Pennsylvania State Police Academy 40 Passenger Bus The following pages specify the design and component requirements for a bus. In addition to the vehicle specifications, the following requirements must be fulfilled: 1) Requested vehicle shall be delivered to the Pennsylvania State Police Transportation Division at 20 th & Herr Streets in Harrisburg by the vendor or vendor's authorized representative. 2) Prior to acceptance by the Commonwealth, the Transportation Director will conduct acceptance tests. a) The acceptance tests will consist of a functional performance test during which all functions related to the unit s operation will be operated. All electrical, mechanical and structural components will be required to demonstrate compliance with the requirements of the final contract. Items which determine this acceptance level shall include, but not limited to, the general appearance of the interior and exterior of the body for completeness and quality of workmanship, lubrication and fluid levels with leaks corrected, mechanical operation of the vehicle and all electrical components operational. Allied or optional equipment specified to be furnished and installed which is not available through the vehicle manufacturer shall conform to the best quality standards known to that particular industry, both product and installation. b) The Pennsylvania State Police will inspect all vehicles prior to acceptance. It will be the responsibility of the delivering dealer to remove any vehicle rejected by the Pennsylvania State Police within two (2) working days after notification and return the vehicle to the Transportation Division upon correction of deficiencies. c) The Commonwealth of Pennsylvania disclaims any liability for damage to vehicles not unconditionally accepted by the Commonwealth. d) The Pennsylvania State Police reserve the right to test and reject any vehicle that does not conform to this specification. e) The vehicle shall be free of all dealer signs and emblems. f) The vehicle shall be clean, lubricated and serviced; ready for immediate service. g) The vehicle shall include a copy of the manufacturer's standard warranty policy. The warranty start date will be the date the vehicle is actually placed in service, not the date of delivery.
h) Vehicle Sales and Use Tax Return and MV-1, Application for Certificate of Title shall be prepared in the name of Pa. Department of General Services, 2221 Forster Street, Harrisburg, Pennsylvania 17125. i) The following forms/documents must accompany each vehicle: - MV-1 form, with blocks A, B, C and I completed and made out to: Department of General Services 2221 Forster Street Harrisburg, PA 17125 - Manufacturer's certificate of origin completed and notarized in both the assignment number 1 and odometer disclosure sections on the rear of the form. - Four copies of the invoice made out to: Pennsylvania State Police Transportation Division 20th and Herr Streets Harrisburg, PA 17120 - NOTE: The following information should be included on each invoice: - Dealer stock number - Vehicle Identification Number - Vehicle color and color code number - Key number - Federal Tax I.D. number - Purchase order number and item number 3) All questions concerning conditions and specifications must be directed to the Bureau of Procurement no later than five (5) days prior to the date of bid opening pursuant to the General Conditions and Instructions to Bidders, number three. Any changes or alterations to the specification as suggested by the vendor must be submitted and have final approval of the Pennsylvania State Police Transportation Director. The Bureau, before final construction, shall approve a final set of engineering drawings. 4) A complete set of operation and maintenance manuals, including allied equipment, shall be provided upon delivery of vehicle.

The body wires shall be securely fastened to a metal stringer, which runs from the front of the passenger compartment to the back, behind with wiring cover. The wires shall be fastened at intervals of not more than 24. - The rear engine compartment shall be fully insulated with thermal and sound barrier insulation, sandwiched between the interior davenport seat panels and Galvalume or aluminized steel engine compartment panels. This insulation shall provide protection from heat, fumes and excessive noise from entering the passenger compartment. - The engine door shall provide access to the engine compartment and related components. The door shall open to a minimum of 115 degrees and incorporate in interlock in the starting circuit to prevent starting the engine from the driver s area when the door is open. The opening shall be approximately 84 X 31. - Engine compartment shall be equipped with side engine doors, one each side. - Ceiling, sides and rear panels shall be insulated with a minimum 2 thick blanket-type polyester insulation to properly deaden sound, reduce vibration and provide a thermal barrier.
