy city Gld Label. Hw have these bjectives been implemented? Service partners - VBZ - ZVV - SBB - Mbility Carsharing - Ecdrive - IG Vel - Fussverkehr Schweiz Sales partners - Cmm. assciatins - Business and lcatin develpment - Energy agency f cmmerce - ÖBU - Spnsrship - Prject Management Office fr «Mbility in Cmpanies» - Advisry team Target grups - Cmpanies new t the area - Existing cmpanies with 50+ emplyees - Leisure and cnsumerriented facilities with heavy public traffic - Educatinal facilities Target market - Shrt-term: Zurich city - Lng-term: reginal areas with heavy cmmuter traffic t Zurich The ffice's service mdules are utilisable in accrdance with the custmer's specific requirements. They are pragmatic and riented twards implementatin: - Incentive dialgue: interested cmpanies can enter int an incentive dialgue as a first step - free f charge and with n bligatin. The experts draw up a rugh assessment f the cmpany's mbility situatin and prvide initial ideas fr pssible imprvement. - Quick Guide: This is fllwed, if s desired, by an in-depth review f the situatin and the prvisin f a Quick Guide with the main measures and their impact. - Intensive Guide: The ffice then either draws up r rganises detailed analyses and evaluatins and recmmends ptins fr ptimisatin. - Implementatin: If desired, MIU can prvide prfessinal and individual supprt fr the implementatin f measures. The incentive dialgue is free f charge. Cmpanies then pay a cntributin f 50% twards the cnsulting fee fr further service mdules, equal t between 900 and 2,400 Swiss francs per mdule. Made-t-measure services are als available. A private engineering ffice can be called in if cnsultatin expenses reach a certain level r if the custmer desires s. This ensures that the state-subsidised ffice des nt cmpete with private cmpanies n the marketplace. The measures implemented within the framewrk f mbility cnsulting include: - Public transprt: jb tickets, mbility bnus, adjusted wrking times, shuttle services, persnal time-tables, etc. - Mtrised persnal travel: parking space management, business car-sharing, carpling, Ec-Drive, vehicle fleet management, etc. - Nn-mtrized traffic: ptimised bicycle parking spaces and access t the place f wrk, imprved pedestrian cnnectins t public transprt statins, cmpany bicycles, shwers, changing rms, repair services, bicycle bnus, etc. - Infrmatin/awareness training: mbility cnsulting fr emplyees, actin days, events, cmpetitins, placards, etc. The main bjective is nt t draw up an extensive, elabrate mbility plan, but rather t implement individual measures as sn as pssible (pragmatic apprach; 20:80 rule). The spectrum f measures will be extended n the basis f initial measures up t the integratin f mbility management in the management system. Hw are partners and citizens invlved? The prgram is a gd example fr a successful jint venture f the Cantn f Zurich and the City f Zurich. They act twards custmers as the prviders f the service. The ffice fr "Mbility in Cmpanies" is run by 4 external experts in mbility, wh are in charge f custmer recruitment, cnsultatin and supprt. The target grup is made up f resident and incming firms with mre than 50 emplyees, as well as heavily attended facilities that generate high levels f transprt use. With thse they draw up and intrduce future-prf mbility cncepts (starting advice). The ffice fr "Mbility in Cmpanies" cperates with traffic services and prviders f mbility prducts such as VBZ (Zurich transprt peratr), ZVV (Zurich transprt netwrk), SBB (Swiss federal railways), Mbility Carsharing, Ec- Drive, IG Vel (the bicycle assciatin), Fussverkehr Schweiz (the swiss pedestrian assciatin) etc. It frms a netwrk tgether with ther partners such as trade assciatins; Ecnmic and lcatinal prmtin, EnAW (the energy agency f cmmerce); ÖBU (the assciatin fr eclgically aware crprate management) etc. Anther partner is the Swiss Federal Office f Energy (SFOE). The City f Zurich and the partner municipalities in the agglmeratin participate the Swiss campaign Mbility Management in Cmpanies. Outstanding prjects / Mbility in Cmpanies 3

Hw successful has the activity/practice been? What difficulties have been faced? Have any changes been made as a result f an evaluatin? Perfrmance review Imprtant cmpnents f perfrmance review: A. Demand fr services: frequency f use, custmer prfile, etc. This data is recrded twice a year in the cntrlling reprts drawn up by the ffice fr "Mbility in Cmpanies". Cnsulting services since 2006 in the city f Zurich: Number f initial dialgues 100 Number f Quick Guides 25 Number f Intensive Guides 5 Cmpanies which have implemented measures 30 B. Quality f the ffer: determinatin f custmer satisfactin by means f nline surveys (first held in Octber 2007) The nline survey in 2007 was aimed at a target grup f 60 cmpanies wh had made use f ne f the service mdules. Questins included: Hw are existing services rated? Where d cmpanies see the greatest benefit? Hw culd services be supplemented and imprved? What impact has the cnsultatin had in the cmpany? The service f Mbility in Cmpanies is rated very high and appreciated very much. Strng pints f the prgram: the cnsultatins are neutral and firsthand; quick verview n the pssibilities f acting ptins. Strng fcus is set n the implementatin f the dialgues results. C. Effectiveness: implemented r agreed measures, impact with regard t traffic and energy The City f Zurich is actually mnitring the prgram Mbility in Cmpanies. Fr the mment, there is n adequate instrument t draw reliable cnclusins with a justifiable effrt. Even then the cmpanies engaged in the natinal prgram Mbility Management in Cmpanies have been invlved in a evaluatin-mdel f the utcme. Fr every f the 91 cmpanies (17 frm the Zurich agglmeratin, incl. City f Zurich) has been estimated a reductin f 330 tns CO2 a year. The csts per saved tn f CO2 (CHF 230) are higher than the csts fr aviding f 181 CHF/tn CO2 (marginal csts). All measures realised, the mdel statistically prved, that cmpanies reduce the prprtin f private mtr vehicles and the envirnmental effects. Outstanding prjects / Mbility in Cmpanies 4

Cperatin with cmpanies as a way t sustainability Thanks t the cperatin f the different partners Mbility in Cmpanies can act successfully. The Swiss Federatin set up the prgram, the Cantn f Zurich integrated it int the Zurich Agglmeratin Prgram and takes the lead management. The City f Zurich built up the prject n its prspective mbility strategy and supprts the Cantn f Zurich in the lead management. The advisrs visit the cmpanies by rder f the Cantn and therespnsible municipality. The cnsultatins are neutral and all-embracing. The cmpanies realise the measures in cperatin with the advisrs. The emplyees change their behaviur and cntribute like this t a city-suitable mbility. Further partner municipalities in the agglmeratin are respnsible fr financing and rganisatin f the cnsultatins. Service and sales partners guarantee attractive prducts and an imprtant netwrk. The campaign f the Swiss Federal Office f Energy supprts the theme n natinal level and brings tgether the initiative services and persns in ne netwrk. Hw lng has the activity/practice been peratinal and what is the predicted duratin in ttal? Since 2006, pen end. Hw is the activity/practice funded and what is the ttal budget? The external csts each year amunt t grss 86'000 (50% Cantn f Zurich, 50% City f Zurich). The cmpanies and the federal gvernment cntributed arund 17'000 twards cnsultatin. The net csts therefre amunt t apprximately 26'000. The internal csts incurred by public administratin were nt established. The Cantn f Zurich finances the external cst incurred by basic services (cmmunicatin, accunting, prject management, cntrlling and reprting).
