1. Intrductin 1.1 Cmmissin fr Regulatin f Utilities The Cmmissin fr Regulatin f Utilities (CRU) is Ireland s independent energy and water regulatr. The CRU s missin is t regulate water, energy and energy safety in the public interest. Further infrmatin n the CRU s rle and relevant legislatin can be fund in here. 1.2 Backgrund Regulatin 2016/631 f 14 April 2016 (RfG) is ne f a suite f Eurpean netwrk cdes and guidelines that have been develped as part f the implementatin f the Third Package. 1 These Eurpean netwrk cdes intend t deliver a harmnised set f rules fr the peratin f the gas and electricity sectr in Eurpe. The RfG entered int frce n 17 May 2016. The RfG establishes a netwrk cde which lays dwn the requirements fr grid cnnectin f pwergenerating facilities wanting t cnnect t the electricity netwrk (at transmissin r distributin level). The RfG allwed generatr manufacturers t apply fr their generatr technlgy t be classified as an emerging technlgy. Generatrs classified as an emerging technlgy will nt have t cmply with the RfG requirements (except fr Article 30 Operatinal Ntificatin). In Octber 2016 the CRU published an infrmatin paper n the Applicatin Prcess fr Generatr Classificatin as an Emerging Technlgy. In July 2017 the CRU published its decisin (CER/17/119) in relatin t these applicatins. The CRU awarded emerging technlgy classificatin under the RfG t the fllwing technlgies: 1) Baxi Heating UK Ltd: Baxi Ecgen 24/1.0; Baxi Ecgen 24/1.0 LPG; Baxi Ecgen System. 1 The Third Energy Package cnsists f tw Directives and three Regulatins: Directive 2009/72/EC cncerning cmmn rules fr the internal market in electricity and repealing Directive 2003/54/EC, Directive 2009/73/EC cncerning cmmn rules fr the internal market in natural gas and repealing Directive 2003/55/EC, Regulatin (EC) N 714/2009 n cnditins fr access t the netwrk fr crss-brder exchanges in electricity, Regulatin (EC) N 715/2009 n cnditins fr access t the natural gas transmissin netwrks, Regulatin (EC) N 713/2009 establishing an Agency fr the Cperatin f Energy Regulatrs. 3
2) SenerTec GmbH: Dachs Stirling SE Erdgas; Dachs Stirling SE Flüssiggas. 3) ÖkFEN: Pellematic Smart_e ST16. In accrdance with the RfG, the CRU is required t mnitr the sales f the emerging technlgies in Ireland and publish data n the cumulative maximum capacity f PGMs classified as emerging technlgies. A requirement f this classificatin is that every tw mnths the manufacturer f a PGM classified as an emerging technlgy submits an update f the sales f the mdule in Ireland fr the preceding tw mnths. If a manufacturer f PGMs classified as an emerging technlgy fails t cmply with the reprting requirements utlined in decisin (CER/17/119), the CRU will withdraw the emerging technlgy classificatin fr that specific PGM technlgy. The CRU will infrm all manufacturers f any emerging technlgies f this and a withdrawal decisin will be published n the CRU s website. 2. Update n Emerging Technlgies f the RfG 2.1 Reprting Perid July 2017 Manufacturer Emerging Technlgy Sales this Perid Ttal Sales up t this Reprting Perid Baxi Heating UK Ltd Baxi Ecgen 24/1.0 3kW 3kW Baxi Ecgen 24/1.0 LPG Baxi Ecgen System SenerTec GmbH Dachs Stirling SE Erdgas Dachs Stirling SE Flüssiggas ÖkFEN Pellematic Smart_e ST16 Ttal Sales up t this Reprting Perid 3kW All manufacturers f PGMs classified as an emerging technlgy have demnstrated that the DSO has been infrmed f the installatin f these PGMs. A single classified technlgy cntinues t be classified as emerging technlgy until the amunt f cumulative cnnected capacity f that PGM has reached 1.579MW in the synchrnus area. Als, in the event that the cumulative maximum capacity f all PGMs classified as emerging technlgies cnnected t the Irish netwrk exceeds 4.572MW, the emerging technlgy classificatin will be withdrawn. 5
3. Next Steps All manufacturers f PGMs classified as an emerging technlgy are required t cntinue t update the CRU n the ttal sales f the PGM in Ireland fr the preceding tw mnths, and demnstrate that the DSO has been infrmed f the installatin f these PGMs until the status has been withdrawn. All manufacturers f PGMs classified as an emerging technlgy shuld submit the update t rfg@cru.ie using the template utlined in CER/17/119 Appendix 1. The secnd update shuld be sent n 17 September 2017. The subsequent updates are due t be submitted t the CRU n the fllwing dates every year: Submissin number Submissin date 1 17 July 2017 2 17 September each year 3 17 Nvember each year 4 17 January each year 5 17 March each year 6 17 May each year 7 17 July each year Data n the cumulative maximum capacity f PGMs classified as emerging technlgy will be updated every tw mnths, nce the CRU has received the updated infrmatin frm the manufacturers f PGMs classified as an emerging technlgy. 6
