Send an email to Blaine Rabe (brabe@pial.org) with your request on fire department letterhead as an attachment included in the email. This email must be only from the fire chief and sent from the chief s email address. Once he receives this request, Blaine will validate you are the current fire chief and forward it to ISO for them to provide a free.pdf copy of the Fire Suppression Rating Schedule that will be emailed back to the chief. Have you received one of these? Don t be afraid, you may reach one of PIAL s Municipal Field Reps for help. Is this the only document that I need? No. In addition to the FSRS, PIAL has published the Louisiana Addendum to the FSRS and its updates. These documents explain some of the items needing clarification and also details items done differently in Louisiana. Both documents are needed to have an understanding of the grading process. The Addendum is a free download from the PIAL Website homepage (www.pial.org) and is located under the Municipal Tab. Quick Tips: Hose Testing - Hose should be tested per NFPA 1962: Attack hose shall be service tested to a minimum of 300 psi (20.7 bar or 2070 kpa) or a pressure not to exceed the service test pressure marked on the hose. Supply Hose shall be service tested to a minimum of 200 psi (13.8 bar or 1380 kpa) or a pressure not to exceed the service test pressure marked on the hose. Did you receive a Water Shuttle Study for your area? Send the coordinates of your water shuttle site to your PIAL representative to see if you cover 85% of your road miles in your district to keep your Water Hauling Credit. For those departments attempting to meet NFPA 1710, the LA Addendum to the FSRS states: The arrival of the first due engine company should be within 320 seconds for 90% of the calls (240 seconds of travel time and 80 seconds turnout). The arrival of a full complement (2 nd due engine & ladder/service) shall be within 560 seconds for 90% of the calls (480 seconds travel time and 80 seconds for turnout).

Pre-Incident Planning has been reduced to annually rather than semi-annually for maximum credit. Refer to NFPA 1620 for guidance. Full credit requirements for fire and dry hydrant maintenance and inspection has also changed to once a year. Clarifications on the credit for Emergency Power Supply System (EPSS): Testing must include weekly inspections of all critical parts of the EPSS including diesel or spark-ignited generators and automatic transfer switches, and operation of these EPSS under load (or equivalent load) for a minimum of 30 minutes per month. Q: How bad does it hurt me if I don t have or use a training center? A: It s difficult to say how much it would affect your overall credit due to many factors considered in the grading process, but Training Facility and Use accounts for as much as 35 % of your credit for training. So, it can have an impact of as much as 9 x 0.35 = 3.15 points out of the 9 available for training. In addition, if you do not have or use a Training Center, no credit can be allocated for drills. Drills not done at a Training Facility will be credited as Company Training. Q: If my telecommunicators have completed the LSU Telecommunicator I class are they considered certified by PIAL? A: No. The LSU Telecommunicator I class provides training and education that leads to certification. This class teaches the knowledge, skills and abilities required of a telecommunicator based on NFPA 1061, Standard for Professional Qualifications for Public Safety Telecommunicator. Another route for training telecommunicators is the Association of Public-Safety Communications Officials - International (APCO) Project 33. The APCO training is followed by a nationally recognized APCO certification. Regardless of the route taken, after telecommunicators complete their training, the communications center director may assess their knowledge, skills, and abilities compared to those required for their job positions, and they may deem them certified. Q: My community is a bedroom community. I can only muster 2 or 3 members for fire response during the day because everyone is away at work. How will this affect me? A: Fires can occur at any time of the day or night. As part of their minimum criteria for a PPC rating less than Class 10, the FSRS requires that at least 4 trained members respond to structural fires. PIAL recognizes that there may be occasional alarms where less than 4 members respond. Therefore, we use the average response to your working structural fires to determine your eligibility for a rating better than Class 10. A working fire is one for which the fire department pulled hose and pumped water to control or extinguish a fire. Q: Why can t I get credit for Fire Prevention if I do Public Safety Education? A: You can. Departments recognized by the LA Office of the State Fire Marshal (LA OSFM) as having a Fire Prevention Bureau may receive credits in the areas of Fire Prevention, Public Safety Education, and Fire Investigations. Departments who are not recognized by the LA OSFM are not eligible for the Fire Prevention credits but may earn any credits defined by the FSRS for Public Safety Education and Fire Investigations.
