No. 317 and 7154 Dist. 502 Sanitary Sewer, Watermain and Storm Sewer for Columbia Park 33 rd Resubdivision (S 26th St. and Diamond Drive) Submitted by: Engineering Department, Rich Romness, PE (Assistant City Engineer) Staff Recommended Action: Award contract to low bidder, United Crane & Excavation in the amount of $381,425.40 for Sanitary Sewer, Watermain, and Storm Sewer for Columbia Park 33 rd Resubdivision (S 26 th St and Diamond Dr): 7152, District No. 501 Sanitary Sewer 7153, District No. 317 Watermain 7154, District No. 502 Storm Sewer Committee Recommended Action: Council Action: BACKGROUND: Bids were received on May 19, 2014 with a low bid of $381,425.40 submitted by United Crane & Excavation. The bid from Molstad Excavating, Inc. did not include a signed Non-Collusion Affidavit and therefore was not read. Molstad Excavating, Inc. is not requesting a waiver of this irregularity. The low bid was approximately 11% below the engineer s estimate of $426,336.00. This project consists of the installation of sanitary sewer, watermain and storm sewer to serve Columbia Park 33 rd Resubdivision. All costs for projects 7152 to 7154 will be special assessed to benefitting properties. The property owner has submitted a letter of credit for the entire cost of the projects. This amount will cover the 50 percent upfront monies required for special assessing the utilities and paving in Columbia Park 33 rd Resubdivision. Consideration of this project at previous Committee/Council meetings include: Approval of the plat for this area was completed at the 03/17/14 Council. Approved Engineering Services Agreement with CPS, Ltd. April 7, 2014 Approved assessment district, creation of plans & specifications and advertisement for bids at the April 21, 2014 Council. Approved Plans & Specifications at the May 5, 2014 Council The construction is scheduled to be completed during the 2014 construction season. ANALYSIS AND FINDINGS OF FACT: The Engineer s estimated total construction cost was $426,336.00. Bids were received on May 19, 2014. A total of 5 bids were received and opened. Bids ranged from $381,425.40 to $631,181.00 Low bidder was United Crane & Excavation in the amount of $381,425.40. The total construction cost will be assessed to the benefiting properties. Construction is anticipated to be completed during the 2014 construction season. These projects are not protestable as per State law.
