The detailed estimate and report are annexed to these proceedings. 2. The expenditure is chargeable to TANGEDCO - Funds under IPDS scheme - Capital Expenditure Ramnad EDC - A/C code No: 18.105. 3. By virtue of the provisions contained in sub-section (2) (a) of section 185 of the Electricity Act, 2003, the TANGEDCO being the Licensee and successor entity of Tamil Nadu Electricity Board will exercise the powers of the Telegraph Authority under the provisions of section 164 of the Electricity Act, 2003, which have already been conferred upon the Board under section 51 of the Indian Electricity Act, 1910. 4. Enclosure to (Per).CMD.TANGEDCO Proceedings No.94, dated: 20.02.2017 REPORT TO ACCOMPANY THE ESTIMATE This proposal envisages enhancement of power transformer capacity from 1x8 MVA to 2x8 MVA at Abiramam 33/11 kv SS in Ramnad EDC of Madurai Region at an estimated cost of Rs.89.86 Lakhs Gross and Nett. Need: At present, Abiramam 33/11 kv SS is having 1x8 MVA Power Transformer. The sustained peak reached on the existing power transformer is 4.446 MVA which is 55.6% its capacity. Load growth at this SS is about 6.33%. In case of outage in the existing power transformer at Abiramam 33 kv SS, there is no possibility to back feed the areas fed by the above substation from the nearby Parthibanoor 33 kv substation, since it is situated at a distance of 15 kms. from Abiramam 33 kv SS. Back feeding will lead to low voltage problem. Even though the existing power transformer is loaded less than 70% of its capacity, it is essential to erect additional 8 MVA power transformer at Abiramam 33 kv SS in order to satisfy N-1 condition. Further, load growth is expected to increase in and around Vangarupuram & Abiramam town areas which are being fed off Abiramam 33 kv SS. It is seen that the voltage regulation of Vangarupuram feeder of Abiramam 33 kv SS is beyond the permissible limit of 8%. In this connection, the CE/D/Madurai has reported the following; i) Improvement proposal is under preparation for strengthening of existing conductor in Vangarupuram feeder and will be carried out, so as to bring down the voltage regulation of the above feeder within the permissible limit. ii) Further, as the existing Abiramam feeder runs through Kanmai & dense Juli flora forests, in order to avoid breakdowns and to minimize the supply restoration time, it has been proposed to bifurcate the above feeder to form 1 no. additional 11 kv feeder and provision towards 1 No. 11 kv bay has been made in this proposal. However, the CE/D/Madurai Region has to evolve separate improvement proposal for bifurcation of the feeder and obtain administrative approval from the Competent authority. Hence, in order (i) to have N-1 criteria as per CEA regulation and (ii) to meet the future load growth, it becomes necessary to enhance the 33/11 kv power transformer capacity from 1x8 MVA to 2x8 MVA at Abiramam 33/11 kv SS.

In order to avoid overloading, administrative approval has already been accorded for enhancement of existing 110/33 kv power transformer capacity from 2x10 MVA to 2x16 MVA at Kamudhi 110 kv SS vide (Per) CH TRANSCO Proceedings No.209, dt.25.11.16 and the works will be carried out. Details of the source feeder: a. Name of the feeder 33 kv Kamudhi Abiramam # b. Size/capacity of the conductor Raccoon - 15 MVA c. Present loading in MVA 5.5 d. Proposed addition in MVA 8.0 e. Anticipated load in MVA 13.5 f. Whether the conductor is adequate: Adequate at present. Details of work involved: Erection of 1 no. 8 MVA, 33/11 kv power transformer at Abiramam 33/11 kv SS & its associated equipments. Erection of 2 Nos. LV breakers with associated equipments.
