Eligibility Criteria: This Tender is limited for the Consultant empanelled against our floated RFE with title Request for Empanelment (RFE) of Consultant for Rooftop Solar PV Power Plant, dated 11/07/2016 2. Details on the services to be provided are mentioned in the Scope of work in this document. (Section I) 3. The bid must be submitted in MMD at CEL, Sahibabad by the due date & time mentioned below in a sealed envelope superscribed as Tender for consultancy services for Grid connected Rooftop Solar PV Power Plant over PGCIL (5MW) & CPRI (800KW) Premises under CAPEX mode. The name and contact details of the firm should be on the envelope. 4. The sealed envelope should reach by 08.09.2017 before 1500 hours addressed to Assistant General Manager (MMD) Central Electronics Limited (A Government of India Enterprise) 4, Industrial Area, Sahibabad - 201 010 (U.P) India 5. CEL reserves the right to reject any or all of the responses to this Tender without assigning any reason. CEL takes no responsibility for delay, loss or non-receipt of response to Tender. SECTION 1: Scope of Work 1.1. Scope of Work for the consultant The broad scope of work is as below 1.1.1. Site survey, Preparation of Feasibility report for each site & Tender Document preparation. Study of the electrical load requirement and captive consumption of the establishment at the site. 1.1.2. Collection, verification and evaluation of solar radiation resource data and local meteorological data and calculation of energy yield based on analysis of direct and diffused solar radiation, seasonal and daily characteristic, load factor. 1.1.3. Estimate the power generation potential depending on the site conditions. 1.1.4. DPR shall be prepared for each site. The consolidated bid document may have to be prepared for a number of sites depending upon the end customer requirement. DPR shall be submitted as per format attached with tender as Annexure-1. 1.1.5. The consultant shall have to prepare the complete Bid Documentation including agreement, tendering. Bid Document for design, manufacture, Supply, Erection, Testing & Commissioning, completion of solar power project and subsequent O&M of solar power project covering all technical requirements for overall design, components, criteria for vendor/subcontractor selection, performance assessment protocol, compliances of various rules and regulations etc. The scope of work should cover but will not be limited to the following. 1) Short tender notice & prequalification criteria 2) Detailed tender notice & prequalification criteria 3) Brief description of works & scope of work 4) Objective of the works covered under this work 5) Detailed itemwise specifications 6) General conditions of contract 7) Special conditions of contract 8) Form for performance guarantee 9) Outline skeleton of design & design parameters including substation and grid connectivity requirements 1.1.6. The consolidated bid document may have to be prepared for a number of sites depending upon the end customer requirement. 1.1.7. The Consultant shall develop the Bid Document based on best industry practices, latest technical developments, prevailing market situation and, their experience with other projects. 1.1.8. Bid Document shall cover, design standard for equipment to be supplied, manufacture, Supply, Erection, Testing & Commissioning of solar power plant compliant to relevant laws, Acts, grid codes, regulations, notifications, rules; ensuring quality of supply and EPC with necessary checks, and inspections; along with associated Civil Works, Electrical Installations, etc.; and for carrying out Operation and maintenance of the project for the life of the project on Turnkey basis. 1.1.9. The Scope of Work for preparation of Bid Document shall also include preliminary system design and necessary engineering for the project, eligibility criteria s, technical as well as financial evaluation/ elimination criteria, scope of work for the developer, tech specifications, payment milestones, penalty/incentives and any other related issues, etc. 1.1.10. The consultant will take approval of Bid documents from the end customer on behalf of CEL. 1.1.11. Scrutiny of Bids 1.1.11.1. The Consultant shall examine the bids for its completeness and prepare lists of information/clarifications to be asked for various Bidders. 1.1.11.2. The consultant shall evaluate responsive offers in consultation with CEL based on evaluation criteria approved by CEL/End Customer. 1.1.11.3. Consultant shall submit hard copy and soft copy of the Evaluation Report. 1.1.11.4. The consultant shall assist the CEL for finalization and award of contract. 1.1.12. Finalization EPC contract and approval of the same from end customer. 1.1.13. Finalization of award of contract to selected bidders including a) Signing of EPC agreement between end customer and bidder. b) Placement of PO by end customer on bidder, if required. SECTION II: Financial Terms & Conditions Financial Bid: The Bid shall contain the consolidated offered rate for the consultancy charges as per the format given below. Price should include your all expenses including travel, Boarding and lodging of your team. The applicable taxes, if any, should be indicated separately. Page 5 of 19

Tender No.C-2(b)/RFS/704/203/17 dt.28.08.2017 Format Description As per scope of work (Section 1) Consolidated offered rate for consultancy charges for 5 MW at PGCIL Premises & 800KW at CPRI Premises Rooftop Solar PV Power Plant as per list of sites in Annexure A. The consolidated offered rate for consultancy charges should be for total capacity of 5.8MW. Rs.. Selection Criteria Empanelled consultant offering the lowest rate will be declared as the successful bidder(l1). Payment Terms Payment Schedule: i) 25% of quoted price after acceptance and approval of Feasibility Report and all the DPRs for a project by end customer. ii) 30% after floating of the tender and evaluation of the bids received. iii) 20% after finalization and award of contract to the selected bidder. iv) 25% against submission of BG of 25% amount valid for 24 months. Terms & Conditions 1. The price quoted should be valid for all over India. 2. The price quoted should be exclusive of Service Tax/GST which will be paid on actuals as per the prevailing rate. 3. All building in one campus of office/factory/institution will be considered as one site. 4. Details of the sites at Annexure-A. 5. Capacity of the site for release of payment will be on basis of capacity approved in Feasibility report. Termination of Contract: CEL reserves the right to short close the contract of particular site at any stage mentioned in Payment Schedule above. In such case consultant will be paid the amount for and upto the stage of work completed by them as per the payment schedule mentioned above. Jurisdiction: The court of Delhi shall have exclusive jurisdiction over any disputes between the parties. Page 6 of 19
