Karl Cline Retires KARL CLINE RETIRING: DECEMBER 31, 2002 DURING THE FINAL DAYS OF COMPLETING THOSE OUTSTANDING ITEMS WHICH WE DON T WANT ANY STRINGS DANGLING. LOOKING FORWARD TO THE RETIREMENT AFTER 44 YEARS IN THE MARKET PLACE. Like Forest Gump said: It s time to stop running and to go home. It went very fast! The older you get, the faster it goes! It has been fun and I have experienced much. I have traveled every state in the union, I have seen every crop grown in this great country, I have viewed the great construction jobs which produce power, energy, and resources for which this country is great. Now it s time to go home and to mow the lawn. Write a book. Do a little in the political arena. May God be with you and the United States of America! EPA Issues New Rules on Spill Containment (SPCC) The Federal EPA has revised the rules,(spcc- Spill Prevention Control and Countermeasures), governing the spill containment plans and facilities required for aboveground storage tanks. The regulations will change the wording of requirements from should to must Among the requirements: 1. The facility must be fully fenced, with a locked or guarded gate 2. Reasonably impervious containment around the facility that will hold the volume of the largest tank. 3. A drainage system at the unloading / loading area that will contain the largest compartment of the transport vehicle 4. All tanks to undergo integrity testing on a regular basis 5. Tank overfill alarms to alert the transport operator 6. Sufficient lighting to allow a discharge at a site to be detected by facility personnel or the general public 7. An agreement with a clean-up contractor for emergency response 8. The SPCC plan must be certified by a professional engineer
