This clarification is being provided to all known and registered correspondents in response to questions received. All addenda and original bid documents are also available online at: www.gtcounty.org, select Quick Links, Bid Opportunities and Current Bids. Question 1: I wanted to submit the attached informational submittal for confirmation that Caterpillar would be considered an approved equal for this project. I have several contractors asking me for pricing, if you can advise once the information is reviewed. Yes, we will accept the Caterpillar Diesel powered engine as equivalent. Question 2: The specifications do not call for a Service Entrance rated transfer switch, however, the drawing does not show a disconnect between the meter and the transfer switch. Will you be providing a disconnect before the transfer switch, or will the transfer switch need to be service entrance rated? The transfers switch will need to be service entrance rated. By code, there must be a means of disconnect at the service entrance (meter) of a building. If the transfer switch is fed directly from the meter, it must be service entrance rated (meaning, it will have a service disconnect breaker integrated in the switch gear). If it is not a service entrance rated transfer switch, then there must be a service disconnect (breaker or fused) between the meter and the transfer switch.
Question 3: In the proposed Power Riser diagram, it does not show the new generator feeding the new Environmental Services Administration Building. Will this building need to be backed up by the generator as well as the Scale House? And if this building also needs to be fed from the new generator, the Proposed Riser Diagram does not show a sub-panel after the transfer switch to feed the (2) different loads. Yes the NEW Environmental Services Administration Building as well as the Scale house will be hooked to the generator. The Current Administration building is NOT to be connected to this generator. See attached for revised Proposed Riser Diagram. Question 4: For the Scale House, will we be reusing the existing feeders between the generator and the scale house, or will the feeders need to be replaced? Use the existing feeders between the generator and the scale house. Question 5: There is currently a pole that feeds the Admin Building. Will there be a new feed from the existing pole or pedestal to our 200 amp meter already installed? Is everything going to be installed by others up to the meter prior to this project starting? Yes, everything up to the meter is already installed. Question 6: It states that County is providing the Pedestal and conduit from the Pedestal to the Admin Building. Please confirm this also means the County is having that conduit installed by others prior to the start of this project. The Proposed Power Riser Diagram does not show the Admin Building being included in this scope. Yes, the conduit is installed by others prior to the project start. The New Admin Building (under construction) is to be connected to the Generator (the old/current building will not be connected, that building is being removed). Question 7: The Scale house is fed from a different pole than the existing generator. Do we need to demolish this and do away with the existing meter? The contractor does not need to do anything with the existing pole or meter. Question 8: If we are not able to remove the existing conductors or pull back a conduit piston/rat. Will a change order be allowed to replace the entire amount of conduit in the damaged run? We do not see the need to remove the existing conductors at this time. Question 9: Out of the two buildings one will not work without two transfer switches. You can leave the scale house on manual and the office on an auto transfer switch.
We do not believe this is accurate, we have a 150 amp breaker on the pedestal to feed the scale house from the automatic transfer switch. [THE REMAINDER OF THIS PAGE IS INTENTIONALLY LEFT BLANK]
