First Quarter 2017 Rosenbauer America, LLC REPORT First Quarter 2017 Overall, the North American market was down 14% in 2016. However, due to a good sales strategy and the efforts of the dealers, Rosenbauer s market share grew to 14%, which is up 3% from 2015. Thank you and congratulations to all our dealers for making this possible! As the show season draws near, we encourage you to work closely with your regional manager to schedule demo units for upcoming trade shows. Communication is key to making sure we have units available for each show to represent the Rosenbauer brand sufficiently. Rosenbauer will be introducing exciting, new products this year. The new Rosenbauer chassis with bold styling will keep Rosenbauer in the lead for many years to come. Also, RSD will be introducing a new stainless steel body with styling to match the new chassis. It is a bolt together unit and can be produced in a nopaint satin finish or utilize bolt-on painted panels. The price point should be the same as the current FX aluminum body. A major initiative for 2017 is to put in place a National Service Manager for the Rosenbauer America group. We are busy interviewing for this position and hope to have this filled soon. Both RSD and RMN are nearly finished with the production improvement projects, and we expect to see the results of this in the second quarter. With reports of increased proposal activity, new products, more demo units, increased production capacity, and better service, we expect 2017 to be a good year for all. Thank you, and see you at the Dealer Meeting! Harold Boer President - Rosenbauer America, LLC Rosenbauer in Action Several of our Rosenbauer trucks are busy working around the clock in Chile. The country is in a state of emergency for wildfires, and they called in the largest aircraft capable of dropping water on the fires to extinguish them. Several of our trucks have been working nonstop for days filling this aircraft and others. News from RBM, RMN, and Aerials Rosenbauer Report We have moved all the production departments, except for body fabrication, into building three for the body assembly rearrangement. The first ARFF chassis was built in building four, which is part of the new operational plan for the campus. Given the increase in demand, these changes in production could not have occurred at a better time. Still, we face many challenges before we see the improvement in efficiencies, but the Minnesota team is up to the task. We will be highlighting a variety of new product developments at the Dealer Meeting in April, including the following:» hydraulic ladder rack» swing-out tool board» new custom cab with the following: new crew evaporator for dramatically increased air flow movable forward-facing crew seats suspended pedals built-in modular panels in the dash and tunnel rugged, dynamic look» Henderson steer axle with parabolic springs (up to 24,000)» Seats Inc. XL seats 17% more seat room 7 year warranty (Rosenbauer specific) wide sculptured seat back turn-out Tuff material» more durable than military grade» easier to clean. I look forward to seeing you at the Dealer Meeting. Rich Schalter CEO - Rosenbauer Motors, LLC The Aerial Division is starting the first quarter with a lot of activity. The new products we added last year 75 four-section, mid-mounted, single-axle Cobra and Viper have added to our first quarter sales. 2 From the Department The following is from the City of Provo, UT. The City of Provo submitted a bid request through BidSync for the purchase of a 1500 GPM pumper truck. The two bids accepted were from Graham Fire and Ross Equipment. The committee that reviewd all the literature and specifcations set forth, for both manufacturers included the following: the Fire Chief, the Assistant Fire Chief, the Battalion Chief, two fire engineers, a firefighter, the fleet manager, and the fleet mechanic. The end results of both bids were within ten percent of each other, with Graham Fire being the lower bid. After analysis of possible deductions and We have just completed our first two 100-foot mid-mounted Vipers for Rochester, NY. We have seen a spike in this particular aerial and predict more of them being ordered soon. The 55-foot Articulating Cobra Platforms (ACP) have been well received in Chicago, and plans are to build another one for a demo. We also delivered our first Firefly a 33-foot water tower with an elevated rotating light tower and no outriggers to Williston, ND. This was mounted on our Commander chassis with 3,200 gallons of water. We have increased our production to seven aerials per month to keep up with our back-log of orders. Demos are another area that we are also producing at least one per month to keep up with the demand. If Brandon or any of the rest of the aerial team haven t told you by now, our goal for this year is 80 aerial sales. With over 30 different models of aerials to choose from, we believe this is the year we can hit that number. We have the best aerial controls, workmanship, and dealerships in the industry which make this goal feasible. If you have any questions or need any help, be sure to contact our aerial team or our aerial staff in-house to answer any questions. Have a great year. Rob Kreikemeier CEO - Rosenbauer Aerials, LLC add-ons, the end price was lower with Graham Fire. When comparing the look and feel of the Rosenbauer chassis, it was decided to award the bid to Graham Fire for the Rosenbauer chassis. First Quarter 2017 News from Rosenbauer South Dakota We have completed the first phase of the latest expansion at RSD. The plumbing department relocated to their new 12,000-square-foot building in mid-february and are up-and-running in their new home. The new area has more bays for production with additional length in each bay. Every bay can accommodate larger apparatus, and each bay has an overhead door, eliminating the need to jockey trucks around. The remodeling efforts have started in Building 2. The initial move was to install a new undercoating pit and wash bay in the farthest east bays of Building 2. This will allow the press brake and shear to be moved to a central location and cut down on the amount of movement required for the fabrication of parts. All second level break rooms/offices are being removed and will be replaced with a new main floor level space. We invite you to tour these areas on your next visit to Lyons. We are working on the 2017 Tech Drive units which will be unveiled at the Dealer Meeting in April. There will be a 101 Cobra and the Northern Regional demo. In addition, we have a good mix of stock units in production. These are 7468 101 Cobra, 17313 RXT 4-door pumper, 21637 RXT single axle tanker, and 21629 RXT tandem axle tanker. If you have a customer in need of a quick delivery, promote one of these units. The production spec approval process is going very well with over 90% of the production specs approved on time. The scheduling of pre-construction meetings has been much improved, and most are being held in 30-45 days from order. In addition, your help in sending in signed production specs, signed drawings, and signed change orders on time has been much appreciated. Thank you very much for your efforts!! Scott Oyen CEO - Rosenbauer South Dakota, LLC Dealer Advisory Council The Rosenbauer DAC has been a busy bunch. After meeting with Rosenbauer last September in Austria, there have been numerous follow-up communications on the topics discussed at the fall meeting. Most prominently was the subject of creating a National Service Manager s position and what the duties and responsibilities of this position would be. Rosenbauer is moving ahead with the interviewing and eventual hiring of a person for this position. The DAC has also been asked to provide input on whether or not to upgrade and continue the EZ Parts system, how to handle the excessive specs of chassis component parts, classes to be offered at the Dealer Meeting, evaluating the current policy for putting demos on hold, and ways to improve repair parts availability. These subjects and others are indicative of the work done by the DAC. Although the DAC only meets twice a year, you can see that they are constantly working with Rosenbauer and providing feedback that helps the entire dealer network. The reason the DAC stays so busy is that Rosenbauer values their opinions. In my previous life as a dealer, I served on a number of dealer councils for other OEM s, in the fire service. In my opinion, none of them valued their councils as much as Rosenbauer does. Rosenbauer listens to and acts on the feedback provided by their DAC. Many of the changes you have seen over the years have been a direct result of recommendations made by the DAC. I cannot overstate how important it is to everyone s success that there is such a great relationship between Rosenbauer and its DAC. Finally, at the DAC s April meeting, it will be welcoming two new members, John Burton of Burton s Fire and Brenden Feist of General Fire Apparatus. I know everyone is looking forward to working with John and Brenden. There are also two members who have completed their three-year terms on the DAC. Attending their final meeting will be Ron Davis of Artesia Fire and Tim Noeding of Western States Fire Equipment. Both Ron and Tim have been active members of the DAC. Ron brought Brad Towers a tremendous amount of experience in the fire service, and Tim brought an expertise in the commercial truck industry. Both provided a wealth of business knowledge and a valued perspective of the needs of a dealer. I would like to personally thank them for their service to the DAC and for the opportunity to work with them. I look forward to seeing everyone at the Dealer Meeting in April! 3

Dealer Meeting Agenda Rosenbauer Report 4

First Quarter 2017 Dealer Spotlight Burton s Fire, Inc. of Modesto, CA, was established in 1991 by brothers, Ken and John Burton. John and Ken got their start in the fire industry in 1976, while working for Van Pelt Fire Trucks, which was purchased by FMC. After FMC closed FMC-Van Pelt, the brothers started their two-man business in January of 1991, focusing on service and repair. As their reputation for quality grew, so did their business. Eventually the business was doing service for major fire apparatus manufacturers, as well as building smaller custom rigs, while continuing to do service and repair. Burton s now has 23 employees housed in a 16,500-sqare-foot facility. Their sales territory for Rosenbauer includes central and northern California, and Hawaii. They continue to do service and repair in California, Nevada, and Hawaii. The opportunity to represent Rosenbauer came in November of 2014. It was a company that had been on the radar of the Burton brothers for a number of years. We appreciated the quality of the product, as well as the previous relationships we had with several key members of Rosenbauer through the years, stated John Burton. Seeing first-hand how the sales and management members, including Doug Feldman (Western Regional Sales Manager), Ken Howenstine (Factory Direct Salesman), and Mike Schoenberger (Sales Director), conducted themselves, was refreshing. When my brother and I sat at the table with Harold and Helen Boer and completed the deal with a handshake, we knew we had chosen the right company to partner with, stated John Burton. The Burtons appreciated the fact that Rosenbauer s family-like approach to business included loyalty to their employees. When they approached Rosenbauer about becoming their dealer in central and northern California, Harold and Helen would only agree to it if their current factory direct salesman in that Ken Burton & John Burton territory, Ken Howenstine, was on board. He was and has been an integral part of the success of Burton s Fire as a Rosenbauer dealer. In 2015, their first full year as a Rosenbauer dealer, they were in the Top Ten in Sales for the year. Ken Howenstine was awarded Top Five in Individual Sales that same year. In the first two years, they have sold 46 Rosenbauer fire engines and are on their way to another great year. John Burton was recently chosen for the Rosenbauer Dealer Advisory Council as well. Burton s sales team consists of Ken Burton, John Burton, Ken Howenstine, John Borges, Stephanie Ringeisen, John Blalock, and Daniel Clampitt. Our early success in selling Rosenbauer apparatus has been in large part due to the support of such departments as Stockton, Amador FPD, Madera County, Tulare County, Merced County, Turlock, and Kauai County Fire in Hawaii, stated Ken Burton. We have always appreciated Rosenbauer s handshake-approach to business, which we continue to value today. 5
