TUITION MANAGEMENT SYSTEM (TMS) TMS is an organization that handles tuition and fees in monthly payments for colleges and universities. There is an initial enrollment fee for semester or annual registration. Refund Policy To be eligible for a refund, you must complete the drop process by deadlines listed. Lack of attendance does not constitute dropping a class. Please allow 4-5 weeks for processing. This includes the Tuition Management System (TMS) payment plan.
