HMC-1 Upstream Main activities (1): Development of Measurement Training Syllabus 12 modules 3 skill levels: Awareness level provides introductory overview of measurement Basic level provides people working in measurement a basic understanding of topic Practitioner level adds depth and detail to skills gained at basic level Draft being updated to address HMC review comments Completion expected in Q2 2017
HMC-1: Measurement Training Syllabus
HMC-1 Upstream Main activities (2): Update to HM 8 On Line Densitometers Will include updated section on calibration of on-line densitometers by pressure pyknometry and other updates. Target to publish by Q3. Updates to HM 53 Management of emissions trading for the UK upstream oil and gas industry and HM 58 - Guidelines for determination of flare quantities from upstream oil and gas facilities Drafts completed/balloted. Sent to EI Publications. Updates to HM 26 Liquid Metering Systems and HM 27 Gas Metering Systems First drafts prepared and undergoing review by HMC. Updates to HM 23 & HM 24 Fidelity and security of measurement data transmission systems (HM 23 covers Electric and/or electronic pulsed data cabled transmission for fluid metering systems and HM 24 covers Electrical and/or electronic data capture systems for flow metering) Content to be updated and combined into the 3 rd edition of HM 23. HM 24 to be withdrawn. Work ongoing. First draft is expected in Q2 2017. Update to HM 54 Guidelines for the management of measurement for the UK upstream oil and gas industry Revision will expand scope so that HM 54 has international applicability. Work ongoing. Update to HM 60 Guidelines for the auditing of measurement systems for oil and gas streams Work ongoing.
HMC-2 Refinery & Distribution Measurement Main activities: HM 9 Gantry meter installation Update will incorporate HM 41 Performance of turbine meters in gantries. HM 10 Meter proving: field guide to proving meters with a pipe prover Update will incorporate HM 12 Meter proving: Code of practice for the design, installation and calibration of pipe provers and HM 46 Guidance notes on the application and performance of small volume provers. HM 11 Meter proving: Code of practice for the proving of metering systems on road/rail loading petroleum gantries Update will incorporate HM 48 Code of practice for the proving of loading gantry meters. HM 15 Meter proving: Calibration of reference meters used for gantry meter proving calibration using a small volume prover Update to incorporate HM 16 Meter proving: Calibration of reference meters used for gantry meter proving using volumetric and gravimetric tank methods. HM 32 Guide to product hydrocarbon management at petroleum product marketing and distribution terminals Work ongoing to update this document. The revised HM 32 be available as a free PDF download. HM 34 List of data required for a comprehensive evaluation of a liquid flowmeter First draft of update completed. To be circulated for review. HM 39 A guide to recommend measurement practice for compliance with the requirements of HMRC Notice 179 Awaiting HMRC members to complete the review of HM 39. From initial review, it is thought that only minor amendments are needed. HM 45 Statistical control of volumetric metering systems using meter control charts Update includes the incorporation of relevant material relating to statistical control from HM 25 (Guidelines for assessment of uncertainty in the oil and gas industry). First draft completed. To be circulated for review.
HMC-3 Petroleum Measurement & Cargo Inspection Main activities: HM 21 Static and dynamic measurement of light hydrocarbons liquids. Section 1: Calculation procedures Due for review in 2017. HM 68 Procedures for bulk liquid fatty acid esters and bio diesel cargo inspections Due for review in 2017. Only minor revisions expected. HM 43 Temperature corrections in tank calibration and gauging Review is underway. Future Work Items: IP 200 Guidelines for the use of the Petroleum Measurement Tables IP 200 is in need of updating. An update of this document is to begin once ISO 91 Temperature and pressure volume correction factors has been published to ensure they align.
HMC-4 Oil Transportation Measurement Main activities: HM 40 Crude oil heating and washing guidelines Edition 3 published October 2016. HM 49/API Ch 17.9 Vessel Experience Factor API group leading revision work with HMC-4 input. HM 50 Products tank cleaning January 2017 ballot on final modifications completed. No major issues raised. Some minor changes required before HM 50 goes for publication. HM 59 Rail car cleaning guideline (New) Work group draft awaiting completion of HM 50 to ensure alignment. HM 86 Measurement guidelines for offshore loading (New) Work being carried out by work group of representatives from HMC-1, HMC-3 & HMC-4. Shore tank Handbook A Guide to Construction, Use and Associated Equipment (New) Initial draft circulated to HMC-4 for comment.
HMC-4 Oil Transportation Measurement Projects (1): Water finding JIP laboratory tests to gain a better understanding of the performance of various water finding pastes and electronic probes in crude oil. Study is investigating differences in detection of emulsions in the interface region and performance differences that may occur due to temperature. Evaluates the performance of 6 pastes and 2 probes in 2 labs Covers 3 grades of crude and a kerosene (as control) Water of 3 different salinities have been used Tests carried out at 10, 20 & 30 C Anticipated that work will be completed in next few weeks with final report by end of April
HMC-4 Oil Transportation Measurement Projects (2): Study on volumetric shrinkage resulting from blending petroleum product mixtures Density/temperature studies using: Butane-Reformate Butane-Gasoline Atmospheric residue Crude oil Atmospheric Residue- Condensate Heavy Gas Oil- Diesel HVO-Diesel Density measured at 7 temperatures: 5, 10, 15, 20, 25, 30, 35 C Study will assess whether API MPMS 12.3 is applicable to these blends Status: Most test work complete and preliminary results reported at November meeting. Final report expected mid 2017.
Joint Sampling Work Group March 1 st 2017 Meeting HM 92 Model Sampling Plans for crude oil and liquid hydrocarbon products Reviewed comments from EI Aviation Fuel Committee concerns raised on aviation fuel sections of HM 92 and alignment with EI/JIG 1530 (Quality assurance requirements for the manufacture, storage and distribution of aviation fuels to airports) HM 93 Manual Sampling Handbook Reviewed changes to draft since previous meeting Identified gaps where further information required
