MO 3 Interchange Ramp at Salt River Road - Phase 1 Sponsor St Peters Project No. RB19-000023 Project Type New Road TOTAL FUNDING Total County Sponsor Federal $3,304,748.00 $1,652,298.00 $7,450.00 $945,000.00 Project Description The City of St. Peters is seeking funds to construct the expansion of the Salt River Road/MO 3 Interchange to provide access to westbound/southbound MO 3 and I- from eastbound Salt River Rd and access to westbound Salt River Rd from eastbound/northbound MO 3 and I-. The proposed interchange improvements will Reduce reliance on the existing I- interchanges at Mid Rivers Mall Dr and Cave Springs Rd for commuter, truck and freight traffic. The improvements will also provide direct commuter, truck and freight access to MO 3 and I- for the Premier 3 Business Park. Allow Salt River Rd to be used as a diversion route during incidents on I- that occur between MO 3 and MO 79. Currently it is difficult to access Salt River Rd from westbound I- and it is difficult to access eastbound I- from Salt River Rd. While direct ramps are provided at the MO3/I- interchange for these traffic movements these ramps are not currently provided at the MO3/Salt River Rd interchange. This project will construct the ramps for this missing connection. The City of St. Peters is working closely with MoDOT and FHWA to prepare an Access Justification Report (AJR) for the project. Phase 1/Ramp 1 of this project (submitted for this application) will construct ramps to connect eastbound Salt River Rd with westbound/southbound MO 3 and I-. This project is covered under this application. Ramp 1 will consist of a 14 ft wide concrete ramp, with an 8 ft outside and 4 ft inside shoulder, extending from the Spencer Rd to Salt River Rd entrance ramp to westbound MO 3. The ramp will be designed to a 40 mph design speed. The ramp connection to the existing three lane section of MO 3 will utilize the existing shoulder. An auxiliary lane will be built to connect the ramp to the MO 3 ramp to eastbound I-. Widening of the bridge crossing Premier Pkwy will be required. Phase 2/Ramps 2 and 3 of this project (submitted under a separate application) will construct ramps to connect eastbound/northbound MO 3 and I- with westbound Salt River Rd. Ramp 2 will consist of a 14 ft wide concrete ramp, with an 8 ft outside and 4 ft inside shoulder, extending from eastbound MO 3 to the westbound exit ramp from MO 3/Salt River Rd ramp to Spencer Rd. The ramp will have a 40 mph design speed. The ramp connection at MO 3 will utilize the existing shoulder. An auxiliary lane will be built to connect Ramp 2 to the MO 3 entrance ramp from westbound I-. Three new bridges will be constructed with Ramp 2 over Premier Pkwy, over MO 3, and over the MO 3/Salt River Rd interchange ramps. A new westbound exit ramp (Ramp 3) to Spencer Rd will be constructed with Ramp 2. Ramp 3 will consist of a 12 ft wide concrete ramp, with an 8 ft outside and 4 ft inside shoulder. Ramp 3 will have a 40 mph design speed. The westbound entrance ramp at the Salt River Rd/Spencer Rd interchange will also need to be widened.

Traffic Forecast Memorandum Salt River Road & Missouri Route 3 Interchange Modifications Access Justification Report CBB has prepared traffic forecasts for the Salt River Road & Missouri Route 3 (MO 3) Interchange Access Justification Report (AJR). The purpose of this memorandum is to provide a brief description of the procedures used to forecast traffic volumes to be used in the evaluation of the proposed modifications to the Salt River Road & MO 3 interchange in Saint Peters, MO. The study corridor includes Interstate (I-) between Mid Rivers Mall Drive interchange (to the west) and Cave Springs Road interchange (to the east) and MO 3 between Truman Boulevard interchange and I- interchange. The objective of this work was to develop traffic volume forecasts for future scenarios for use in evaluating the proposed improvements at the Salt River Road & MO 3 interchange. As an initial step in the process, manual turning movement counts were collected on a typical weekday from 7:00 AM to 9:00 AM and 4:00 PM to 6:00 PM at the following intersections and ramps in 2018: Mid Rivers Mall Drive at Eastbound I- Ramps (November 2018) Mid Rivers Mall Drive at Westbound I- Ramps (November 2018) Mid Rivers Mall Drive at Main Street/I- North Outer Road (November 2018) Cave Springs at Road Mexico Road (November 2018) Cave Springs at Veterans Memorial Parkway (November 2018) Cave Springs at Eastbound I- Ramps (November 2018) Cave Springs at Westbound I- Ramps (November 2018) Cave Springs at West Clay Street (November 2018) Westbound MO 3 to Eastbound I- Ramp (November 2018) Westbound MO 3 to Westbound I- Ramp (November 2018)

After obtaining existing traffic volume counts, the traffic growth for the roadways was determined by evaluating historical growth trends, utilizing the St. Charles Count Travel Demand Model, and accounting for future land use plans within the study area. In particular, the Premier 3 Business Park in particular is an 850-acre business community positioned near the MO 3 and I- interchange. The primary source of traffic growth on the local roadway network in the immediate study area will be attributed to the trips generated by the developments within the Premier 3 Business Park. CBB utilized the projected traffic volumes from the Traffic Impact Study for the Proposed Project LOU Development, dated February 2018, for the area between Spencer Road to the west and Truman Boulevard to the east as well as MO 3. The estimated traffic volumes were based on currently approved developments within Premier 3 Business Park as well as a full development of the entire Premier 3 Business Park. The study area for this AJR expands from the Project Lou study area to include I- and interchanges with Mid Rivers Mall Drive, and Cave Springs Road as well as operations along MO 3. Figure 1 illustrates the locations where traffic volumes were distributed from the Project Lou study area. The anticipated directional distribution during the AM and PM peak hours for the projected traffic volumes for each individual location would be as follows: Location 1 o 40% to/from the west on I- via Mid Rivers Mall Drive Interchange; o 40% to/from the east on I- via Mid Rivers Mall Drive Interchange; o 10% to/from the west on Salt River Road; o 10% to/from the south on Mid Rivers Mall Drive; Location 2 o 40% to/from the west on I- via Mid Rivers Mall Drive Interchange; o 40% to/from the east on I- via Mid Rivers Mall Drive Interchange; o 10% to/from the south on Spencer Road;

Future traffic volumes along I- were estimated based on historic growth trends as well as output from the St. Charles County travel demand model. Figure 2 illustrates the historic counts supplied by MoDOT AADT maps. As can be seen, the I- corridor has experienced steady annual traffic growth since the mid-19s. Going forward, the growth rate is expected to continue. The project growth rate for I- between 2018 and 2040 is approximately 35%. Additionally, traffic volume on Mid Rivers Mall Drive and Cave Springs Road is expected to grow between 10-15%. The proposed traffic volumes are provided in the Appendix.

Additionally, the ramp counts completed by CBB obtained the truck percentages along MO 3 during the peak hours was on average 12%. CBB will utilize a truck percentage of 12% along I- and MO 3 for the 2020 traffic volume scenario. It should be noted that CBB reviewed the I- Planning and Environmental Linkages (PEL) Study Conditions Assessment Report, dated May 2017, for the I- corridor between Interstate 64 (I- 64) IN St. Charles County, Missouri to the end of the express lanes in the City of St. Louis. CBB compared the I- peak hour traffic volumes in the PEL study to the peak hour traffic volumes obtained by the MoDOT's ATMS Data Portal. The comparison showed that the MoDOT's ATMS Data Portal peak hour traffic volumes are comparable to the I- PEL Study peak hour traffic volumes for I-. St. Charles County has included a freight component in their travel demand model. This model shows increasing truck volumes in the future. The anticipated truck percentage along I- and MO 3 is 13% and 15%, respectively, for the 2040 traffic volume scenario.
