1. EXECUTIVE SUMMARY This report serves to assist the Municipality with the preparation of the reticulation works and service agreements for the following proposed rezoning to be done on Erf 13, Founders Hill Remainder. This report also serves to inform the Municipality of our involvement on this project. 2. The entire Founders Hill, Remainder of Erf 13 Township falls within the supply area of City Power of Johannesburg, and covers the total land area of 6.8766 ha, covering the following areas as shown in table 2. TECHNICAL DESIGN CRITERIA 3.1 MUNICIPAL JURISDICTION AND SUPPLY The proposed development is situated within the municipal jurisdiction of City of Johannesburg and the electrical supply area of City Power. We are of the opinion that there is sufficient capacity available on the various cable rings in the area. There are cable rings directly adjacent to this development (185mm²/3c Cu PILC 11kV rings). This cable is installed in a ring from the Founders Hill satellite substation. Capacity is available at the Founders Hill substation. 3.2 CADASTRAL DETAILS The erf will be subject to a 6 x 3m Municipal Servitude (Electrical) with the longer portion of the servitude facing the road reserve, in favour of the Municipality for the installation of the Bulk Ring Main Metering Unit. 3.3 AUTHORISED CAPACITY METHODOLOGY The method used to calculate the authorised capacity is based on the product of the different land uses and the specific load factors. The results are all summarised to obtain the authorised capacity of the township. The total load demand on the substation and electrical supply network will be less than the authorised capacity due to the diversity of the load. The load factors utilised for this development are in accordance with the City Power specification CP_TSSTAN_009_REV1 (TOWNSHIP ELECTRICAL RETICULATION STANDARD FOR UNDERGROUND SYSTEMS). Residential Townships: Sectional title developments (Residential 2,3 and 4) medium and/or low voltage reticulation shall be provided up to the stand boundary. Bulk metering shall be done at the point of supply. The ADMD per Erf shall correspond with the ADMD table below. This table shall apply to developments where the number of units exceeds 30. Table 3: Residential ADMD calculation at Minisub level Unit Category Electrical Load ADMD @ MSS Level Small (100 m 2 ) 50 VA/m 2 5 kva Due to the developer utilising solar/gas geysers and natural gas, the Residential ADMD at Minisub level will for time being be taken as 5.0 kva per residential unit. This might be revised with the final report if the rights are defined as either Residential 3 or 4. When this is done the ADMD will be defined at 2.5kVA per residential unit with limitation on feeder CB. 3.4 AUTHORISED CAPACITY CALCULATION The authorised capacity of the township is calculated in the following table. This will be offset against existing the existing credit agreements with Heartland Properties. 3.6 AUTHORISATIONS Wayleaves will need to be obtained for the following: 1. New cable installation within the existing road reserves. 2. New cable cut-ins. The proposed electrical services will be coordinated with the Civil services within the shared road reserves It is envisaged that no environmental authorisations are required for the newly installed MV cable infrastructure and LV connections within the street reserves. 3.7 DESIGN PARAMETER As mentioned, 11 kv cables are already installed in the Founders Hill area, feeding the surrounding extensions. The designs are based on City Power Municipality standards and specifications and national standards and specifications (Refer to Table 5). The main MV supply within the development will be done by utilising the existing underground cable infrastructure from the adjacent rings. The electrical network outside the development has been taken over by the local municipality. Street lighting will be installed within the street reserves to comply with the Municipality Standards and specifications if required, where no street lights exist. All the services will be installed within the street reserve in the positions as indicated on the section drawings provided by the specifications of City Power. 3.8 EQUIPMENT SPECIFICATIONS All work will be carried out to conform to the following latest City Power specifications listed below and in CP_TSSTAN_009 Rev 1. 4. COST ESTIMATES The total estimated electrical costs of the development will follow during the detail design phase of this project. 5. PROJECT TIMELINE The construction will commence once the civil contract works have been completed. 6. SUMMARY The MV supply for Erf 13 will be obtained by cutting into the adjacent cable rings as indicated on the drawings. The After Diversity Maximum Demand (ADMD) load needed for this development will amount to 2060kVA. With the final Township approval the rights of the residential development might change to Residential 3 or 4 which will then change the ADMD mainly due to limitation on circuit breaker size and alternative energy for water heating and stoves. The connection to the development will be done by connecting a new Metering Ring Main Unit to the network and supplying the internal Low Voltage network via internal private 11kV/415V transformers. Bulk contribution will be subtracted from an existing credit kva in terms of the existing agreement between Heartland Properties and City Power.
