European Tyre Regulatory Framework GSR General Safety Regulation EC 661 / 2009 Tyres (C1, C2, C3) shall conform to newly defined minimum requirements on Wet Grip, Rolling Resistance and Noise according to a gradual implementation from 2012 to 2020 Energy Efficiency Regulation tyre labelling EC 1222 / 2009 Information on tyre on wet grip, fuel-efficiency and external rolling noise performances (C1, C2, C3) shall be available, within 1st of November 2012 for all tyres produced after 1 July 2012. 3
Tyre Labelling Regulation 1222/2009 Additional improvements may result from Commission s tyre labelling Regulation 1222/2009 which will encourage consumers to buy tyres which perform better than the minimum requirements Fuel efficiency classes A (RRC 6,5 kg/t) to G (RRC 12,1 kg/t) introduced Wet grip classes with wet grip indices 1,55 (A) and 1,09 (F) External rolling noise class 3 db(a) below limit value is best 4

Status of Test methods : Test methods for type-approval and labelling should be compatible: Type-approval has pass/fail threshold Labelling requires finer discrimination between performance levels RR UNECE Regulation 117.02 Noise UNECE Regulation 117.02 Wet grip test in Regulation No. 117 not sufficiently precise and reproducible - Revised test method under development - Could be used for type-approval 8

Declaration of Conformity 1. EU directives 92/23/EC and 2001/43/EC will be repealed from 2018; 2. The minimum requirements (661/2009)- Declaration of Conformity on tyre RR, Noise & Wet Grip: fully integrated within UNECE Regulation 117.02 fully part of tyre homologations UNECE recognized Type Approval Authorities will be in charge for the administration of the provisions (I.e. test results compliance, type approval & certification, conformity of production) All Tyres sold in the EU market will have to prove compliance to the new requirements via type approval marking(s) on tyre sidewall Ex xxxxx xxx 3. Market surveillance:. Implementation of appropriated market controls by Member States, including spot checks (laboratory tests), spreading of information to public and users alerts. Implementation of restrictive measures where necessary, including as appropriate actions with customs authorities Penalties: The types of infringements which are subject to a penalty include: a) making false declarations on tyre classes, or during the approval procedures leading to a recall; b) falsifying test results; c) withholding data or technical specifications which could lead to recall or withdrawal of type-approval.
