INTERNATIONAL MARITIME ORGANIZATION E IMO SUB-COMMITTEE ON FLAG STATE IMPLEMENTATION 17th session Agenda item 7 FSI 17/INF.14 13 February 2009 ENGLISH ONLY HARMONIZATION OF PORT STATE CONTROL ACTIVITIES Summary of Tokyo MoU Activities in 2008 Submitted by Tokyo MoU Executive summary: Strategic direction: 5.3 High-level action: 5.3.1 Planned output: 5.3.1.3 Action to be taken: Paragraph 9 Related documents: SUMMARY This document provides the summary of the activities of the Tokyo MoU in 2008 None PORT STATE CONTROL COMMITTEE 1 The eighteenth meeting of the Port State Control Committee of the Tokyo MoU was held in Bali, Indonesia, from 17 to 20 November 2008. The meeting was chaired by Dr. V. Klyuev of the Russian Federation. 2 Among other things, the Committee considered and took decisions on a number of important issues which are as follows:.1 amendments to the Memorandum the Committee adopted the amendments to the Memorandum on inclusion of the AFS Convention in the relevant instruments and increase of regional target inspection rate from 75% to 80%; For reasons of economy, this document is printed in a limited number. Delegates are kindly asked to bring their copies to meetings and not to request additional copies.

FSI 17/INF.14-2 -.2 development of the strategic plan the Committee agreed to develop the strategic plan to outline the long term objectives and direction of development so as to enable the MoU to actively react to the internal and external challenges and to maintain sustainable development and improvement in the years ahead. For this purpose, the Committee established an intersessional working group to prepare the draft strategic plan;.3 concentrated inspection campaigns (CIC) the Committee considered the report on the detailed results of the CIC on the ISM Code conducted during period of September-November 2007 and approved the arrangements for the CIC on lifeboats in 2009. The report of the CIC on the ISM Code is submitted to the Sub-Committee in a separate document;.4 follow-up actions emanating from the Ministerial Declaration the Committee reviewed the list of follow-up actions emanating from the Ministerial Declaration adopted at the 2 nd Joint Ministerial Conference of the Paris and Tokyo Memoranda on Port State Control;.5 PSC coding system the Committee considered the progress made by the joint working group of the Tokyo and the Paris MoUs for establishment of commonly agreed approach for improvement and harmonization on PSC coding system;.6 PSC guidelines the Committee approved the interim guidelines for inspection of anti-fouling system (AFS) on ships and the revision of the code of good practice for PSC officers and the guidelines for the responsibility assessment of RO; and.7 technical co-operation the Committee decided to reinstate the expert mission training programme and agreed to initiate the project for carrying out technical co-operation other PSC regimes. CONCENTRATED INSPECTION CAMPAIGN (CIC) ON SAFETY OF NAVIGATION 3 The Tokyo MoU conducted a joint CIC on safety of navigation (SOLAS chapter V) the Paris MoU for a period of three months, from 1 September to 30 November 2008. The purpose of the campaign was to verify that:.1 navigation equipment carried on board vessels are in compliance the carriage requirements, appropriately certified and relevant record;.2 navigation equipment have appropriate type approval and are functioning effectively; and.3 master and watchkeeping officers are familiar operation of the equipment.

- 3 - FSI 17/INF.14 4 During the campaign period, the Tokyo MoU member Authorities inspected a total of 4,811 vessels. Forty-two vessels were detained as a direct result of the CIC, which represented the CIC detention rate of 0.87%. The overall detention during the period was 5.05%. The most notable found were the lack of adequate charts and publications (1,436; 57.39%), other navigational (187; 7.47%) and relating to VDR (178; 7.11%). TECHNICAL CO-OPERATION ACTIVITIES 5 In 2008, the following technical co-operation activities have been carried out:.1 basic training course the 18th basic training course for PSC officers was held in Japan from 30 June to 18 July 2008. The course was jointly organized by the IMO and the Tokyo MoU. A total of 20 trainees attended the training course, 13 of them were from the Tokyo MoU and 7 of them were invited by IMO from other PSC regimes;.2 expert mission the expert mission was conducted in the two Authorities of Thailand and Viet Nam by experts from Japan and the Republic of Korea, respectively;.3 fellowship training the fellowship training was organized in the four Authorities of China, Japan, Republic of Korea and the Russian Federation. A total of 16 PSC officers participated in the training;.4 PSCO exchange seven PSCO exchanges were completed among the Authorities of Australia, Canada, China, Hong Kong (China), Japan, New Zealand, the Republic of Korea and Singapore; and.5 PSC seminar the 16th seminar for PSC officers was held in Auckland, New Zealand, from 13 to 16 October 2008. RESULTS OF INSPECTIONS 6 In 2008, a total of 22,145 were carried out on foreign ships registered under 105 flags. The number of was 15,296 and recorded were 89,461 in total. A total of 1,527 were warranted to ships from 68 flags as a result of serious found during PSC. The detention rate in 2008 was about 6.90%. 7 Tables in the annex provide the statistics on inspection per Authority, inspection per flag, inspection per ship type, inspection per recognized organization (RO) and deficiency by categories.
